The interest towards university rankings has increased tremendously recently which has led to establishment of several international and national university rankings depending on reputable surveys or accessible databases available to facilitate the determination of the ranking of universities. The aim of this research is to compare and analyze the performance criteria of National University ranking (NUR) of Kurdistan Region (NUR-KRG) with the other selected national university rankings in which the ranking system is managed or authorized by their respective government. The methodology taken for the research is qualitative by reviewing and using comparative analysis method. The results indicate that there are potential differences and similarities among the criteria adopted by national ranking of Kurdistan region and selected national university rankings, limitations of the ranking are discussed and recommendations are given.

The numbers of malnutrition cases in developing country are quite high. If the problem of malnutrition is not resolved, it can disrupt the country's economic development. This study identifies malnutrition status of toddlers based on the context data from community health center (PUSKESMAS) in Jogjakarta, Indonesia. Currently, the patients' data cannot directly map into appropriate groups of toddlers' malnutrition status. Therefore, data mining concept with k-means clustering is used to map the data into several malnutrition status categories. The current study seeks to propose and validate M-government adoption model to fully understand the varied variables affecting the adoption behavior. This model is based on Technology Acceptance Model (TAM) and DeLone and McLean Information Systems Success Model. The researchers will depend on a descriptive survey approach using structured questionnaires to investigate the extent of M-government acceptance by Saudi users. At the London 2012 Paralympic Games a controversy arose regarding Paralympic sponsor 'Atos', the French IT company contracted at £400m, to implement the United Kingdom (UK) Government's 'Work Capability Assessment'. Atos were accused of falling short of professional codes of conduct, including declaring fit for work persons who subsequently died following removal of their benefits. The disability rights group 'Disabled People Against Cuts' held UK wide protests at Atos offices in Cardiff, Glasgow, Belfast and London. I argue that rather than responding positively to the protests, the International Paralympic Committee (IPC) is causing damage to the Disabled People's Movement (DPM). To build the argument within a theological context the Biblical story of Cain's slaying of his brother Abel is applied to help understand the relationship between the IPC and the DPM respectively.

This Introduction provides the conceptual and theoretical context for a Special Section on political scandals in the International Journal of Communication. Mediated political scandals are a worldwide phenomenon and are not limited to liberal democracies only. A main aim of this Special Section, drawing on articles and studies about scandals in the U.S., China, and Europe, is to discuss the mediation of scandals in countries with different political institutions and media systems. We point to the contradictory status of journalism as an important "watchdog" institution for democracy, holding leaders to account, and a "scandal machine" that often ignores serious political misdeeds and inflates the importance of trivial norm violations. Another aim of this Special Section, discussed in the Introduction, is to shed some light on the effects of political scandals on both the individual and institutional levels.

International audience ; The Human Microbiome, as well as the exploration of the microorganisms inhabiting the human body, are not only integral to the field of microbiology but represent an intrinsic part of all human beings. Consequently, along with scientists, artists have been inspired by the microbiome: transforming it in to tangible artefacts in order to critically question, reflect on and break down the barrier between humans and their microcohabitants. By artistic means, artists help us to understand how microbial research topics are inevitably affected by societal influences, including (health) politics, economics and the arts. Fifty Percent Human is a multidisciplinary artistic research project that aims to reshape our understanding of the human body and its environment as well as to explore possibilities for conscious coexistence in order to bridge the gap between science and society.

Sub-Saharan Africa has recently undergone, or still do in many countries, a period of transport infrastructure expansion. Current policies are centred on the development of international links, which require large capital-intensive projects and are sometimes economically dubious. This paper reviews the past policies and transport functions since colonial times by placing them in their economic and political context. We find that present strategies have similarities to the ones prevailing in previous periods, where expansion phases dominated by transport-led economic growth theories were followed by a stagnation of Africa's infrastructure development. In view of the challenges in translating findings from empirical research into right policies, we identify the potential of more balanced and sustainable strategic investments, notably by reinforcing the existing secondary transport networks converging into urban centres. ; Peer Reviewed ; Postprint (published version)

The purpose of the article is to highlight the scope of the overlap between existing commitments in the area of Disaster Risk Reduction (DRR) and legal obligations prevailing under International Human Rights Law. It initially describes the emergence of DRR as a discrete area of disaster management and brings to the fore some of the commitments that States have undertaken by negotiating and adhering to the DRR framework. These commitments are then compared to the practice and case law of universal and regional human rights treaty monitoring bodies that have addressed alleged violations of human rights connected to natural or human-made disasters.The concluding paragraph briefly reviews the similarities between the political obligations contained in the most recent DRR instruments and the legal obligations imposed on States by the human rights instruments they have signed and ratified.

International audience ; Nous présentons dans cet article une recherche de terrain de trois années, pluridisciplinaire, débutée à l'automne 2016, intitulée ASMA (arts de la scène et musique à l'âge de l'anthropocène) et qui vise à développer une approche écologique de la musique et des arts de la scène.Dans une première partie, nous discutons les concepts théoriques qui sous-tendent notre étude. Nous commençons par nous référer à la notion d'anthropocène et évoquons les conséquences politiques et théoriques de l'avènement de l'anthropocène.Dans une seconde partie, nous présentons successivement certains des terrains retenus pour ce projet débuté en 2016. Nous évoquons successivement les impacts conceptuels ou méthodologiques des terrains en cours pour les disciplines considérées et mettons en avant les résultats attendus par ces démarches ainsi que les perspectives ouvertes selon nous par ces travaux en cours

Робоча програма навчальної дисципліни «Муніципальне право» включає загальні положення теорії і практики здійснення муніципальної влади як безпосередньо територіальноюгромадою, так і через органи місцевого самоврядування. Особлива увага приділяється міжнародним стандартам місцевого самоврядування. Municipal law as a discipline is based on the constitutional law science (insofar as it relates to the implementation of local self-government authority) and municipal law. The work program of the discipline "Municipal Law" includes the general provisions of the theory and practice of the municipal government implementation, both directly by a territorial community and through the bodies of local self-government. Particular attention is paid to international standards of local self-government.

This paper seeks to analyze the role of Tempo as a media and transnational movement actor in investigating the Panama Papers case, which involves high-ranking state officials in Indonesia. In this discussion will use media framing analysis, divided into two major dimensions of problem selection and emphasis on certain aspects of reality. Because Tempo is a transnational movement actor having an influence on domestic policy in Indonesia, there needs to be a study that uses the Boomerang Pattern method so that it can show the influence of its investigative efforts in finding news not only done alone, but also get help from other international media that has an important role such as in obtaining data access, information dissemination and media publications. Investigation of this news also shows that the media can have a real effect on government policy in a country.Keywords: Tempo, Media, Panama Papers, Transnational Movement.

International audience ; Cette contribution présente une recherche collaborative centrée sur l'analyse de l'activité des professionnels du Handicap Rare. La question de la pérennisation et du développement des pratiques d'accompagnement des personnes en situation de Handicap Rare se posent aujourd'hui pour les professionnels des Centres nationaux de ressources et des institutions médico-sociales au regard des évolutions politiques et organisationnelles du champ. La contribution vise à décrire les modalités de collaboration de la recherche mises en œuvre avec les professionnels pour formaliser leurs savoirs d'expérience à travers une démarche d'analyse de l'activité combinant différentes méthodes. Nous présentons aussi les résultats de recherche et une illustration de ceux-ci en mettant en évidence les principales fonctions qui délimitent quelques caractéristiques de l'activité des professionnels du Handicap rare relatives aux situations d'interactivités avec les usagers et les perspectives de formation que la recherche ouvre.

On August 31 2018, a Joint Working Group consisting of representatives of the European Central Bank, the European Commission and the European Supervisory Agencies published a document entitled 'Reflection paper on possible elements of a Roadmap for seamless cooperation between Anti Money Laundering and Prudential Supervisors in the European Union'. The reflection paper straightforwardly calls for additional resources to be made available to the European Banking Authority to counter money laundering. Suggestions for better cooperation and information sharing among anti-money laundering and prudential supervisors, however, risk being ineffective, as long as the underlying incentives to engage in international regulatory competition towards low enforcement of anti-money laundering standards are not addressed. To eliminate the potential for regulatory competition, anti-money laundering supervision needs to be raised to a European level.

Over the last few decades, transnational elite formation progressed hand in hand with a deterioration in national business elites. Most studies regard this process as progressive and linear. However, we argue that transnational elite formation is subject to a variety of opposing forces, and the assumed progression is not a given fact. As an intriguing case, we analyse the financial business elite with a focus on the financial crisis of 2008. This international event had substantial ramifications, including a possible external shock to transnational elite formation. To study the consequences of the crisis, we collected the board composition data of the 48 largest transnational financial companies for the period 2006-11. Changes in board composition show opposing effects. For example, transnationality increased during the crisis, but reversals appeared when national governments intervened.
