Seit 60 Jahren wird im Institut für Europäische Politik (IEP) Europa gedacht – dies ist die Bilanz internationaler Forschung und Kommunikation für Politik und Zivilgesellschaft, mit Beiträgen aus allen Epochen und Arbeitsbereichen, von 23 Autoren und Autorinnen, die das IEP mitgestaltet und begleitet haben. "In this Council Special Report, Scott G. Borgerson explores an important element of the maritime policy regime: the United Nations Convention on the Law of the Sea. He examines the international negotiations that led to the convention, as well as the history of debates in the United States over whether to join it. He then analyzes the strategic importance of the oceans for U.S. foreign policy today. The report ultimately makes a strong case for the United States to accede to the Convention on the Law of the Sea, contending that doing so would benefit U.S. national security as well as America's economic and environmental interests. Indonesia's economic performance through mid-2011 has been positive. Solid growth has been accompanied by further portfolio capital and foreign direct investment inflows. Public and financial sector balance sheets remain strong. However, events over the past quarter serve as a reminder of a number of Indonesia's ongoing policy challenges. At the same time, the launch of the government's master plan 2011-2025 has focused attention on the investments and policy reforms which can help Indonesia reach its future growth potential. Finally, heightened international risk aversion originating from the Greek debt crisis, and the potential market implications of any haircut, were it to occur, are a reminder of the external shocks which could prompt reversals of short-term capital flows to Indonesia. However, events over the past quarter are a reminder of the current challenges which are faced and the need to put in place, and implement, the policies and investments necessary for Indonesia to reach its potential as a leading global growth driver of the next few decades.

The article considers justice as one of the leading principles of the institute of remuneration. It is concluded that the principle of social justice is a universally recognized value of a democratic state. Social justice – one of the fundamental values of socio-political life, based on the principle of balance in social relations of rights and responsibilities of people, the interests of society and the individual, is a correspondence between the practical role of different individuals (strata) in society and their social status, between work and reward, merit and their recognition. Justice as a key condition for a dignified treatment of the employee involves: a) fair and favorable working conditions; b) fair and satisfactory remuneration for it; c) the dignified existence of the employee and his family members; d) the possibility of association in order to protect their socio-economic interests.It is noted that the institution of remuneration is one of the main in the field of labor law, aimed at ensuring the right of employees to fair remuneration for their work. Guarantees that are enshrined, or should be enshrined in the institution of remuneration, by their nature are aimed at the realization of the right to fair remuneration, ie it is about their focus on ensuring decent wages. Therefore, the concept of "decent, fair wages" should be used in the domestic legislation and in practice for the proper implementation of the right to remuneration. It is stated that today in our country the concept is being implemented – the right of everyone to remuneration for work without discrimination and not below the established minimum wage. At the same time, this concept is not aimed at ensuring life, but rather at "survival". From these positions, it is important to enshrine in domestic law the concept of "decent wages". The state must establish guarantees at the level of normative acts, without which it is impossible to ensure a dignified life for citizens. Many international human rights regulations and the constitutions of modern states directly or indirectly enshrine the right of workers to a dignified existence, which must be ensured by the level of wages. ; У статті розглянуто справедливість як один із провідних принципів інституту оплати праці. Зроблено висновок, що принцип соціальної справедливості є загальновизнаною цінністю демократичної держави. Соціальна справедливість – одна з фундаментальних цінностей суспільно-політичного життя, що виходить із принципу врівноваженості в соціальних відносинах прав і обов'язків людей, інтересів суспільства й особи, це певна відповідність між практичною роллю різних індивідів (верств) у житті суспільства та їх соціальним становищем, між працею і винагородою, заслугами та їх визнанням. Справедливість як ключова умова гідного ставлення до працівника передбачає: а) справедливі і сприятливі умови праці; б) справедливу і задовільну винагороду за неї; в) гідне існування працівника та членів його сім'ї; г) можливість об'єднання з метою захисту своїх соціально-економічних інтересів.Зазначено, що інститут оплати праці є одним із основних у царині трудового права, спрямованих на забезпечення права працівників на справедливу винагороду за свою працю. Гарантії, які закріплюються, або повинні закріплюватися в інституті оплати праці, за своїм характером спрямовані на реалізацію права на справедливу винагороду, тобто йдеться про їх спрямованість на забезпечення гідної оплати праці. Отже, для належної реалізації права на оплату праці у вітчизняному законодавстві та на практиці має бути використана концепція «гідної, справедливої заробітної плати». Констатовано, що сьогодні в нашій державі реалізується концепція – право кожного на винагороду за працю без дискримінації та не нижче встановленого мінімального розміру праці. Разом із тим ця концепція спрямована не на забезпечення життя, а швидше на «виживання». З цих позицій є актуальним закріплення у вітчизняному законодавстві поняття «гідна заробітна плата». Держава має встановлювати на рівні нормативних актів гарантії, без додержання яких неможливе забезпечення гідного життя громадян. У багатьох міжнародних нормативних актах з прав людини та конституціях сучасних держав прямо чи опосередковано закріплене право працівників на гідне існування, що має забезпечуватися рівнем заробітної плати.

THIS ARTICLE EXAMINES A PARADOX IN THE WESTERN HEMISPHERE: THE DEVELOPMENT OF HUMAN RIGHTS NORMS AND PRACTICES IN THE ORGANIZATION OF AMERICAN STATES (OAS) AND THE WIDESPREAD ABUSE OF HUMAN RIGHTS AMONG OAS MEMBER STATES. IT EXAMINES THE CREATION AND DEVELOPMENT OF THE OAS AND THE CONCURRENT EVOLUTION OF A HUMAN RIGHTS REGIME SECOND ONLY TO THE COUNCIL OF EUROPE. IT THEN SEEKS TO DETERMINE WHY THERE LACKS THE UNDERLYING COMMITMENT TO IMPLEMENTING RIGHTS.

AbstractThis paper contributes to the debate on the role of innovation and intellectual property rights (IPRs) in catch‐up policies in developing countries (DCs). We survey the literature on four key points. First, we review the neoclassical and evolutionary theoretical foundations of innovation and catch‐up. Second, we examine why some countries lag behind, in particular in terms of path dependency and multiplicity of convergence dynamics. From this follows the question of how to foster innovation in DCs. We examine the issues of IPRs protection in a third point and industrial policies in a fourth point. Strengthening IPRs protection is often recommended by international institutions. However, the related literature shows that their impact is strongly non‐linear, as the optimal level for DCs is initially low, then increases as the countries develop. This result is robust to a wide range of models and methods. Finally, the literature reveals that industrial policies can be crucial in fostering innovation in DCs, even though their implementation faces serious challenges, in particular the appropriate targeting of industrial policies, and rent‐seeking behaviours in a deteriorated institutional environment.

Abstract
This study has two main research questions. (i) Which factors have led to post-apartheid South Africa developing the Developmental Peacekeeping (DP) and Post-conflict reconstruction and development (PCRD) peace and security strategies? (ii) Has post-apartheid South Africa's peace and security innovations led to the resolution of African conflicts? These two questions were answered. First, using a thematic qualitative method approach, we found out that post-apartheid South Africa has, since 1994, been innovative to find permanent solutions to African crises. The second research question unravels that what is observable and discernable from the literature is that there is a sort of dependence on the Republic of South Africa because of its power capabilities. The theory that guides this study is the International Relations Structural Realism as advanced by Kenneth Waltz. The theory was tested for its efficacy in an African peace and security context. Although the paper does not perform a confirmation of the theory, it suggests that the Rational Persuasion theory (KP = W) be considered as a route that can be taken by African states in their quest for Continental peace.
