Den Hintergrund des Beitrags bildet die These von den "neuen Kriegen", die auf die Privatisierung und Entstaatlichung organisierter, kollektiver Gewaltanwendung im globalisierten Zeitalter zielt. Der Verfasser überprüft alte und neue Typologien der Kriegsführung und entwickelt einen eigenen, integrativen Ansatz, der sich im Sinne einer akteurbasierten Kriegsdefinition am Kriterium der Vergesellschaftungsform der Akteure und an ihrem politischen Status orientiert. Diese "Mastertypologie bewaffneter Konflikte" unterscheidet zwischenstaatliche, extrastaatliche, innerstaatliche und substaatliche Kriege. Auf der Grundlage dieser modifizierten Kriegstypologie werden basierend auf einem Datensatz für alle Kriege zwischen 1946 und 2003 zentrale empirische Trends im globalen Kriegsgeschehen aufgezeigt. Die Debatte über das "Wir und die Anderen" transportiert offen oder unausgesprochen immer auch die Legitimation von politischer Herrschaft, was nach Ansicht des Autors in besonderer Weise für den Imperialismus gilt: Die militärische, ökonomische und technologische Überlegenheit des Okzidents wurde als zivilisatorische Mission legitimiert und die unterstellte Minderwertigkeit der Schwarzen, Indios, Asiaten und Orientalen wurde zum dichotomisierenden Erklärungsmuster für die Überlegenheit des weißen Mannes, der damit zugleich seine Berufung zur Dominanz der minderwertigeren und zivilisatorisch weniger leistungsfähigen "Menschenarten" rechtfertigte. Rassenlehre und Herrschaftsanspruch gingen in der Geschichte eine Symbiose ein, die bis heute selbst bei kritisch denkenden Sozialwissenschaftlern weiter fortlebt. Der Autor setzt sich mit der Entstehung eines neuen Feindbildes nach dem Ende der Bipolarität und der Funktion des Krieges gegen den Terrorismus als gegenzivilisatorisches Projekt kritisch auseinander. In seinem abschließenden Plädoyer für die Stärke des Rechts betont er, dass eine Abschottung des Westens vom "Rest der Welt" faktisch obsolet geworden ist. Das Beschwören von Kategorien wie "Nation" oder "Kultur" ist im Zeitalter der Globalisierung kontraproduktiv für eine Welt, die trotz aller Anstrengungen der Verfechter einer "Leitkultur" zusammenwächst. Dabei bleibt die Frage offen, ob dieses Zusammenwachsen friedlich und auf der Grundlage geltender zivilisatorischer Standards und Rechte erfolgt oder zum Rückfall in globale Anarchie führt. (ICI2)

Auch in Bezug auf das subsaharische Afrika gilt, dass letztlich ökonomische Faktoren die weitaus gewichtigsten Motoren für Bevölkerungsmobilität darstellen. Die Bereitschaft zur Mobilität war in Afrika vor der Konsolidierung des Kolonialsystems traditionell hoch. Darüber hinaus sorgten Sklaverei und Indentured Labour für eine große afrikanische Diaspora. Die koloniale Durchdringung ab der zweiten Hälfte des 19. Jahrhunderts brachte weitgehende politische, soziale und wirtschaftliche Veränderungen, die das Migrationsgeschehen im subsaharischen Afrika wesentlich bestimmten (migrantische Lohnarbeit). Die Bedeutung traditioneller Migrationssysteme schwand, neue kamen hinzu. Die postkoloniale Migrationsdynamik schließlich folgte im Wesentlichen den in der Kolonialperiode entstandenen Mustern. Insgesamt sind die Migrationen im subsaharischen Afrika im 19. und 20. Jahrhundert eng mit dem Charakter und der Entwicklung kolonialer und postkolonialer Staatlichkeit und postkolonialer Gesellschaften verflochten. (ICE2)
Macroeconomic Volatility and Welfare in Developing Countries: An Introduction Norman V. Loayza, Romain Ranciere, Luis Serven, ` and Jaume Ventura Macroeconomic volatility, both a source and a reflection of underdevelopment, is a fundamental concern for developing countries. This article provides a brief overview of the recent literature on macroeconomic volatility in developing countries, highlighting its causes, consequences, and possible remedies. to reduce domestic policy-induced macroeconomic volatility by controlling the level and variability of fiscal expenditures, by keeping inflation low and stable, and by avoiding price rigidity (including that of the exchange rate), which eventually leads to drastic adjustments. The ability to conduct countercyclical fiscal policies is crucial, and it depends largely on the ability of the authorities to reduce public indebtedness to internationally acceptable levels, establish a record of saving in good times to provide for bad times, and develop credibility that forestalls perceptions of wasteful spending and default risk. Governments can reduce financial fragilities and deepen financial markets by eliminating implicit insurance schemes (such as fixed exchange rate regimes) and credit restrictions that distort the valuation of financial assets and liabilities. Following Ehrlich Becker's (1972) classic "comprehensive insurance" framework, three possible options can be identified: Self-protection (reducing the exposure to risk through, for instance, limited trade and financial openness). Primiceri and van Rens (2006*) explore the source of this increase by examining the consumption behavior of a large panel of individuals, finding that their behavior is consistent with an increase in the persistence of individual income shocks. Loayza and Raddatz (2007*) analyze how financial openness and trade openness, as well as product-market flexibility, factor-market flexibility, and domestic financial development, influence the impact of terms of trade shocks on output. To obtain their measure of policy volatility, the authors construct a measure of exogenous policy decisions unrelated to the state of the economy and take the standard deviation of this measure as a proxy for policy volatility. Even so, the literature and the lessons from the Barcelona conference reviewed here can provide some elements of sensible policy recommendations and identify areas where research is especially needed.

Während die theoretische Reflexion transnationaler Theorieansätze in der Migrationsforschung weit fortgeschritten ist, bestehen nach wie vor große Defizite bei der empirischen Operationalisierung ihrer Basishypothesen. Der Band möchte diese Erkenntnislücke verkleinern helfen. Er wendet die transnationale Forschungsperspektive auf das empirische Beispiel polnischer Migranten in Leipzig an und identifiziert verschiedene Typen transnationaler Lebensformen sowie die wesentlichen Einflussfaktoren für deren Herausbildung. Die Ergebnisse der Studie tragen zur Präzisierung und Systematisierung des Transnationalismus-Diskurses bei und zeigen den besonderen Nutzwert - aber auch die Grenzen - einer transnationalen Forschungsperspektive gegenüber »klassischen« Theorieansätzen.
Since the establishment of formal diplomatic relations between China and the ASEAN states following the end of the Cold War, Sino-ASEAN relations have widened and deepened considerably. This is surprising, considering that most ASEAN states viewed China as a revisionist power and threat to regional security during the Cold War and Vietnam and the Philippines have a history of armed conflict with China over as-of-yet unresolved territorial disputes in the South China Sea. Given the withdrawal of American military forces from the Philippines in 1992 and the steady growth of Chinese economic and military power, one might expect ASEAN's traditionally-held threat perceptions of China to continue or even increase. This, however, is not the case as China is viewed increasingly in Southeast Asia as a cooperative, responsible "good neighbor" and Sino-ASEAN relations continue to deepen. This study argues that a reorientation of Chinese regional foreign policy is the principal force responsible for these surprising turn of events, and that additional factors supervened structural factors in inducing this reorientation. Through a historical analysis within a social constructivist theoretical framework of arguably the most contentious issue in Sino-ASEAN relations, this study concludes that China's cognitive base was changed as a result of "complex" social learning induced by increased diplomatic interaction with ASEAN which, in turn, led to Beijing's successful "good neighbor" diplomacy and the subsequent emergence of China's new "post-Cold War" identity in Southeast Asia and beyond.

It briefly outlines the legal provisions of the revised treaty, reviews recent practice, and looks into the involvement of civil society and parliamentary bodies in the political dialogue.

La decisión de Washington de desplegar la tercera fase de su sistema global de defensa antimisiles en dos países de Europa Oriental es considerada por Moscú como la mayor amenaza externa al sistema de seguridad ruso desde el colapso de la Unión Soviética. EEUU está negociando el despliegue de 10 interceptores de misiles en Polonia así como de unidades de radar en la República Checa como parte de la ampliación de su escudo de Misiles Antibalísticos (ABM). Si ambos países lo autorizan, el despliegue podría ser operativo en 2011 para hacer frente a misiles balísticos de Irán o Corea del Norte. Rusia ha rechazado enérgicamente la iniciativa y el presidente ruso, Vladimir Putin, ha sugerido al presidente norteamericano, George W. Bush, el uso conjunto de la estación de radar de Gabala, en Azerbaiyán, como alternativa. Este ARI analiza la postura de Rusia ante las implicaciones de la última iniciativa ABM para Europa, las medidas políticas, militares y tecnológicas que Moscú ha empleado o puede emplear para contrarrestar los planes de EEUU, así como las posibles variantes de cualquier acuerdo ruso-norteamericano.
