International audience ; Liberal utilitarianism is usually presented as a current of thought mostly inspired by Jeremy Bentham and other Western European thinkers, and eventually diffused in other parts of the world. This paper adopts a different approach and shows, on the one hand, how the Bentham brothers' experiences in Russia and serfdom in particular inspired their invention of the Panopticon. The latter was not related to deviance (Foucault's interpretation), but to labor organization and surveillance. On the other hand, the interplay between utilitarianism and colonial India led Bentham, then James and John Stuart Mill, and ultimately Henry Maine to revise utilitarianism, in particular the relationship between law, labor, and political economy. In both the Britain–Russia interplay and Britain–India interplay, the tension between universalism and particularism of philosophical, social and economic categories was at work.

Despite persistent skepticism towards the Belt and Road Initiative (BRI), many countries have signed on to the program and even more countries have come to believe in its transformative potential to development finance and the global order. How has the illiberal Chinese government succeeded in convincing the world, particularly the Global South, about its commitment and BRI's future success? Exploring the credibility puzzle, this article argues that the Xi Jinping administration has relied on an all-in strategy tying the BRI to China's national development and foreign policy, promoting the BRI through select international institutions, and launching a series of flagship mega-projects. With mounting sustainability challenges on both economic and geopolitical fronts, however, the BRI now has to scale back its ambitions while China reevaluates its strategic opportunity. International audience ; In this contribution, I develop some reflections on the forms currently taken by the permaculture movement in Italy. The environmental activism supported by permaculture rests on the aspiration to "care for the earth" and "care for people". Permaculture care-based environmentalism focuses on practices and, specifically, on eco-design practices. There is, however, an important difference in practicing eco-design exclusively as the design of "permanent" ecosystems or instead as the design of places where to "reinhabit", through repairing social and ecological relations. The study of Italian permaculture activists and initiatives shows that it is still a challenge for eco-design activism to combine "technical courage" and "political courage". According to design thinker Tomás Maldonado, both of these forms of experimental courage are necessary for an ecological society to emerge out of struggles for socioenvironmental justice and emancipation.

The paper elaborates the concept and significance of media policy and implements it to the Serbian Armed Forces. The importance of the media in the security sector at national and international level is analyzed and the need for good media representation of the Serbian Armed Forces is emphasized in order to support the public for important decisions concerning military and security issues. The concept of strategic communications and their relationship with the media policy that the Armed Forces should develop as one of the instruments of soft power, which is of interest not only to this system, but also to the state and society, has been presented. Moreover, the main elements are presented, whose fulfillment would create conditions for the establishment and conduct of an adequate media policy as an instrument of soft power.

Traurig nehmen wir Abschied von unserem SGKM-Mitglied Jost Aregger. Jost Aregger hat ab 1983 an der Universität Bern Germanistik, Staatsrecht und Medienwissenschaften studiert und mit einem Lizenziat in Neuerer deutscher Literatur abgeschlossen. Anschliessend hat er ein weiteres Lizenziat in Geschichte erworben und an der philosophisch-historischen Fakultät zu einem medienhistorischen Thema unter dem Titel «Presse, Geschlecht, Politik: Gleichstellungsdiskurs in der Schweizer Presse» (1998) promoviert. Als Werkstudent war Jost Aregger als freier Musikjournalist bei der Berner Tageszeitung «Der Bund» tätig. Von 1986 bis 1993 hat er als wissenschaftlicher Assistent im damaligen Forschungsdienst der SRG gearbeitet und dort mehrere Studien zur Mediennutzung mitverfasst. Parallel zur Erarbeitung seiner Doktorarbeit wirkte Jost Aregger von 1993 bis 1998 als Lehrund Forschungsassistent am Institut für Medienwissenschaft der Uni Bern, dem heutigen IKMB, bei Prof. Dr. Roger Blum.1998 stiess Jost Aregger als Forschungsverantwortlicher zum Bundesamt für Kommunikation (BAKOM). Nebst anderen Aufgaben war er in der Abteilung Medien in erster Linie für die Vergabe und Betreuung von medienwissenschaftlichen Forschungsprojekten zuständig. Darüber hinaus vertrat er das Amt auch in einem internationalen wissenschaftlichen Gremium, im Observatoire européen de l'audiovisuel. Zudem hat Jost Aregger das BAKOM während vieler Jahre – von 2010 bis 2019 – im Vorstand der Schweizerischen Gesellschaft für Kommunikations- und Medienwissenschaft (SGKM) vertreten.

Die Fortschreibung des Bevölkerungsstandes wird seit 1950 monatlich durchgeführt und stellt für die Gemeindeebene die amtliche Zahl der Einwohner am Ort der alleinigen bzw. Hauptwohnung fest.
Die Einwohnerzahlen sind eine maßgebliche Grundlage u. a. für die Verteilung der Länderstimmen im Bundesrat, für die Beteiligung der Länder an der aufkommenden Umsatzsteuer, für den Finanzausgleich zwischen Bund und Ländern, für die Einteilung der Wahlkreise und Größe der Wahlbezirke sowie für allgemeine Planungsaufgaben. Darüber hinaus stellen Bevölkerungszahlen Grunddaten in vielen wirtschaftlichen und wissenschaftlichen Bereichen dar.
Die Ergebnisse der jeweils letzten Zählung der Bevölkerung werden nach demographischen Merkmalen auf Gemeindeebene mit den Ergebnissen der Statistiken der natürlichen Bevölkerungsbewegung und der Wanderungsstatistik über Gemeindegrenzen fortgeschrieben. Die Daten werden von den Statistischen Ämtern der Länder bei den meldepflichtigen öffentlichen Stellen (Einwohnermeldeämter) erhoben. Ferner werden die Ergebnisse der Staatsangehörigkeitswechsel bzw. Einbürgerungen, sonstige Bestandskorrekturen sowie Gebietsstandsänderungen für die Bevölkerungsfortschreibung berücksichtigt. The article aims to show the main political-geographic trends of the 2020 parliamentary elections in Georgia. The political systems of the post-Soviet counties are still imperfect and fragile. Although international observers recognised the vote results in Georgia as legitimate, many opposition parties boycotted the parliament for almost six months. It took several western officials to engage in regulating the post-election crisis. The work focuses on analysing turnout and voting patterns pointing to the changes that occurred in the last decade. A geographical study of elections enables one to identify the merits and drawbacks of the electoral process from the regional standpoint. The findings of the work underline the complexity of the election outcomes. While certain legal and political changes bring Georgia closer to European democracies, the country still lags in terms of several electoral/geographical features.

For over a decade, Salvadorean grassroots movements and non-governmental organisations (NGOs) pursued legal innovations with the aim of protecting their water sources from potentially polluting industrial activities such as mining. They initially drafted bans on mining that would preclude the extractive-based development path embraced by neighbouring countries. Eventually, they scaled up their approach and devised a draft proposal for a transboundary waters treaty that addressed the challenges that the ecological materiality of international watercourses poses to national de jure sovereignty. In so doing, the transboundary watershed has become a useful heuristic, a spatial trope to which Salvadoreans have turned to substantiate their claims to sovereignty over the Lempa River waters that El Salvador shares with pro-mining Guatemala and Honduras – claims imbued with an ethics of care rooted in wartime politics and Catholic morality.

En effet, à l'époque de la signature de la Charte Européenne des langues régionales ou minoritaires (désormais aussi, la Charte), son auteur était chargé de mission à la Délégation générale à la langue française qui était en charge du dossier au ministère de la Culture, il a notamment participé à la préparation du rapport Cerquiglini. Après avoir rappelé le contenu et le mécanisme de la Charte et proposé une description de l'idéologie linguistique dominante en France, il s'efforce de décrypter l'arrière-plan politique et idéologique de différents textes produits par des institutions gouvernementales ou étatiques à propos de la Charte (rapports Poignant, Carcassonne, Cerquiglini, avis du Conseil constitutionnel) en examinant, dans la mesure du possible, le rôle joué par la notion de patrimoine linguistique dans ce corpus.

Legislation on both an international and national level advocates that all children have a right to participate in all matters affecting them. This article reflects an interest in children's participation in the broad field of child protection, and specifically within the context of South African child and youth care centres. Against this contextual background, the article aims to introduce guiding principles that may stimulate ongoing conversation on the facilitation of children's participation in a specific space of decision-making within child and youth care centres, namely multidisciplinary meetings. Guiding principles were derived from a comprehensive qualitative study in which individual semi-structured interviews and focus group groups were conducted to collect data from residential social workers, child and youth care workers, and children from child and youth care centres in the greater metropolitan area of Cape Town in South Africa

The term pandemic, pro-offers a vision of COVID-19 abstracted from its social, economic, and political context, suggesting a socially neutral phenomena framed within a medicalised discourse. An etymological and theoretical re-conceptualisation of COVID-19 as a syndemic re-situates the virus within these contexts, allowing an interrogation of the oft-stated claim, discussed in this journal (Nolan, 2020) that 'we are all in this together' and a deeper analysis of the viruses impact on particular social groupings. Several recent articles have posited that the syndemic label applies to COVID-19 at an international level (Bambra et al., 2020; Hill et al., 2020; Horton, 2020) and a national level (Katzymarzyk et al., 2020; Shrinivasin et al., 2020). This essay examines the emerging evidence to assess whether the syndemic label applies in Ireland.

The article analyses selected problems in the implementation of the Polish-Ukrainian strategic partnership assumptions. The aspects of bilateral relations that undoubtedly made it difficult to engage in a constructive dialogue in the 21st century, were outlined. It was also pointed out that the implementation of foreign policy assumptions in both countries is often the result of a historical politics and a mythologized image of a neighbouring country. In addition, putting the historical discourse over political, economic and social took part in the events. Kwaśniewski recalled then "the bravery and merits of those soldiers problems may result in lowering the standards of democracy, and the expectation from the other side to accept a specific vision of the past may indicate that politicians are focused on domestic politics at the expense of the country's position on the international arena.

In relation to the admissibility of evidence obtained using projective personality tests arose in F v. Bevándorlási és Állampolgársági Hivatam (2018). The Court of Justice of the European Union has held that an expert's report can only be accepted if it is based on the international scientific community's standards, but has refrained from stipulating what these standards are. It appears timely for European psychologists to decide what standards should be applied to determine whether or not a test is appropriate for psycholegal use. We propose standards and then apply them to the Rorschach because it was used in this case and is an exemplar of projective tests. We conclude that the Rorschach does not meet the proposed standards and that psychologists should abstain from using it in legal proceedings even in the absence of a clear judicial prohibition.

International audience ; This article explores how key stakeholders of an open innovation ecosystem interact in the digital context to overcome a public health emergency. Amid the Covid-19 pandemic, comprehensive, accurate and timely community-based digital contact tracing serves as a decisive measure in curbing viral transmission. This strategy integrates agile government decision-making, corporate innovation, community coordination, and citizen participation. In the process of big data analytics, communities play the crucial role of the middleground that moderates the interactions between organizational upperground (government and enterprises) and individual underground (citizens) on the digital platform. To demonstrate the application, we study the three stages of "closed-end community management" in Wuhan, which represents China's "virus exceptionalism" amid the pandemic. Finally, we raise several ethical concerns related to this model for future R&D management research on digitization.
