The critical study of language has payed particular attention to the discursive construction of concepts such as national identity, ideology or hegemony. In this paper we applied Fairclough's three-dimensional model of CDA to the presentation of European matters in the online texts of The Times, a mass medium noted for its traditional alliance with the British political and economic establishment, analysing the discursive strategies used by text producers in the headlines, leads and stories of 84 reports, opinion articles and editorials in an attempt to identify the ideological components imbued by the text producers and, thus, establish the degree of impartiality towards the European issue and whether the discourse used by this mass medium is an example of the traditional British resistance towards EU integration.

The bombings in Riyadh that shook Saudi Arabia in early November are unlikely to be the last such attacks, for extremist Islamist groups which are prepared to perpetrate acts of violence have more supporters in the kingdom than the government has been prepared to admit to itself or to others. Since 11 September 2001, Saudi Arabia has come under closer scrutiny in the international arena. Simultaneously, people within the country have started taking a critical look at the situation there, and it has become clear to the Saudi leadership that structural and policy changes are essential if the kingdom's survival is to be guaranteed. Moreover, the Saudi leadership is aware that its relations with its most important foreign partner, the United States, are precarious. Meanwhile, the pressure for reform, prompted by long-term, structural causes, has been stepped up by substantial geostrategic changes. After years of stagnation, the process of domestic reform, faltering since 1993, has clicked into gear once again. At the same time, the internal balance of power has shifted quite dramatically over the past decade.(SWP Comments / SWP)

Der vorliegende Beitrag stellt detailliert den Hintergrund und den Inhalte des geheimen Pentagon-Papieres 'Nuklear Posture Review (NPR)' dar und beleuchtet die Reaktionen, die dieses Papier bei der bundesdeutschen Presse hervorrief. Im NPR werden die Bedingungen genannt, unter denen die US-Regierung sich zum Einsatz von Kernwaffen veranlasst sehen könnte. Grundsätzlich, so heißt es im NPR, sei der Einsatz nuklearer Waffen möglich erstens gegen "Ziele, die konventionellen Angriffen standhielten", zweitens als "Vergeltung von Angriffen mit atomaren, chemischen und biologischen Waffen" und drittens "im Falle überraschender militärischer Entwicklungen". Die Veröffentlichung des vertraulichen Pentagon-Papiers in der Los Angeles Times am 9. März 2002 löste in der deutschen Presselandschaft ein spektakuläres Echo aus. Das Rauschen im Blätterwald mündete rasch in einen Sturm der Entrüstung über die Bush-Administration. Die schlagzeilenträchtige Medienberichterstattung über den "Geheimbericht" des Pentagon ignoriert jedoch, so der Autor, dass es sich bei dem Nuclear Posture Review erstens nicht um einen konkreten Einsatzplan, sondern um einen vom Kongress angeforderten ministeriellen Planungsentwurf handelt; dass, zweitens, das Papier über weite Strecken Kontinuität zur Atompolitik der vorangehenden US-Administrationen belegt anstatt einen "atompolitischen Wandel" zu signalisieren; und dass, drittens, der NPR mit seiner neuen weltpolitischen Bedrohungsanalyse die Grundlage für die Bush-Administration schuf, die Zahl der einsatzbereiten nuklearen Sprengköpfe bis zum Jahre 2012 einseitig von über 6.000 um rund zwei Drittel auf 1.700 bis 2.200 zu reduzieren.
