Evaluation forms completed by youth following participation in abuse prevention programming by the Canadian Red Cross (RespectED) offer a unique opportunity to explore disclosure strategies among a diverse national sample of 1621 young people. The sample comprised all youth in 5 regions who made anonymous written disclosures of abuse on evaluation forms administered after workshops delivered between 2000 and 2003. Focus groups, interviews and observational data were used to ensure the trustworthiness of the data analysis. Findings show that youth who have been abused or witnesses to abuse employ five disclosure strategies: using self-harming behaviours to signal the abuse to others; not talking at all about the abuse to prevent intrusive interventions by others; seeking help from peers; seeking help from informal adult supports; and seeking help from mandated service providers (social workers and police). Findings highlight young people's use of indirect and direct means of disclosure to ensure their safety.

Dalit women in India are born into a condition of servitude in which they are considered sexually accessible to the upper classes. These women are often massacred or cruelly punished for minor offenses, eg, 'getting above themselves,' suspicion, & the like. Poverty often forces them into prostitution. The reality of the modern administrative state diverges considerably from the series of assumptions underlying the Administrative Procedure Act (APA) and classic judicial decisions that followed the APA reviewing agency actions. Those assumptions call for statutory directives to be implemented by one agency led by Senate-confirmed presidential appointees with decision-making authority. The implementation (in the form of a discrete action) is presumed to be through statutorily mandated procedures and criteria, with judicial review to determine whether the reasons given by the agency at the time of its action match the delegated directions. This is the lost world of administrative law, though it is what students largely still learn. Today, there are often statutory and executive directives to be implemented by multiple agencies often missing confirmed leaders, where ultimate decision-making authority may rest outside of those agencies. The process of implementation is also through mandates in both statutes and executive orders, where the final result faces limited, if any, oversight by the courts. The mismatch has consequences for the legitimacy and efficacy of the federal bureaucracy: some positive, many negative. Because we do not think a return to the lost world is possible or perhaps even desirable, we propose some possible reforms in all three branches of the federal government to strengthen the match between current realities and administrative law and to further administrative law's objectives of transparency, rule of law, and reasoned implementation of statutory mandates. We also hope that the proposed reforms can help foster the public interest goals of modern regulation, such as environmental quality or financial stability. We realize that many scholars and probably at least some judges are aware that formal administrative procedures, official records, and judicial review are only part of the dynamics of administrative governance. But administrative law, as developed by the courts and in governing statutes, has not meaningfully confronted the contemporary realities of the administrative state. It thus risks becoming irrelevant to the quality of governance.

This research begins with a phenomenon where some government institutions experienced an increase in corruption cases in budget absorption so that it did not reflect the implementation of effective good government governance. This study aims to examine and analyze the effect of implementing an internal control system and the enforcement of good government governance on the level of budget abuse control and its impact on public accountability. This research is quantitative research. Collecting data using a questionnaire to 78 samples from total of 196 employees in the Travel Document Management and Analysis Work Unit at the Directorate of Immigration Traffic. Data analysis using SmartPLS. The results of the study show internal control system and good government governance significant effect on the control of budget abuse. In addition, the control of budget abuse also has a significant effect on public accountability.

What distinguishes the world today is the tendency to respect and guarantee human rights through international covenants and agreements. Or ignoring certain legal rules established by the legislator to guarantee the rights and freedoms of individuals. Therefore, our aim was to highlight the role of the administrative judiciary in overseeing the work of the administration and its actions and to highlight the forms of such supervision and the importance of the emergence of the administrative judiciary as a specialized judiciary in administrative matters. The legislator has traditionally removed some jurisdictions from the jurisdiction of the administrative judiciary, such as acts of sovereignty, presidential decrees, and some administrative decisions. Respect for the rights and freedoms of individuals requires the existence of rules that prevent the administration from violating these rights or violating the principle of legality, provided that this does not prejudice the ability of the administration to perform its functions to the fullest. An administration that directly affects the freedoms and rights of individuals. The administration uses a set of systems and means to maintain public order with its three elements (public security, public health and public order). Administrative control orders may be individual or collective. We believe that it is necessary to set limits on the powers of the administration in exercising the powers of administrative control by subjecting it to the control of the administrative judiciary, whether in normal or exceptional circumstances. We concluded that the introduction of the principle of legality and the rule of law is the hallmark of the legal state and is the basic guarantee of public rights and freedoms. This article begins with an analysis of the development of administrative justice in Poland over the last centuries. In particular, the author examines administrative jurisdiction before 1918, when Poland regained its independence, the period of the Duchy of Warsaw, the Kingdom of Poland, and the practice on Polish territory under Austrian and Prussian control. The author then moves to modern law by presenting the judicial system in Poland in general, especially the differences between the separate systems of general courts and administrative courts, and analyses the jurisdiction of voivodship (regional) administrative courts, and the basic principles of judicial and administrative proceedings. The focus of study is mainly devoted to judicial and administrative procedure, rather than an administrative process of citizens before administrative authorities regulated in a separate Code of Administrative Procedure. The article describes the role of the judge (pointing out the differences between the active role of first instance judges and the limited capabilities of the judges of the appeal) and the powers of the Supreme Court, in particular its power to adopt resolutions, which has agreat importance for the unification of the jurisprudence. A brief analysis is given to class actions, which in the Polish legal system are inadmissible in court and administrative proceedings. The articles provides a statistical cross-section illustrating the role of administrative jurisdiction. The author concludes with observations pointing up the progress of administrative jurisdiction in Poland, not only in the legal sense, but also in the cultural sense.

AbstractThis paper presents findings from a study of judgements concerning 137 children (13–18 years) where protection by the Swedish Social Services was applied for. The paper explores the disclosure of physical, sexual and emotional child abuse including experiences of domestic violence and the process following a disclosure. A central finding is that the majority of children (71%) could be described as having intentionally disclosed the abuse. The findings also suggest that many of the children had come a long way in an emotional and cognitive process before the decision to disclose, and that disclosure was often made in conjunction with a decision to leave the alleged abusers. These findings support previous research suggesting children's intentional disclosure as an important predictor of decisions regarding alternative care. Another finding is that the process following the disclosure was described by the children as intensely challenging with active pressure and threats from relatives and feelings of fear, guilt and ambivalence. These findings have implications for both practice and research on how the safeguarding system can help children in the process of disclosure and protect those who do disclose.
