Provides a critical overview of the role of foreign direct investment in
the transition to market economies in Eastern Europe, and Poland in
particular. Patterns of investment are examined in the wider context of
changes in the global pattern of international trade and production,
taking into account the specific nature of the Polish economy in terms
of industrial structure and institutions. The industrial legacy of the
Communist period and the low level of savings makes foreign investment
critical for updating obsolete capital and bringing Western business
expertise. It is suggested that firms have been attracted by low costs,
new markets and, in particular, market domination. However, political
instability and embryonic market structures suggest that firms have
found other means of accessing markets and only large transnational
companies in a limited number of sectors have undertaken investment of
any significance.

Asia and the Pacific, excluding New Zealand, now provide over half of Australia's total immigrant intake. The Asian countries also account for more than half of tourists to Australia and the large majority of fee-paying overseas students enrolled in its tertiary and secondary education institutions. This article examines the growth and diversification of these permanent, long and short-term movements of people from Asia and the Pacific and the growth in immigrant and local-born Australians departing Australia to live and work in Asia. The occasional controversies surrounding the growth of Asian arrivals and Australia's current push to integrate with the booming Asian economies are examined. The article concludes with a general discussion of the economic, social, cultural, and international consequences of the two-way movements of people between Australia and its Asian and Pacific neighbors.

ABSTRACTThe use of cement kilns for managing solid and hazardous wastes is facilitated by the high temperature, long gas retention periods, natural alkaline environment, minimum amount of waste produced and high thermal capacity. The main benefits include energy recovery, conservation of fossil fuels, reduction in cement production costs and the use of already existing facilities.The test burns conducted in cement kilns worldwide have demonstrated very high destruction efficiencies for most stable organic compounds, with toxic contaminants barely above the background levels.There are several cement plants in the US and Europe presently using solid and hazardous wastes as supplementary fuel. The application of this technology in Australia has been ignored in the past. An international conference (Kilnburn'92) on the role of cement kilns in waste management was held recently in Australia and has enhanced the implementation of this technology in Australia.

The decline of Iberia in the sixteenth century shook the foundations of world trade and politics, undermining Spain's Asian and American trade monopolies and creating the international opening that spurred other European states and merchants in the contest for overseas markets. After the waves had subsided in the seventeenth century, the world system had been reconfigured. The United Provinces of the Netherlands had become the first truly global commercial power—the first hegemon. The rise of the Netherlands to the position of world hegemony is at first glance startling. The seven provinces had a relatively small population (some 1.5 million inhabitants in 1600, compared to 10 million in Spain and Portugal, and 16 to 20 million in neighboring France), and had formed part of the Low Countries, an uneasily aggregated group of seigneuries, cities, and provinces under Spanish rule until the 1570s.

State policies that impinge upon the study of foreign languages have been largely the domain of educational agencies. These policies frequently respond to events with little thought to necessary supportive relationships. Thus we now see a spate of mandates for programs in elementary schools with no policy for the preparation of teachers for those grades. We see rationales built upon global competition and a response of two years of study for less than an hour a day. In addition, foreign language planning is often the indirect result of larger, more general policies. In recent years, foreign language study has been mandated as part of policies aimed at higher college admission standards, for desegregation purposes, or for international development. None of these address the realistic potential or the value foreign language study might contribute.

As part of the international harmonization of industrial property rights, in the summer of 1992 a U.S. advisory committee published recommendations concerning revisions to the patent system. The Industrial Property Council of Japan also published a report at the end of 1992 concerning revisions to the patent law and utility model law. Soon thereafter the U.S. administration in Washington changed, and the U.S. position on patent law harmonization became unclear. Japan, however, enacted its report into legislation. Japan revised the relevant parts of its Patent Law (Law No. 26 of 1993) on April 16, 1993, and the revisions were promulgated on April 23, 1993. The new law went into effect on January 1, 1994. The purpose of this paper is to comment on the revised law and to examine its questionable aspects.

Connectivity and isolation problems have become a source of policy interest in all European countries, largely as a result of the goal of the completion of the internal market. Against this background, the present paper aims to analyze the future position of the Aegean passenger shipping system. Thissystem will likely face major changes, caused by technological and political-economic factors. The driving forces and the subsequent implications ofthese future developments for the Aegean short sea shipping sector will be investigated. The analytical framework is based on a blend of forecastingmodelling and scenario experiments for the Aegean transport system. Consequences of international political-economic changes as well as new transport(de)regulations (such as hub-and-spokes systems or market contestability) are traced in the paper with a view on identifying feasible futures for theAegean maritime transport sector.

Cet article analyse la coordination internationale au sein de l'Union européenne en traitant l'exemple des échanges de céréales sur le marché mondial. L'accent est mis sur les divergences d'intérêts qui existent sur ce marché entre les deux principaux exportateurs européens : la France et le Royaume-Uni. Les auteurs montrent comment la possibilité de parvenir à un accord soutenable (au sens de la théorie des jeux coopératifs) dépend, de la nature de la fonction objectif de chaque Etat membre (débat sur la préférence sociale accordée aux agriculteurs à l'intérieur de chaque Etat), du choix des instruments utilisés pour limiter les productions de céréales (notamment sur les pourcentages de gel de terres et le niveau des aides compensatoires), du mode de financement du FEOGA par les Etats. L'utilisation du modèle Aropaj permet de fournir les résultats quantifiés dans le cadre d'une approche sectorielle.

Quien habla hoy de "comunicación política" tiene en cuenta, en la mayor parte de los casos, cuestiones concernientes a la imagen mediatizada de los políticos, y al rol de los "consultores en comunicación" que aconsejan a los políticos. Mi propósito es recordar, en este ensayo, que la articulación entre la comunicación y el sistema político es uno de los fundamentos del sistema democrático.Una de las orientaciones teóricas dominantes acerca de la naturaleza del sistema político democrático es de inspiración económica. Se trata esencialmente de las teorías neo-utilitaristas, de las que Alessandro Pizzorno, sociólogo italiano, ha hecho un penetrante análisis crítico en varios de sus trabajos1.

Majoritaires à l'échelle du pays dans son entier, les Maures arabophones le sont aussi dans la plupart des régions. Quelle que soit la couleur de leur peau, ils parlent le hassâniyya, alors que les Négro-africains — les Noirs de Mauritanie qui n'ont pas le hassâniyya comme langue maternelle —, se partagent en trois ethnies différentes qui toutes appartiennent à des ensembles plus vastes que les frontières ont découpés. J'étudie dans cet article la politique linguistique du pays depuis l'indépendance et j'analyse les rapports conflictuels entre communautés linguistiques découlant de la place accordée, respectivement, au français et à l'arabe, à la fois comme langues officielles et comme langues d'enseignement.
