This paper considers the challenge to global social policy posed by global climate change. It sets side by side global social policies and global climate change policies, and surveys the governance of each. The first part summarises global social policy in recent years, distinguishing (1) the policies and practices pursued in the global arena, and (2) the structures of global governance and the role of significant global actors. The second part repeats this at a greater length for global climate change. The third part then considers the relationship between these two sets of policies/practices and governance structures, in particular the potential conflicts between the pursuit of social justice and environmental sustainability. It identifies two possible responses – compensation and co-benefits – and maps these onto current global actors, before concluding with a radical vision of eco-social policy.

Few social workers specialize in addictions practice. That number may grow in the years ahead due to demographic changes in the population, an expanding definition of addiction, and other factors. Social workers in all areas of practice see clients with addictions and their family members, but there is a large gap in the numbers who need treatment and receive it. The social work workforce of the future must be better equipped to develop and identify prevention and treatment services that are both appealing to clients and effective. These services may need to be offered in other setting where clients are seen. There is also much work to be done in the years ahead in the political environment to make treatment available and to see that individuals with addictions are treated fairly. Substantial research is being conducted on genetics and the brain chemistry of addiction. Psychosocial factors are also believed to play a substantial role in the development of addictions, thus ensuring social workers place in the addictions field in the years ahead.

In the context of a seminar seeking to canvass public administration responses to the topic 'A Generation Unemployed' the paper canvasses the extent of hidden unemployment and where the burdens of unemployment are falling.Some of the future implications for social policy, including potential effects on social cohesion and the possible policy responses to that, and potential effects on economic dependency and likely policy implications are examined.

The article describes the achievements of scientists of the leading scientific school of thought on the development of soil protection technologies in Ukraine, founded by Vasyl Onufriievych Pastushenko (1907–1999). The introduction of the years of the scientists' research in Ukrainian farms with different soil and climatic conditions has resulted in efficient production of quality agricultural products and improvement of environmental conditions, particularly, the improvement of soil protection crop rotations with the cultivation of mixtures of perennial legumes and siderates, anti-erosion cultivation of soil across the slopes, fertilizer and mulching, etc. Among the followers of Vasyl Pastushenko are the well-known scientists P. I. Boiko, V. O. Borodan, V. V. Kulbida, H. K. Medvid, I. H. Predko, I. H. Zakharchenko, and others. The purpose of the article is to review the achievements of these scientists in the development of soil protection, anti-erosion measures in different soil and climatic conditions in Ukraine.

This second open access book in a series of three volumes examines the repertoire of policies and programmes led by EU Member States to engage with their nationals residing abroad. Focusing on sending states' engagement in the area of social protection, this book shows how a series of emigration-related policies that go beyond the realm of social security address the needs of nationals abroad in the area of health care, unemployment, family benefits, pensions and economic hardship. In addition, this volume highlights the variety of sending states' institutions that are involved in these policies (consulates, diaspora institutions, ministries, agencies…) and their engagement with citizens abroad in other policy areas such as electoral rights, citizenship, language, culture, education, business or religion. This paper is concerned with public finance and social welfare in Australia. Its purpose first of all, is to explore the background of public finance issues, giving the overall context of social welfare finance in our federal system. Second it examines the methods used by the Commonwealth Grants Commission and the implications of these methods in determining relativities among the States in the distribution process of federal funds. Third it examines methods of assessing social welfare need and social welfare expenditures in the States. Fourth it shows how the structure and pattern of federal grants has changed over the past decade. (1973 – 1983) The data reported here allow comparison between the States on a reasonably standard basis, and show some interesting results in the levels of distribution of social service and social welfare expenditures. Social services (broadly defined) involve a major cash flow in Australian society. Annual social welfare expenditure, (a small part only of the States' social services expenditures, but a large proportion of Commonwealth expenditures) for 1982-83 alone, would buy BHP, CRA, MIM, Westpac, CSR, Comalco and the ANZ Banking Group, and there would still be some change. In this paper we are certainly not dealing with trifling matters. We have attempted to look at broad issues of public finance, and relate these to social welfare. Chapter 1 outlines the roles and responsibilities of the Commonwealth and State governments in providing and funding social welfare. Chapter 2 deals with the role and methods of the Commonwealth Grants Commission review of tax sharing and its analysis of relative needs and costs in social welfare. Chapter 3 uses the standard budgets worked out by the Commonwealth Grants Commission to shed light on the relative levels and structures of social welfare expenditure in the States. Chapter 4 examines how financial arrangements have changed in the past decade, and how the taxation structure has had an impact on State finances and services.
