Nous analysons dans cet article trois dispositifs sociotechniques de gestion de la pénurie en eau mis en oeuvre sur la rivière Crocodile en Afrique du Sud : un processus de réallocation de la ressource (compulsory licensing), un modèle informatisé de gestion en temps réel et une détermination plus précise du débit environnemental. Cette analyse est l'occasion de mettre en évidence à quel point ces dispositifs sociotechniques, loin de se contenter de gérer, d'un point de vue purement technique, la ressource en eau, se sont transformés en instruments de gouvernement de celle-ci, neutralisant certaines dispositions réglementaires et certains objectifs de politiques publiques au coeur de l'agenda de transformation du pays. En outre, nous démontrons que cette pénurie est tout autant sinon plus un construit, découlant des choix de gestion, qu'une réelle fatalité sur la Crocodile.

The article traces the intricacies of the South African threat agenda since 1994. Historically, the South African threat agenda at various times had to contend with the influence of European powers in Africa, the possibility of a landward invasion from Africa, and the risk of an internal uprising. Since democratisation in 1994, the ruling elite's threat perception has been shaped by the idea of human security. The harsh realities of the African security environment together with various bureaucratic challenges made operationalization of human security a daunting task. The article concludes by arguing that South Africa finds it increasingly difficult to balance the need for nuanced relationships with its traditional economic partners in the West, with. - constructive engagement and political ambition in Africa and the global south, and the historical partnerships of the governing African National Congress as a political party. Studies on the relationship between funding and efficiency of public universities in South Africa were triggered mainly by the decline of government spending on public universities while the enrolment of financially needy students is increasing. This increase is a product of government's initiatives to redress the imbalances in access and success caused by the apartheid regime. However, the government seems to be grappling to strike a balance between its initiatives and funding. While the government's HE transformation initiatives are appreciated, public universities are caught in a dilemma: their revenue is no longer sufficient for the operations given the increase in the number of unfunded and financially constrained students. It is with this background that the study evaluates the efficiency of public South African universities for the period 2009–2016 and how funding composition affects their efficiency. The study contributes to the existing literature in various ways First, a recent study on this subject matter found a decline in the average technical efficiency (TE) score of the South African public universities from 83percent in 2009 to 78percent in 2013. However, the study did not include non-academic staff among other input variables that are assumed to potentially influence performance outcomes of the universities. We therefore developed an argument that a biased conclusion on the subject matter is likely, if academic staff are assumed to dominate efficiency of public universities in South Africa while the efforts of non-academic staff are not considered. Using a Data Envelopment Analysis (DEA) model, the findings of this study revealed that over the study period the average TE of public universities in South Africa increased from 91percent to 95percent. These results suggest that academic and non-academic staff can be deemed as mutually inclusive variables and therefore neglecting either of them can lead to biased estimated average TE scores. The efficiency levels provided in this study can be used as performance benchmarks for identifying potential improvements required to reach a satisfactory level of efficiency. Second, the literature argues that different streams of revenue utilised for funding universities' activities can provide alternative incentives which might have an impact on efficiency. However, none of the studies examined comparatively the impact of different revenue streams on the efficiency of the public universities in South Africa. Using a fixed-effects regression model, this study found that only traditional universities' efficiency can be affected by student fees and private income, while government funding does not seem to bear a significant impact on the efficiency of all universities irrespective of their category. Precisely, student fees enhance the efficiency of traditional universities while private income is deleterious on the efficiency of the traditional universities. The study concluded that traditional universities use students' fees efficiently to deliver quality academic services in a bid to safeguard their reputation and image while revenue from private funders is not efficiently utilised due to the principal-agent problem. In terms of state funding, it was concluded that government spending on public universities is yet to reach a minimum threshold level at which it can contribute significantly to the efficiency of the universities. Third, recent literature used Stochastic Frontier Analysis (SFA) efficiency scores to determine the drivers of efficiency of public universities in South Africa. Although SFA can control for the stochastic error component in the econometric estimation, the model imposes several theoretical assumptions in the production function which may lead to biased estimations. As a result, several studies on efficiency analysis of Higher Education Institutions (HIEs) around the globe have reverted to using DEA. Using DEA efficiency scores and a Tobit model, this study found that that quality of staff, government funding, student fees, private income, and GDP per capita are positive factors of efficiency while the share of non-white to white staff was found as the determinant of inefficiency. It was concluded that adequate funding and proper management of income by the universities, economic growth and employment of highly educated academic staff can increase efficiency levels of public universities in South Africa, whereas an increase of non-white to white staff in South African public universities is a threat to the universities' efficiency. Overall, the findings of this study suggest that a cost-sharing framework is inevitable in the South African higher education (HE) system, particularly now that the government is heavily burdened due to the prevailing economic turmoil in the country. As a results, private funders and parents and/guardians are encouraged to honour their portion of obligations with universities. Due to limited funding across all sources, efforts dedicated to strengthen managerial competencies of public universities in South Africa can eliminate the principle-agent problem and therefore promote managerial efficiency. The South African government is encouraged to support its transformation initiatives on HEIs with adequate funding, otherwise the initiatives need to be revisited and revised to suit the current economic environment. The article is devoted to the study of socio-economic problems in South Africa, as well as current and perspective measures for their solving within the BRICS membership. The subject of the study is the life level of the population of South Africa. The goal is to identify the perspectives for South Africa solving the problem of poor quality of life for an absolute majority of the population due to its membership in BRICS. The objective is to examine poverty and Gini coefficients, unemployment, condition and problems of education, data on AIDS and tuberculosis rates in South Africa and other BRICS member countries, and also to identify planned activities within the framework of BRICS for these problems solving. General scientific methods such as analysis, synthesis and comparisons are used in the article. The following results were obtained: after the abolition of apartheid policy some indicators in South Africa have improved (rates of GDP per capita, availability of education and life expectancy have increased, more people got access to the Internet and electricity). However, significant problems remained – high unemployment, unskilled work force, huge rates of uneven income distribution, violence, high rates of AIDS and tuberculosis. Having examined the BRICS summit declarations, we have found that member countries are paying considerable attention to the development of political methods for dealing with national problems. Some of the issues have already been solved by certain members of the BRICS, while others are still common. Conclusions: BRICS planned activities aimed at solving the problems of poverty, unemployment, education, incidence of tuberculosis and AIDS have been indicated; we believe that if the ambitious goals of repositioning geopolitical forces in the world attributable to BRICS are real, the union can't allow any member to "turn a blind eye" to problems that are well-known and spoil the social reputation in the global space, not only for the problematic country, but also for the whole union, and therefore South Africa has all chances to solve its basic social problems. ; Статья посвящена изучению социально-экономических проблем Южно-Африканской Республики, а также текущим и перспективным мерам по их решению в рамках членства в БРИКС. Целью является выявление перспектив решения ЮАР проблемы низкого качества жизни абсолютного большинства населения благодаря ее членству в БРИКС. Задача состоит в том, чтобы исследовать показатели бедности и коэффициенты Джини, безработицу, состояние и проблемы образования, данные по показателям заболеваемости СПИДом и туберкулезом в ЮАР и других странах-членах БРИКС, а также определить намеченные мероприятия в рамках деятельности БРИКС по решению этих проблем. Завдання полягає в тому, щоб дослідити показники бідності та коефіцієнти Джині, безробіття, стан та проблеми освіти, дані щодо показників захворюваності на СНІД та туберкульоз в ПАР та інших країнах-членах БРІКС, а також визначити намічені заходи в рамках діяльності БРІКС щодо вирішення цих проблем. Використовуються загальні наукові методи, такі як аналіз, синтез, порівняння. Були отримані наступні результати: після відміни політики апартеїду деякі показники в ПАР покращилися (збільшився ВВП на душу населення, більше населення отримало доступ до електрики та Інтернету, підвищилася доступність освіти, збільшилася тривалість життя), однак залишилися значні проблеми – великий рівень безробіття, некваліфікованість робочої сили, величезна нерівномірність розподілу доходів, насильство, велика захворюваність на СНІД та туберкульоз; дослідивши декларації самітів БРІКС, нами встановлено, що неабияке значення країни-члени приділяють напрацюванню політичних методів боротьби із національними проблемами, деякі з яких вже вирішені в певних членів БРІКС, а інші ще залишаються спільними. Висновки: виділено намічені заходи БРІКС у напрямку вирішення проблем злиденності, безробіття, освіти, захворюваності на туберкульоз та СНІД; вважаємо, що, якщо амбіційні цілі у перестановці геополітичних сил у світі, що приписуються БРІКС, є реальними, то об'єднання не може дозволити жодному із членів «закривати очі» на проблеми, які є загальновідомими і псують соціальну репутацію в глобальному просторі не тільки проблемній країні, але і всьому об'єднанню, а тому ПАР має усі шанси вирішити свої основні соціальні проблеми.

Le spectre du conflit intercommunautaire est bien là au Mali avec la suspicion d'exactions à l'encontre de «peaux claires» (Touaregs, Arabes et autres) dans les villes libérées de l'emprise islamiste. Cette suspicion porte sur l'armée malienne et non sur les populations arrière où aucun clash communautaire n'a été signalé depuis le début du conflit. Dans ce contexte, des experts redoutent l'embrasement et préconisent non seulement un règlement politique de la question touareg au Mali (nécessaire et compliqué), mais vont parfois plus loin, en prônant le fédéralisme et «la création de provinces autonomes pour chacune des grandes ethnies présentes : touaregs, songhai, peuls, maures…». Ce serait la formule éculée du règlement territorial que l'on ressortirait là où elle a peut-être le moins de sens: au Sahel. Il est vrai que les deux dernières décennies ont vu leur lot de ces propositions ethno-territoriales, notamment en Irak où l'intervention extérieure butait sur la reconstruction d'un Etat post dictatorial oppresseur de grands groupes majoritaires, ou encore en ex-Yougoslavie où des conflits intercommunautaires sont survenus massivement, attisés par des partis ethnonationalistes. Le bilan de l'application de ces formules n'est pas évident, mais elles bloquent de toute façon, comme avant elles le grand apartheid sud-africain, sur le traitement de certains espaces comme celui des villes cosmopolites. Celles-ci, lorsqu'elles échappent à l'attribution à un groupe derrière ses frontières internes, se retrouvent face au défi vital de la cohabitation, et lorsqu'elles sont par- courues de secteurs clos et «nettoyés, elles perdent leur sens même. Dans le cas du Mali, et plus généralement de la zone sahélo-saharienne, c'est l'ensemble des impasses du traitement ethno-territorial qui apparaît. En effet, où faire passer des limites dans un espace où les logiques fonctionnelles et identitaires reposent sur des réseaux transnationaux entrecroisés bien plus que sur des territoires bornés? Sur des pratiques transactionnelles: pastorales, nomades et marchandes bien plus que sur des logiques de fixité et d'exploitation de ressources territorialisées. Denis Retaillé, en géographe du Sahel, a même pu y développer le concept «d'espace mobile». A qui attribuer des villes comme Tombouctou ou Agadez, Gao ou Zinder ? Elles sont avant tout des cités cosmopolites marchandes et furent des capitales politiques d'empires ou de cités-Etats, jamais d'Etats territoriaux en lien prioritaire avec une nation ou une ethnie. Elles sont aujourd'hui reconnues comme faisant partie du Patrimoine mondial de l'humanité, et, de par leur passé précolonial, comme des lieux phares pour l'African Renaissance chère à l'Afrique du Sud. Ont-elles vocation à devenir des capitales de provinces ethniques contemporaines qui profiteraient de la manne des ressources du sous-sol? L'argument massue de la limitation des conflits intercommunautaires que permettrait la délimitation ethnique dans sa version fédérale soft, se base sur une vision exclusive et intemporelle des divisions ethniques. Or, la définition des appartenances communautaires est bien plus changeante qu'une vision essentialiste de l'ethnie peut le laisser croire. Là encore, la situation sahélienne, et singulière- ment celle du Nord-Mali, est éclairante. L'irruption régionale de l'islamisme radical et armé avec des moyens considérables issus de différents trafics, dont celui des otages mais surtout de l'effondrement des légions et de l'arsenal libyen, a fait apparaître une ligne de fracture au sein de différentes sociétés sahéliennes. Les alignements et les oppositions fonctionnent aujourd'hui autant sur le clivage identitaire laïque-fondamentaliste que sur les clivages ethnolinguistiques. A une autre échelle, on a vu auparavant du côté nigérien s'opérer des clivages internes au groupe touareg sur des bases claniques ou tribales et sur l'accès aux rentes du tourisme et de différents trafics par l'alliance à d'autres groupes. A l'appui de la thèse du règlement territorial, se trouve aussi l'argument de la justice socio-spatiale passant par la réattribution des revenus de l'exploitation des richesses naturelles sur la base d'une souveraineté provinciale. Mais l'échelle locale est-elle vraiment plus légitime pour la captation de la rente du sous-sol? On sait que la justice sociale et spatiale passe plutôt par la redistribution et la transparence dans l'usage de la manne que par sa captation par l'élite, en lien avec les grands groupes internationaux. Ainsi les défis politiques essentiels ne sont-ils pas, d'une part, la reconnaissance à l'échelle de l'Afrique de l'Ouest et du Maghreb de groupes et de pratiques fonctionnant sur des réseaux culturel et économique transnationaux? D'autre part, le réinvestissement en régions sahélo-sahariennes de revenus de la rente de l'exploitation des richesses du sous-sol et l'accès facilité à leurs ressortissants aux filières publiques et privées de formation et d'emploi? Cela appelle l'ouverture aux niveaux national et supranational et certainement pas la fermeture sur des provinces ethniques qui capteraient aléatoirement la manne des ressources naturelles pour tenter de devenir de petits Etats rentiers. On le voit, loin d'être exclusivement nationale avec imposition de frontières provinciales comme solution politique, l'échelle de référence pour le règlement des questions intercommunautaires dans la zone sahélo-saharienne est plutôt régionale. Cela tombe bien et n'est pas réellement fortuit : c'est aussi l'échelle à laquelle se pose la question sécuritaire des trafics de personnes et de drogue en direction de l'Europe et du terrorisme, bien que ce dernier échappe largement à toute logique territoriale, si ce n'est celle du monde. Penser le Sahel et le Sahara d'un point de vue politique et social au-delà des frontières à la manière du grand historien, ethnologue et romancier malien Amadou Hampaté Bâ est plus que jamais une priorité.

Dados los antecedentes históricos del Presidente Robert Mugabe, el mundo entero sabía que las elecciones que se avecinaban serían, casi seguramente, una reedición de las más obscuras prácticas que su régimen siempre utilizó.Pero, esta vez, parecía que había una oposición fuerte y decidida a enfrentar al partido oficial. Es más, la primera vuelta, el 29 de marzo, la había situado con perspectivas auspiciosas de alcanzar la presidencia. A pesar de las brutales presiones del gobierno, Tsvangirai había superado a Mugabe en esos comicios cuyos resultados demoraron semanas en ser conocidos, lo que dio lugar a manifestaciones de protestas populares contra el gobierno.La barbarie se desató a mediados de junio en Zimbabwe. Algunos casos dantescos llegaron a conocimiento de la prensa extranjera. Fueron al menos 86 los militantes del Movimiento por el Cambio Democrático (MDC), la oposición al presidente Mugabe, que fueron asesinados en esas semanas por las milicias vinculadas al partido del presidente, la Unión nacional africana de Zimbabwe – Frente Patriótico. Entre ellos la mujer de un líder local del MDC, que fue quemada viva por la milicia progubernamental, luego de sufrir la tortura con amputación de manos y pies. Se cuentan por miles los lesionados, y por cientos de miles los habitantes desplazados forzosamente en la campaña para evitar que pudieran concurrir a las urnas el día de la elección.Pero la represión también llegó a las principales figuras de la oposición. El número dos del MDC, Tendai Biti, fue preso el 12 de junio cuando volvía de su exilio de África del Sur, acusado de alta traición. Morgan Tsvangirai, el ex sindicalista de 56 años líder del MDC, fue preso en varias oportunidades en plena campaña electoral; en su último acto de campaña, 2.000 partidarios de Mugabe golpearon a los manifestantes pro- MDC con palos y barras de hierro. Frente a la "orgía de violencia", Tsvangirai entendió que no podía pedir a su partido que participara en un acto electoral que ponía en riesgo la vida misma de los electores. Policía y milicias gubernamentales obligaron a los ciudadanos a concurrir a votar el 27 de junio, de forma de alcanzar cierta participación que, según fuentes oficiales, fue del 42% de los habilitados para votar. Las reacciones internacionales no se hicieron esperar. Javier Solana denunció lo que llamó un "simulacro de democracia"; Bernard Kouchner calificó a Mugabe de "asesino" y, Estados Unidos y el Reino Unido, reafirmaron que el gobierno de Mugabe perdió toda legitimidad. Canadá tomó medidas concretas contra las autoridades de Zimbabwe cuyos aviones además, no podrán sobrevolar o aterrizar en territorio canadiense.El tema de las elecciones en Zimbabwe se trató en la reciente sesión ordinaria de la Asamblea de la Organización de la Unidad Africana, que se reunió en Sharm-el-Sheik (Egipto), pero no se llegó a una condena explícita. La Asamblea recibió a un Mugabe decidido a defenderse de cualquier acusación de fraude y violencia política y que encontró aliados entre sus pares. Pero África del Sur, el actor de peso en África Austral, es el principal sustento de Mugabe. El presidente sudafricano Thabo Mbeki vivió en Zimbabwe parte de su exilio en tiempos del apartheid. Su gobierno ve con buenos ojos una apertura al diálogo entre Mugabe y la oposición y una negociación que permita alcanzar "un gobierno de transición". Empresa a todas luces imposible en el Zimbabwe de hoy. Las presiones internacionales europeas y norteamericanas no alcanzaron para revertir la situación de Zimbabwe. Mugabe, por el contrario, apoyado en actores regionales, se ha reafirmado en su camino de barbarie. La responsabilidad de África del Sur es, en este sentido, patente y grave. Entretanto, la catástrofe a la que ha llevado el gobierno de Mugabe se agrava. La inflación no para, la desocupación llega al 80% de la población, la desintegración económica y social se profundiza: en la actualidad, se precisan más de 6 mil millones de dólares zimbabwenses para obtener un dólar de Estados Unidos… El futuro de Zimbabwe es angustiante; las responsabilidades de la barbarie desatada compartidas, entre el sanguinario Mugabe y sus apoyos internacionales.
