The American federal system has always been characterized by the co-operative interrelationship of federal, state, and local governments which serve the same people, generally share the same goals, and are faced with the same demands. Co-operative federalism as we know it is not de centralization but noncentralization, predicated on broad na tional legislative and fiscal powers joined with a traditional penchant for maintaining maximum local control over govern mental activities. The pattern of intergovernmental relations in the twentieth century has remained within the co-operative tradition established earlier, modified only as necessary in light of the great expansion of government activity in American so ciety since 1913. Because of the present pervasiveness of government in the United States, this means that every level of government is involved in virtually every governmental ac tivity. Intergovernmental relations may involve informal co operation, contracts for simple sharing, interchange of person nel, interdependent activities, grants-in-aid, tax offsets, and shared revenues. The precise character of the co-operative relationship is tailored to fit each program through the politi cal process in which representatives of the federal, state, and local governments and concerned private interests all partici pate. Intergovernmental relations in the twentieth century have evolved through four periods and into a fifth, each of which has contributed something important to the present pat tern of American federalism. Noncentralized government has been maintained in the face of many centralizing pressures only because its mechanisms have been sufficiently flexible to respond to the changing interests of the American people.

This thesis focuses on some critical issues of the access to international financial markets in developing and emerging market economies. The first part provides a general overview of the macroeconomic consequences of one of the most market-friendly monetary policy regime—inflation targeting—using a meta-regression analysis framework. The second part analyses government bond market risk and stability. The last part investigates the disciplining effects of government bond market participation—bond vigilantes. In Chapter 1, the results indicate that the literature of the macroeconomic effects of inflation targeting adoption is subject to publication bias. After purging the publication bias, the true effect of inflation targeting appears to be statistically and economically meaningful both on the level of inflation and the volatility of economic growth, but not statistically significant on inflation volatility or real GDP growth. Third, differences in the impact of inflation targeting found in primary studies can be explained by differences in studies characteristics including the sample characteristics, the empirical identification strategies, the choice of the control variables, inflation targeting implementation parameters, as well as the study period and some parameters related to the publication process. Chapter 2 shows that the adoption of inflation targeting regime reduces sovereign debt risk in emerging countries. However, this relative advantage of inflation targeting—compared to money or exchange rate targeting—varies systematically depending on the business cycle, the fiscal policy stance, the level of development, and the duration of countries' experience with inflation targeting. Chapter 3 shows that remittances inflows significantly reduce bond spreads, whereas development aid does not. It also highlights that the effect of remittances on spreads arises in a regimes of lower developed financial system, higher degree of trade openness, lower fiscal space, and exclusively in non-remittances dependent regimes. Chapter 4 indicates that countries with credit default swaps contracts on their debts have a higher probability of experiencing a debt crisis, compared to countries without credit default swaps contracts. It also finds that the impact of credit default swaps initiation is sensitive to several structural characteristics including the level of economic development, the country creditworthiness at the timing of credit default swaps introduction, the public sector transparency, the central bank independence; and to the duration of countries' experiences with credit default swaps transactions. Chapter 5 shows that bond markets participation encourages government in developing countries to increase their domestic tax revenue mobilization. Finally, it finds that bond markets participation improves the mobilization of internal taxes, compared to tax on international trade, and reduces their instability. Chapter 6 shows that the presence of domestic bond markets significantly reduces financial dollarization in domestic bond markets countries. This effect is larger for inflation targeting countries compared to non-inflation targeting countries, is apparent exclusively in a non-pegged exchange rate regime, and is larger when there is a fiscal rule that constrains the conduct of fiscal policy. Finally, it finds that the induced drop in inflation rate and its variability, nominal exchange rate variability, and seigniorage revenue are potential transmission mechanisms through which the presence of domestic bond markets reduces financial dollarization in domestic bond markets countries. ; Cette thèse s'intéresse aux questions d'accès aux marchés financiers dans les économies émergentes et en développement. La première partie donne un aperçu général des conséquences macroéconomiques de l'un des régimes de politique monétaire le plus favorable au marché - le ciblage d'inflation - en utilisant le cadre d'analyse de la méta-analyse. La deuxième partie analyse le risque et la stabilité des marchés obligataires des États. La troisième et dernière partie examine les effets disciplinaires résultant de la participation aux marchés obligataires souverains. Plusieurs résultats émergent. Au chapitre 1, les résultats indiquent que la littérature sur les effets macroéconomiques du ciblage d'inflation est sujette à des biais de publication. Après avoir purgé ces biais, le véritable effet du ciblage d'inflation reste statistiquement et économiquement significatif à la fois sur le niveau de l'inflation et la volatilité de la croissance économique, mais ne l'est pas sur la volatilité de l'inflation ou le taux de croissance économique réel. Aussi, les caractéristiques des études déterminent l'hétérogénéité des résultats de l'impact du ciblage d'inflation dans les études primaires. Le chapitre 2 montre que l'adoption d'un régime de ciblage d'inflation réduit le risque souverain dans les pays émergents. Cependant, cet effet varie systématiquement en fonction du cycle économique, de la politique budgétaire suivie, du niveau de développement et de la durée dans le ciblage. Le chapitre 3 montre que les envois de fonds des migrants, contrairement aux flux d'aide au développement, permettent de réduire le risque souverain. Cette réduction est plus marquée dans un pays avec un système financier moins développé, un degré d'ouverture commerciale élevé, un espace budgétaire faible et sans effet dans les pays dépendants des envois de fonds. Le chapitre 4 montre que les pays ayant des contrats d'échange sur risque de crédit sur leurs dettes sont plus sujets à des crises de dette. Il constate également que cet effet reste sensible aux caractéristiques structurelles des pays. Le chapitre 5 montre que la participation aux marchés obligataires de long terme (domestiques et internationaux) encourage les gouvernements des pays en développement à accroître leurs recettes fiscales intérieures. Il révèle également que l'effet favorable dépend du niveau des recettes de seigneuriage, d'endettement, du régime de change, du niveau de développement économique, du degré d'ouverture financière, et du développement financier. Le chapitre 6 montre que la présence de marchés obligataires domestiques, de long terme et liquides réduit considérablement le degré de dollarisation financière dans les pays en développement. Cet effet est plus important dans les pays avec un régime monétaire de ciblage d'inflation ou de change flottant, et à règles budgétaires. Enfin, il constate que la présence de marchés obligataires domestiques réduit la dollarisation financière à travers la baisse du niveau et de la variabilité de l'inflation, de la variabilité du taux de change nominal, et des revenus de seigneuriage.

After two years of fragile recovery from the global recession, as a group the six South East European countries (SEE6) Albania, Bosnia and Herzegovina (BIH), Kosovo, FYR Macedonia, Montenegro, and Serbia are experiencing a double-dip recession in 2012. Deteriorating external conditions, the impact of the severe winter on economic activity, and a continuing rise in unemployment early in the year took a toll on consumption, investments, and exports. In this fragile environment, Serbia, Albania, and Montenegro in particular will need to persevere in reducing fiscal deficits and bringing down debt, even as they must continue to improve the investment climate and reform labor markets and the public sector. In all SEE6 countries, public sector arrears pose special challenges to fiscal management and the private sector, and there are unfinished, structural reforms agendas. After two years of deep crisis, a sluggish recovery, rising unemployment and poverty, and a continuing recession even with the best efforts on fiscal consolidation and structural reforms, which must continue there is a danger that SEE6 countries are caught in a vicious circle that reinforces the cycle of long-term austerity, low if not negative growth, high debt, and even higher risks of social upheaval. To prevent this outcome, this report argues, SEE6 governments need to redouble their efforts to accelerate fiscal and structural reforms. These countries have largely exhausted their fiscal space and reduced public investment (except Kosovo, an outlier) to a fraction of what is needed to maintain public capital stock in critical infrastructure. Private investment is suppressed by the lack of productive, complementary public investments, slow credit recovery, and depressed domestic demand. External demand is minimal, and exports are not only too few, they are prevented from becoming an immediate, new engine of growth by infrastructure, finance, and other deficiencies. If such accelerated reforms materialize, external support well-coordinated and targeting the region as a whole, not just individual countries from the European Union (EU) and global international financial institutions (IFIs) could help ease the transition to a more sustained growth in medium term. In November 2012, the European Investment Bank, the European Bank for Reconstruction and Development, and the World Bank announced 30 billion in financing for Central and South East European countries over the next two years. In SEE6 countries, this timely initiative would likely be delivered via the Western Balkans Investment Framework (WBIF) and other IFI resources. Investment Promotion Agency (IPA) resources will also be important, especially in supporting institutional reform and rural development. By focusing on major infrastructure of regional significance (rail, highways, energy, and gas) and on jobs and small and medium enterprises, the efficiency of investments, growth, and employment could be substantially heightened. However, additional financing for growth and jobs could prove effective only if accompanied by intensified fiscal and structural reforms, especially in the areas of investment climate, labor markets, and governance.

This study is associated with the implementation of the government goods and services procurement policy at the General Hospital of Sanggau Regency, West Kalimantan Province. In this case, the procurement refers to the procurement causing legal problems namely the procurement of surgical medical devices in fiscal year 2014. The theoretical structure of the research consists of the grand theory (government science), middle range theory (public policy theory), and applied theory (the implementation theory of Van Meter and Van Horn Public Policies). This study was employed qualitative research approach. In addition, the secondary data collection was carried out by using library research. Meanwhile, the primary data collection was conducted by applying interview techniques and observation that involved 10 research informants determined by purposive sampling technique. The results of this study were analyzed by the researcher by entailing six variables of Van Meter and Van Horn. The results of this study indicated that there was an alleged criminalization by Government Internal Supervisory Apparatus (GISA) through the results of an audit on the procurement of surgical medical devices at the General Hospital of Sanggau regency in fiscal year 2014. Basically, the reason why the GISA stipulated the State losses is due to the emergence of an indication of a conspiracy among auction participants referring to the explanation of article 83, paragraph (1) the letter e on Presidential Regulation No. 70 Year 2012, without involving Procurement Service Unit (PSU) and/or the working groups of PSU, including the existence of contract value differences with the real value of provider purchases and VAT. The cause of the criminalization of the GISA audit results raising legal problems is presumably resulted from the fact that the audit carried out by GISA was not based on the GISA audit standards. Moreover it was not objective and unprofessional. The results demonstrated that the state losses determined by GISA were grounded on 1) the misinterpretation on the conspiracy indications in the explanation of article 83 paragraph (1), the letter e, Presidential Regulation No. 70 Year 2012 carried out by GISA; 2) incorrect assumptions which are not in accordance with the facts conveyed by GISA in the treatise of the audit results used as the basis for determining state losses; 3) GISA does not understand the mechanism and system for implementing procurement stipulated by the Government in which it should be carried out electronically/(e-procurement); 4) State Loss Calculation Method performed by GISA by finding out the difference between the value of the contract and the real value of the purchase of the provider based on the incorrect interpretation regarding the indications of conspiracy in the explanation of the article 83 paragraph (1) the letter e, Presidential Regulation No. 70 Year 2012. As a result, the State losses that GISA's stipulated become baseless; 5) The existence of the alleged GISA audit is carried out based on emotions, subjectivity, motives and certain interests. The researcher proposes several suggestions and the "SO&R by hari" model that can be analyzed by using 1 dimension/variable (variable policy standard, objective & resources) on new concepts obtained by the researcher regarding the Implementation of Government Goods and Services Procurement Policy, which is a simplification and refinement of the Van Meter and Van Horn theories on Public Policy Implementation, and a new framework which is specific and focused on the research related to government goods and services procurement.

En Colombia, con el propósito de generar escenarios de transparencia en el ejercicio contractual, y sobro todo en lo que tiene que ver con la selección del ejecutor, se estableció la ley 80 de 1993, donde el Régimen de Contratación Estatal se configuró como un instrumento que garantiza que dicho ejercicio se realice dentro de los principios establecidos en la Constitución Política en el artículo 209, dentro de los que se identifican igualdad, moralidad imparcialidad, eficacia, economía, claridad, publicidad y responsabilidad. Asimismo, con la expedición de la ley 1150 de 2007, se buscó incorporar elementos que garanticen la transparencia y la eficiencia en la contratación pública, afirmando que la modalidad directa de contratación supone la configuración de escenarios de corrupción en la celebración de contratos con recursos públicos y por lo tanto direcciona el ejercicio contractual a procesos de contratación competitivos y oficiales, a partir de modalidades de selección que se ajustan a las necesidades de las entidades que se quieren cumplir con la celebración de los contratos. Por otra parte, con la ley 1474 de 2011, se incorporaron mecanismos de sanción de tipo administrativo, disciplinario, penal y fiscal, que permiten de forma regulada la lucha contra la corrupción. El Decreto 1510 de 2013, estandarizó los procesos, procedimientos, necesidades y precios para todas las entidades que con conforman el Estado, en aras de combatir del flagelo de la corrupción. La Constitución Política de Colombia, garantizando el interés público o social, determinó que los monopolios sólo se pueden configurar para atender dicho interés, por esto en su artículo 336 estableció que los monopolios sólo podrían establecerse como arbitrios rentísticos y es allí donde 100 consideró que los juegos de suerte y azar, son por si mismos un monopolio rentístico, en donde los ingresos generados se destinan para el financiamiento del sector salud en el país. ; In Colombia, with the purpose of generating scenarios of transparency in the contractual exercise, and especially in what has to do with the selection of the executor, Law 80 of 1993 was established, where the State Contracting Regime was configured as an instrument that guarantees that said exercise is carried out within the principles established in the Political Constitution in article 209, within which are identified equality, morality, impartiality, efficiency, economy, clarity, publicity and responsibility. Also, with the issuance of Law 1150 of 2007, it was sought to incorporate elements that guarantee transparency and efficiency in public procurement, stating that the direct modality of hiring involves the configuration of corruption scenarios in the conclusion of contracts with public resources and therefore directs the contractual exercise to competitive and official contracting processes, based on selection modalities that are adjusted to the needs of the entities that wish to comply with the execution of the contracts. On the other hand, with Law 1474 of 2011, sanction mechanisms of administrative, disciplinary, criminal and fiscal type were incorporated, which allow the fight against corruption to be regulated. Decree 1510 of 2013, standardized the processes, procedures, needs and prices for all entities that make up the State, in order to combat the scourge of corruption. The Political Constitution of Colombia, guaranteeing the public or social interest, determined that monopolies can only be set up to meet this interest, for this reason in its article 336 established that monopolies could only be established as rentistic arbitraries and it is there where 100 considered that games of luck and chance, are by themselves a rent-seeking monopoly, where the income generated is used to finance the health sector in the country.

Iraq, once again, is facing a combination of acute shocks which the country is ill-prepared tomanage. The collapse in oil prices has considerably reduced budgetary revenues and reversed the fiscal surpluses accumulated since 2018. COVID-19, and the lockdown measures needed to contain the pandemic have dealt a severe blow to economic activities especially the services sectors like transport, trade, banking and religious tourism, which constitute around half of the non-oil economy. The growing discontent over poor service delivery, rising corruption, and lack of jobs persists and is coupled with political impasse over the formation of a new government. Iraq's pre-existing conditions going into this crisis limit its ability to manage and mitigate the socio-economic impact. A large dependency on oil revenues coupled with built-up budget rigiditieslimit Iraq's fiscal space to respond to the COVID-19 outbreak and offer a stimulus package to re-start the economy. An undiversified economy, highly dependent on oil outcomes, as well as large presence of the state in economic and commercial activities, make it hard to create the needed private sector jobs for a predominantly young population. Furthermore, rampant corruption and weak governance and service delivery fueled large scale protests across the country calling for better public service delivery and jobs. As a result, all signs indicate that this multifaceted crisis will have a protracted impact. The outlook for Iraq, which was already negative prior to the COVID-19 shock, has markedly worsened since. Near-term economic growth will be subdued by low oil prices, a new OPEC agreement that has reduced oil production quotas, and unfavorable global and domestic conditions including disruptions from COVID-19 spread. As a result, the economy is projected to contract by 9.7 percent in 2020, down from a real GDP growth of 4.4 percent in 2019, with both oil and non-oil sectors contracting by 13 and 4.4 percent respectively. This special focus on digital economy (DE) highlights the importance of digital transformation for Iraq and the urgency behind it. Iraq's economic condition was gradually improving following the deep economic strains of the last three years. However, the recent protests and unrest highlight the continued fragility of the country and the high priority of improving economic opportunities, particularly for youth. Leveraging the DE will help Iraq address some of its citizens' concerns as well as accelerate the achievement of its development objectives.

AbstractEnergy systems in Germany and in all western OECD countries are currently undergoing transformations that have profound implications for their urban and regional governance, as well as for regional development in general. New technologies, regulatory regimes, management styles, marketing strategies and environmental priorities have emerged, dramatically reconfiguring patterns of governance within cities and regions. This is particularly obvious in the city region of Berlin, where utility restructuring coincides with a dramatic fiscal crisis in the city. The privatization of the energy utilities and of many public services, the opening of the regional energy markets, public and private climate protection initiatives and the emergence of new market participants are radically changing the conditions of regional governance and energy planning. However, although substantial recasting of policy issues and traditional forms of governance in the energy sector is underway in Berlin, energy management is confronted with severe institutional problems of interpolicy coordination and regional cooperation, entrepreneurial governance and contract management. Thus, this article argues in favour of new policy approaches and institutional reforms to shape the development of energy networks according to local and regional sustainability needs.RésuméEn Allemagne et dans tous les pays occidentaux de l'OCDE, les systèmes énergétiques connaissent des transformations qui affectent profondément la gouvernance urbaine et régionale, de même que l'évolution des régions en général. Nouvelles technologies, mécanismes régulateurs, styles de gestion, stratégies de marketing et priorités environnementales ont vu le jour, reconfigurant considérablement les modèles de gouvernance des villes et régions. Cette transformation est évidente dans la région métropolitaine de Berlin où la restructuration des services à la population coïncide avec une énorme crise fiscale de la municipalité. La privatisation de la distribution d'énergie et de nombreux services publics, l'ouverture des marchés régionaux de l'énergie, les initiatives publiques et privées de préservation du climat, ainsi que l'apparition de nouveaux acteurs sur les marchés ont affecté radicalement les conditions de la gouvernance régionale et la planification énergétique. Toutefois, malgré une large refonte des enjeux politiques et des formes traditionnelles de gouvernance dans le secteur énergétique, la gestion de l'énergie à Berlin est confrontée à de graves problèmes institutionnels de coordination entre politiques et de coopération régionale, de gouvernance de type entrepreneurial et d'administration des marchés. C'est pourquoi cet article préconise à la fois de nouvelles approches de politique publique et des réformes institutionnelles pour configurer l'aménagement des réseaux énergétiques en fonction des besoins en durabilité locaux et régionaux.

Growth in the six South East European countries (SEE6) rebounded to 2.1 percent in 2015, as investment revived. The SEE6 region is not only growing but also rebalancing to more durable sources of growth. While higher growth in 2015 brought new jobs in the private sector, and helped poverty reduction to resume, unemployment is still entrenched. In 2015, fiscal deficits continued to narrow in all SEE6 countries except Montenegro. With inflation at historic lows, accommodative monetary policy supported growth, and credit to the economy slowly began to grow. The near-term baseline outlook for the region is positive. Fiscal and current account deficits must decline further to support growth. Sustaining the nascent rebalancing requires unlocking the growth potential of the SEE6 economics by reversing productivity dynamics that have been deteriorating since 2008. The agenda for reducing the structural rigidities that impede growth is broad based and centered on five pillars: eliminate disincentives and barriers to formal; employment; improve the business climate and governance; reduce the size of government while improving quality of service delivery; deepen trade and financial integration; and ensure that natural resource use is sustainable.

The drive towards environmentally friendly buildings and infrastructure has led to a growing interest in providing design solutions underpinned by the core principles of sustainability to balance economic, social and environmental factors. Design Economics for the Built Environment: Impact of sustainability on project evaluation presents new directions, reflecting the need to recognise the impact of climate change and the importance of sustainability in project evaluation. The aim is to provide a new approach to understanding design economics in the context of the changing policy environment, legislative and regulatory framework, and increasing economic, environmental and social pressure as result of the sustainability agenda. The book follows a structured approach from theories and principles in the earlier chapters, to the practical applications and emerging techniques focusing on value and social, economic and environmental considerations in making design decisions. It starts with the policy context, building on various theories and principles such as, capital cost, value of design and resource-based theories, the new rules of measurement (NRM) to explore cost planning, the relationship between height and costs, key socio-economic and environmental variables for design appraisal, eco-cost/value ratio (EVR), whole life theory and the treatment of carbon emission as external costs, productivity and efficiency, fiscal drivers and legal framework for carbon reduction, procurement and allocation of risks in contracts. Public goods and their benefits are necessarily related to their nature. From an economic point of view, citizens are always looking for more and more public goods, judging that they should always finance them even less. Especially in a democracy, it is sufficient to remember that people who don't vote still benefit from the government's agenda. Mainly in developing countries and especially in ex-communist ones, the public does not have enough literacy and interest to understand the issues of public finance, political economy, the fiscal system, legal and political systems, social paradigms, and economics. So, it generally attributes the provision of public goods necessarily to the central and local governments without understanding or knowing any of the elements of the public goods ecosystem. So it seems that everything that the local government provides must be of high quality and be free, which proves evidence and traces of one of the main problems of public goods, which is the free-rider problem. From the research point of view, regardless of the moderation made by the civil society for the awareness of the social contract as well as the transparency of the economic activity of the municipalities, the citizens' awareness about the nature and problems of the provision of public goods still remains a concern. Therefore, the purpose of this article is to address the free-rider problem as an issue that must be recognized and considered so that optimal local legal regulations can be formulated, especially in small communities like Vlora municipality, where the free-rider problem is on a smaller scale compared to larger municipalities in the world.

The Agenda 2030 and its Sustainable Development Goals (SDGs) have directed increased political attention to forests and their sustainable management globally. Forest concessions are a predominant instrument for the sustainable management of public production natural forests in the tropics, but the relationship between the SDGs and forest concessions is poorly explored. Knowledge of this relationship could facilitate aligning tropical forest concession regimes with the SDGs. This research was conducted by means of an online survey, expert interviews and four regional stakeholder workshops to examine (i) how forest concessions can support the implementation of the SDGs ; and (ii) what are the key barriers hindering the potential contributions of forest concessions to the SDG. The findings revealed three broad pathways through which forest concessions can support the implementation of the SDGs: (i) sustainable use and management of ecosystem goods and services as the core business ; (ii) provision of public goods for socioeconomic development ; and (iii) contribution to (sub) national economies through income, employment and fiscal obligations. The paper identifies region-specific (Africa, Latin America and Southeast Asia) technical, legal, governance and institutional barriers limiting the potential contributions. Among these, the key barriers are unclear and conflicting tenure, and the lack of available technical and qualified personnel. The paper concludes that the contributions of forest concessions to the SDGs depend on governance context and the clear use of the instrument to deliver such objectives as better planned and implemented concessions and binding concession contracts. The paper also provides recommendations for aligning forest concessions with the SDGs.

Organization of sports policy priorities and responsibilities are very different in all Member States, with implications on the flow of financial resources to the lowest level, public financing and sport sponsorship. Sports sponsors return on investment generates benefits for the economy as a result of increased activity on sports events, infrastructure development as well as for employment, quality of life or state and city image formation, creating soft power prospects, generating state competitiveness, more revenue from sports tourism, leisure and other sales sectors. All interested parties are funding sport directly and indirectly. For example, companies pay corporate taxes, which generate income to government, which can invest in the sport. However, the government can also define a fiscal framework that is conducive to private companies investing in the sport, such as tax relief. The goal of the article is to reveal the problems of sports funding system on the theoretical basis for sport sponsorship integration. Results indicate, that sports sector in the EU countries limited by the legal framework and the tax burden when the tax ratio is the demand and supply elasticities regulator. On the other hand, a decrease in costs for sporting events or activities of the organization to obtain more funding for sport, modeling macroeconomic legal and tax environment, can provide more opportunities for return on investment for sponsors within the larger media publicity contracts, licensing business expansion, thus generating more sales for sponsors, ensuring higher tax collection in the budget, the growing GDP and social capital development.
