This review aimed to examine the extent of Bangladesh's COVID-19 preparedness and control measures up to 20 January 2021, and to draw some lessons for informing the current and future pandemic responses in Bangladesh in light of Vietnam's responses, which had successfully controlled the pandemic. We performed a content analysis of data to identify similarities and critical discrepancies in epidemiological features and COVID-19 responses between the two countries. Findings indicated that Vietnam reported lower COVID-19 incidence (15 cases per million) and death rate (0.4 cases per million) than Bangladesh, with 3,129 cases per million and a death rate of 46 cases per million. Vietnam reported only 35 deaths, with 22 older individuals (>60 years) compared with 7,950 deaths in Bangladesh, with the highest death rate in older people (45%). An integrated approach combined with widespread contact tracing, better health investment, vaccine development, and strong political commitment enabled Vietnam to control the disease and mitigate its impacts. In contrast, Bangladesh seemed to adopt inadequate and untimely measures in the same domains, potentially contributing to relatively high COVID-19 infections and death rates. To control COVID-19 or inform responses to future pandemics, Bangladesh and similar countries can learn eight lessons from Vietnam. Such transferable responses could prepare health systems and populations for an appropriate global response to the next potential pandemic.

Along Peru's rainforest rivers, rising flood extremes are increasingly exceeding coping capacities of vulnerable households. Peru 14 has detailed legislation that embraces planned relocation as a strategic solution to such situations and various relocation projects 15 are underway across the country. This research brief analyzes well-being consequences for two communities requesting reloca- 16 tion, using qualitative data collected from experts and 30 affected people. Initial results emphasize that weak governance, 17 poverty, third-party involvement, and community action have influenced relocation outcomes. Delays and fragmented imple- 18 mentation have threatened people's well-being. One community, waiting for land to relocate since 2015, has suffered from 19 continued hazard exposure, deteriorated material conditions, and reduced subjective well-being. The second community 20 achieved relocation only after a decade in detrimental limbo. Although livelihood challenges persist, its inhabitants now benefit 21 from better market access and decreased exposure, leading to higher subjective well-being. With rising needs for relocation 22 worldwide, the cases highlight that detailed legislation is not sufficient to safeguard people's well-being. Advancing from well- 23 meant legislation to good practice requires adequate institutional capacity, effectivemechanisms for oversight and accountability, 24 better engagement of third parties, and dedicated efforts to strengthen community agency

Eduard Gamper (1887–1938) was Head of the Department of Neuropsychiatry at the Charles University's German Faculty of Medicine in Prague. He had trained in Innsbruck, where he undertook groundbreaking work on the midbrain in an anencephalic child and in a series of patients who had died from Wernicke's encephalopathy. Gamper identified the mamillary bodies as key in the performance of declarative memory. Considered an expert in memory disorders, he was chosen by the Medical Faculty in Innsbruck to provide expert opinion on the notorious case of Philipp Halsmann, who was suspected of murdering his father. Details of the case remained unresolved and Gamper's opinion caused both professional and political controversy. When in Prague, Gamper made great efforts to improve patient care and clinical services, establishing a special ward for patients with neurological conditions. This task was not nearly completed, when he and his wife died after their car drove over a cliff into the Walchensee in Bavaria. Rumours surrounded his death: that Gamper had just examined Adolf Hitler; that he was a political victim; that the Gestapo were behind the accident. After an investigation of the available evidence, we can report that an unusual 22 cm of snow fell in the area of the Walchensee on April 20, 1938, the day of the Gampers' deaths. We were unable to find any evidence for foul play in what appears to have been a tragic accident.

Penelitian ini bertujuan untuk mendeskripsikan perilaku politik pemilih pemula dalam pemilihan kepala daerah 2020 pada masa pandemi Covid-19 di Kota Surabaya. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif. Teknik sampel yang digunakan yaitu cluster sampling dengan membagi berdasarkan pembagian wilayah Kota Surabaya menjadi 5 daerah dengan diperoleh 100 orang pemilih pemula. Teknik pengumpulan data yang digunakan adalah angket dan dokumentasi. Teknik analisis menggunakan deskriptif dalam bentuk tabel kontingensi. Hasil penelitian menunjukkan bahwa bahwa pemilih pemula memilih berdasarkan fakor orientasi policy problem soving yang tinggi 71% terkait kandidat Kepala Daerah 2020 di Kota Surabaya. Berdasarkan faktor orientasi ideologi pemilih pemula memilih Kepala Daerah 2020 pada Masa Pandemi Covid – 19 di Kota Surabaya secara keseluruhan data menunjukkan bahwa pada faktor orientasi ideologi dalam kategori rendah sejumlah 37,7%. Secara konfigurasi tipologi perilaku pemilih pemula Pemilihan kepala daerah Kota Surabaya 2020 menunjukkan sebagian besar pemilih pemula merupakan pemilih kritis yaitu sebanyak 34%. Hanya 20% pemilih pemula di Kota Surabaya yang merupakan pemilih tipe skeptis. Sisanya 24% merupakan pemilih tradisional dan 22% merupakan pemilih yang rasional. Hal tersebut menunjukan bahwa pemilih pemula memiliki orientasi ideologi tinggi dan orientasi policy problem solving tinggi terhadap calon Pemilihan Kepala Daerah Kota Surabaya 2020. The purpose of this article is to present the results of cash social assistance (CSA) benefit non-take-up in the context of the CSA system reform in Lithuania. The right to adequate minimum income benefits is one of the 20 key principles under the European Pillar of Social Rights (EPSR). Using the tax-benefit microsimulation model EUROMOD we seek to identify all those eligible to CSA benefit and to analyse its non-take-up rates in Lithuania. The analysis for 2016 showed that CSA benefit non-take-up in Lithuania was around 22%. This means that around one fifth of those who are entitled to this benefit do not get it for various reasons. The results show that there are two types of households, with a non-take-up rate exceeding 30%: single person and lone parent households. The dynamics of CSA benefit non-take-up between 2007-2016 were strongly negatively correlated to the annual average number of recipients of the CSA benefit. This makes for a counter-cyclical dynamic of the CSA non-take-up relative to the economic growth cycle. We find some evidence of an increase in the CSA non-take-up rate following the recent CSA reform in Lithuania. Further analysis is needed to distinguish between the effects of the economic cycle and the CSA reform.

While the downlink requirements for wireless VR have been previously studied, the uplink transmissions have been completely neglegted. However, for the succesful consecution of a fully immersive wireless VR, the uplink stream becomes as important as the downlink. In this paper, we thoroughly analyze VR thecnologies state of art to extract an initial set of data flow and processing times requirements for a subgroup of identified key algorithms. Besides, we propose the peak throughput and latency requirements Key Performance Indicators (KPIs) estimation as a simple optimization problem, given the data gathered in the state of the art analysis. The border alongside Croatia is 14 km long, alongside Bosnia and Herzegovina 225 km, alongside Serbia 20 km, and alongside Albania 172 km of the state border (partly across the Scadar lake and alongside the river Bojana). There is a 100 km of air distance between the furthest points at the sea. The factual length of the Montenegrin coast is about 280 km, which makes the serrated coefficient of 2.8. Montenegro is in proportion to its territory and population the smallest of all ex-Yugoslav republics. It spreads over the area of 13,812 square kilometres which makes 5.4% of ex-Yugoslav territory. According to 2003 census, 620.145 citizens lived in 1240 settlements, which were 45 citizens on a square kilometre. Out of 21 municipalities six are in the coastal region. The largest municipality in Montenegro (as well as in both ex-Yugoslavia and in the State union of Serbia and Montenegro) is Nikšić with 2,065 square kilometres, and the smallest is Tivat with 46 square kilometres. The capital of Montenegro is Podgorica with population of 96,076.

PURPOSE: The article provides an overview of the European Union Incident Management plan (EU‐IMP) and reviews its first 10 years of operation. It outlines its scope, objectives, triggers, principles, and components. METHODS: Records were extracted from the European Pharmacovigilance Issues Tracking Tool and a separate tracking system for the period August 20, 2009 to August 19, 2019. RESULTS: During the 10 years of observation, 78 incidents were reviewed by the Incident Review Network and addressed through routine measures. Their number has varied throughout the years with a significant decrease after 2012. Incidents mainly covered safety (56%) and quality (34%) issues or a combination thereof (5%). The majority (70%) were notified by EU regulators and involved centrally and nationally authorized product in similar proportions. A referral was recommended as the assessment pathway for 47% of the issues while lines‐to‐take were the most frequent communication measure (the sole measure in 65% cases). Forty‐six per cent of the issues resulted in a variation, whereas 22% resulted in maintenance of the marketing authorization. CONCLUSION: The EU‐IMP is underpinned by a robust regulatory framework with defined processes and clear roles and responsibilities and offers a platform to coordinate actions and communication at EU level, rapidly pool expertise, minimize duplications, and address public health incidents.

In spring 1999, amidst a wider ethnic cleansing campaign, Serb police forces abducted Ferdonije Qerkezi's 15 husband and four sons, who were never to be seen alive again. She subsequently transformed her private 16 house into a memorial to the lost normalcy of her entire social world. We trace this memorialization 17 process; her struggle for recognition; her transformation into an iconic mother of the nation and her 18 activism, both for missing persons and against the internationally-driven Serb-Albanian normalization 19 process in Kosovo. From a multi-disciplinary perspective, we critically reflect on the theoretical concept of 20 "normative divergence" in intervention studies. We are guided by social anthropological (including 21 immersive, historical-ethnographic, and semantic) analysis of the core tropes of social memory as both 22 narratively and materially embodied by the House Museum. In systematically juxtaposing these to the 23 normative transitional justice principles of truth, justice, non-recurrence, and reparations, and the 24 overarching international intervention goal of reconciliation, we critically interrogate normative 25 divergence per se. The ethnographic "thick description" of this case study – cognizant of context 26 contingency, victims' agency and experience, cultural change, and social transformation – points to 27 divergent meanings of these principles as resulting directly from the political and institutional failure to 28 provide key transitional justice goals.

Actes du XIVe Congrès de l'Association espagnole d'histoire contemporaine, qui s'est déroulé du 20 septembre au 22 septembre 2018, à Alicante. ; International audience ; The installation in 1962 of several thousand pieds-noirs in Spain, and particularly in the province of Alicante, is part of a political process: the Independence of Algeria. It is the consequence of an exile and a long history of migrations in the Mediterranean that allows us to conceive it as a form of return. This implantation had a strong economic, political and cultural impact in the region and, paradoxically, occurred in a period of massive emigration of Spanish people to Europe. How is the "success" of the installation of this community in Spain justified in this context of expulsion? ; La instalación en 1962 de varios miles de pieds-noirs en España, y particularmente en la provincia de Alicante, se inscribe en un proceso político: la Independencia de Argelia. Es el resultado de un exilio y de una larga historia de migraciones en el mediterráneo que nos conduce a concebirla como una forma de retorno. Esta implantación tuvo un fuerte impacto económico, político y cultural en la región y se produjo, paradójicamente, en una época de emigración masiva de españoles hacia Europa. ¿Cómo se justifica, en ese contexto de expulsión el "éxito" del establecimiento de esta comunidad en España?

Since Taiwans age-friendly city (AFC) program was launched in 2012, the central government has provided various resources to the countrys 22 local authorities, including budgetary support, policy advocacy, and consultation from a team of experts. This study examines stakeholder perspectives on the process, performance, and outcome of the AFC program. A 53-item questionnaire was developed based on the World Health Organization (WHO) guideline, including mechanisms and processes (20 items), outcome evaluations (23 items), and resource integration (10 items). There was a great difference found among scores between facilitators and experts for inter-exchange experience with local and international cities (40%) and monitor and revise indicators (37%) in mechanisms and processes, evaluate performance of indicators and action plans (37%) in outcome evaluations, and interaction between government and community (46%) and interaction between civil organization and senior society (39%) in resource integration. Clearly, facilitators showed overly optimistic assessments in AFC mechanisms and processes, outcome evaluation, and resource integration. The results showed disconnect between experts expectations versus actual practice conducted by facilitators. Implications of these findings are to integrate top down expectations with the realities of bottom up practice to design more realistic evaluations; continue to educate stakeholders about design, implementation and evaluation; and further integrate resources from government, civil organizations, and community.
