The paper analyzes the effects of individual and household characteristics on current poverty status, while controlling for initial conditions, past poverty status and unobserved heterogeneity in 14 European Countries for the period 1994-2000, using the European Community Household Panel. The distinction between true state dependence and individual heterogeneity has very important policy implications, since if the former is the main cause of poverty it is of paramount importance to break the vicious circle of poverty using income-supporting social policies, whereas if it is the latter anti-poverty policies should focus primarily on education, training, development of personal skills and other labour market oriented policies. The empirical results are similar in qualitative but rather different in quantitative terms across EU countries. State dependence remains significant in all specifications, even after controlling for unobserved heterogeneity or when removing possible endogeneity bias.

The restructuring of biodiversity governance in Europe during the last two decades has been, inter alia, based on the argument that effective conservation hinges on consensual decision-making involving all relevant stakeholders. This has given rise to various network-based forms of governance and participatory arrangements in protected areas reinforcing the involvement of business and non-state actors, particularly through the creation of profitable public–private partnerships. Even though this shift has been framed as promoting stakeholder and public participation, in practice it has often hampered democratic decision-making and community empowerment. In this paper, we investigate the restructuring of biodiversity governance through the establishment of participatory arrangements in the governance of the natural park of Sant Llorenç del Munt i l'Obac, a place whose history has been linked with the emergence of one of the first environmental movements in Catalonia (Spain). We pay particular attention to the role of participatory arrangements in transforming power relationships and in promoting a neoliberal mode of biodiversity governance. We find that governance restructuring under the rhetoric of promoting stakeholder participation has in practice led to the exclusion of key social actors from the management of the natural park and favoured the inclusion of actors with mainly economic motivations further embedding a neoliberal agenda in the governance of the park and ultimately disempowering local community.

The aim of this research was to update the political, legal and social conditions for the organisation of general social security litigation. It was a question of showing how and why, when the French social security plan was put in place, the social security dispute was placed within the judicial system even though it could have been placed within the administrative system. The lack of access to a significant part of the sources initially envisaged has forced us to limit our ambitions: the administrative records still remain undiscovered. However, the work carried out shows how the original position of the social security organisation, made up of private-law bodies managing a public service, has led to the setting up of an original litigation organisation. Situated in principle in the judicial organisation (specific to private law), but relying on elements of administrative judicial organisation (specific to public law), its originality made it even questionable for some purposes and led to consideration being given to a third route, the creation of a social judicial order, neither judicial nor administrative. The work carried out also shows how the place thus assigned to social security disputes has subsequently evolved, significantly strengthening its judicial character, to the point of largely removing the specific features of a dispute which must control the operation of a public service. It also shows, in trouble, how the inclusion of this litigation in the judicial system led to privatist lawyers becoming specialists in social security, thus strengthening the anchoring of social security in private law. This report is presented in three parts. The first looks at the issues of sources and in particular the difficulties in accessing the administrative archives. The second attempts to produce an analysis of the choices made in 1945-1946, on the basis of the political, legal and social conditions which led to the establishment of the organisation of general social security litigation. 224 231 286 ; S ; This work studies the electrochemical and photoelectrochemical properties of a new type of TiO2 nanostructure (nanosponge) obtained by means of anodization in a glycerol/water/NH4F electrolyte under controlled hydrodynamic conditions. For this purpose different techniques such as Scanning Electronic Microscopy (SEM), Raman Spectroscopy, Electrochemical Impedance Spectroscopy (EIS) measurements, Mott–Schottky (M−S) analysis and photoelectrochemical water splitting tests under standard AM 1.5 conditions are carried out. The obtained results show that electron–hole separation is facilitated in the TiO2 nanosponge if compared with highly ordered TiO2 nanotube arrays. As a result, nanosponges enhance the photoelectrochemical activity for water splitting. The article reviews the current state of studying the problem of interpersonal conflict as a factor in adaptation, characterized by consideration of the relationship of these categories on two levels: intrapersonal conflict is studied as a driving force, a source of self-in the process of adaptation and as a leading indicator of complications adaptation. It is determined that the impact of interpersonal conflict in the course of adaptation depends on self-identity in a complex interaction of external (socially determined) and internal (individual personality) factors. It is indicated that psychological content intrapersonal conflict experiences have a high degree of individual differentiation and thus determine the uniqueness of perception and interpretation of a specific person. An indicator of the transition from one level to another intrapersonal difficulties acts vulnerability to conflict self-relations context of inner experience. The nature of the adaptation of the student is determined by the internal model and solve interpersonal experiences complications, which are formed in the mind and form the basis of individual experience.

This report relates to research done in the Keiskammahoek district of the Ciskei (see Map No. l) during 1989 and early 1990, with the financial support of the Programme for Development Research (PRODDER) of the Human Sciences Research Council (HSRC) of South Africa.
