Zum dritten mal findet in Oberhausen das Symposium zur Grubengasthematik statt und knüpft an die erfolgreichen Veranstaltungen der vergangenen Jahre mit aktuellen Berichten und Entwicklungstendenzen an. Aktuelle, internationale Entwicklungen mit Beispielen aus Polen, Russland, USA, Tschechien, Großbritannien und Deutschland skizzieren den Stand der Technik. NOW THAT 50 YEARS HAVE PASSED SINCE THE FOUNDATION OF THIS COURT AND WHILE THE BOSNIAN CASE IS PENDING, THE QUESTION OF THE EFFECTIVENESS OF ITS JUDICIAL FUNCTION INEVITABLY ARISES: IN PRACTICE, IT OFTEN SUFFERS FROM LACK OF POLITICAL WILL OF THE SOVEREIGN STATES. The present study is an attempt to analyze the executive guaranty of arbitration at international law within internal Iranian law and the international law. The present research findings show that within internal law in case the arbitration verdict is not carried out voluntarily then its obligatory administration is under the support of law and has legal executive guaranty. But arbitration privilege at administration stage is not limited to the fact that any arbitration verdict is to be performed without any questioning but a significant aspect of this privilege is to prevent the administration of a verdict which is altered or creased and openly against the facts or the law. In international law the international commerce chamber arbitration system is the most important international trade arbitration system in contemporary period and has always been the influential forerunner in international arbitration and has had a significant role in the development and expansion of arbitration method of settling international trade disputes. Both the chamber arbitration rules and arbitration verdicts which are issued under the chamber arbitration framework are among the most important legal resources in terms of international arbitration and are considered as the constructive and formative factors of international arbitration procedure. It should be mentioned that commerce chamber arbitration organization lacks the executive tools to execute the arbitration verdicts. But in spite of that on the basis of arbitration rules article 35 the arbitration authority and the chamber arbitration court makes attempts to execute the verdict and the purpose is mostly the official measures rather than judicial or administrative. Principally, the execution of arbitration verdicts depend on state rules and regulations where from the identification and administration of verdict is requested.

International Relations (IR) studies have passed through three phases since 1919, when several interdisciplinary interests combined to make up IR, and that interdisciplinarity was of benefit to some other disciplines as well. The second phase, 1950–80, saw IR become more visible, with its key concepts of power, war and security as a sub-discipline of political science – but IR's autonomy was bought at a high price. The year 1981 brought in the third phase, when some scholars, unconvinced by the traditional concept of IR, launched interdisciplinary studies. Many subsequently emerging issues, such as ethnic conflicts, climate change and energy security, have made it difficult to use traditional IR concepts to create a coherent research agenda. To overcome this difficulty, an agenda for the new millennium is proposed that makes use of the interdisciplinary origins of the study of IR and also develops new interdisciplinary approaches, and Aalto et al.'s works contribute to this line of thinking.

This essay presents the case for a re-orientation of International Relations (IR) in terms of the pragmatist ethos sketched in the work of John Dewey. It argues that contemporary IR theory is characterised by the threat of theoreticism and that this danger is heightened by the confusion between pictures and theories. The essay goes on to indicate how a pragmatist orientation to issues of government in terms of a processual ethic could provide a framework within which the pluralism characteristic of contemporary IR is reconceived in terms of a mutual agonism (rather than antagonism) in the service of practical reasoning and judgement. Viewing IR as a form of practical philosophy oriented to the government of the common affairs of humanity, this orientation stresses the distinct roles that accounts directed to world-disclosure and those directed to action-coordination play in IR and argues that the former are crucial to reflection on problem constitution, while the latter are vital to reflection on problems.

AbstractWhile the discipline of International Relations (IR) has a long tradition of celebrating 'great thinkers' and appropriating their ideas for contemporary theories, it has rarely accounted for how these authors came to be seen as 'great' in the first place. This is at least partly a corollary of the discipline's long-standing aversion to methodological reflection in its engagement with intellectual history, and it echoes IR's infamous tendency to misportray these great thinkers' ideas more broadly. Drawing on existing attempts to import the methodological insights of historians of political thought into IR, this article puts forward a unified approach to the study of great thinkers in IR that combines the tenets of so-called 'Cambridge School' contextualism with those of what broadly falls under the label of reception theory. I make the case for the possibility of developing a coherent methodology through the combination of what is often seen as separate strands of intellectual history, and for the value of such an approach in IR. In doing so, the article ultimately offers a more rigorous methodology for engaging with the thought of great thinkers in IR, for analyzing the way a specific author's ideas come to have an impact in practice, and for assessing the extent to which these ideas are distorted in the process.

Les Sociétés de la Croix-Rouge ont tenu à Londres, du 10 au 15 juin dernier, leur huitième conférence internationale.Sous réserve des rectifications résultant de la publication du compte-rendu officiel de la Conférence, nous pouvons indiquer provisoirement que vingt et un Comités centraux étaient représentés à Londres; en outre, seize Gouvernements avaient envoyé des délégués: l'ordre de Malte et l'ordre de St-Jean de Jérusalem d'Allemagne et d'Angleterre, avaient également répondu à l'invitation du Comité central anglais: enfin le Comité international comptait six de ses membres à la Conférence. Un fait intéressant à noter, c'est que, pour la première fois, les trois sociétés qui en France consacrent leur activité à l'œuvre de la Croix-Rouge, étaient simultanément représentées à la Conférence de Londres. Cette heureuse circonstance est due à la création d'un Comité central de la Croix-Rouge française, qui a établi un lien commun entre la Société française de secours aux blessés militaires, l'Association des Dames françaises, et l'Union des Femmes de France. Chacune de ces associations était représentée à la Conférence de Londres par des délégués au nombre desquels figuraient plusieurs dames, et le Comité central lui-même nous avait envoyé son président en la personne du vénérable marquis de Vogué.
