After the end of the Cold War, France issued the first document defining its national security strategy only in 1994. In the following years, despite its involvement in NATO and European Union enlargement, France did not publish any documents defining its security strategy. Only when Europe and the world found themselves in the process of reconfiguration of the international order at the end of the first decade of the 21st century did France begin to issue extensive documents defining its defense and national security strategy. As international terrorism became the greatest threat to France, the first document published in 2006 dealt with its position regarding this global phenomenon. Subsequently, White Papers on Defense and National Security were published in 2008 and 2013, followed by the Strategic Review of Defense and National Security in 2017. These documents define threats and challenges to the security of France, as well as its goals, and means and methods for strengthening it. They make up a broad understanding of the security of the state, society and the individuals, and international security. They show the programming of France as a European and world power. The author draws attention to some similarities and differences with the national security strategy of the Russian Federation. The analysis is conducted using the neorealist approach.

Small import-dependent countries, especially in Africa, were deeply affected by the food and economic crises. Some large countries were able to insulate their markets from the crisis through restrictive trade policies and protect their consumers through safety nets. However, trade insulation increased prices and volatility in international markets.

"Im vorliegenden Beitrag wird über die Folgen des bereits eingesetzten demographischen Wandels in Deutschland für die Kriminalitätsbelastung und das Sicherheitsgefühl berichtet sowie zukünftige Entwicklungen anhand von Bevölkerungsvorausberechnungen des Statistischen Bundesamtes prognostiziert. Neben Darstellung und Projektion objektiver und subjektiver Kriminalitätsindikatoren in Deutschland werden die Zusammenhänge zwischen Demographie und öffentlicher Sicherheit durch Berücksichtigung der USA international vergleichend untersucht. Während der demographische Wandel in Deutschland viele gesellschaftliche Bereiche, insbesondere die bestehenden Sozialsysteme, vor große Aufgaben stellt, dürften sich die faktischen Bedingungen der öffentlichen Sicherheit infolge der Alterung der Gesellschaft verbessern: Zu den wenigen Konstanten bei der Erforschung der Kriminalität gehört die Höherbelastung junger Menschen unter den Tatverdächtigen. Die Alterskurve der Kriminalitätsbelastung erreicht für beide Geschlechter in aller Regel bei unter 25 Jahren ihren Gipfel und fällt danach wieder ab; ab dem 35. Lebensjahr läuft sie allmählich aus. In einer Gesellschaft mit zahlenmäßigem Rückgang junger Menschen müsste die absolute Zahl von Tatverdächtigen und Straftaten demnach sinken. Genau dies ist für Deutschland zu erwarten: Zwar wird Deutschland voraussichtlich durch Zuwanderung aus dem Ausland mehr Einwohner gewinnen als es durch Fortzüge verlieren wird; die Effekte der natürlichen Bevölkerungsbewegung werden dadurch aber nur zu einem sehr geringen Teil kompensiert werden können, so dass langfristig ein sinkender Anteil junger Menschen in der Bevölkerung weiterhin zu erwarten ist. Der Beitrag beschäftigt sich außerdem mit den Auswirkungen des demographischen Wandels auf das Sicherheitsgefühl in der Bevölkerung. Mikroanalysen bestätigen, dass die Kriminalitätsfurcht bei Älteren wesentlich ausgeprägter ist als bei Jüngeren und mit den faktischen Kriminalitätsrisiken wenig zu tun hat. Im Zuge des demographischen Wandels ist zwar von sinkenden Kriminalitätsrisiken auszugehen; das Sicherheitsgefühl wird sich aufgrund des zunehmenden Anteils älterer Menschen jedoch eher verringern."
