Sustainable transport is a major contemporary issue. Human health may be threatened by a superficial management of this problem that would undermine a most needed fight against pollution, especially when this phenomenon is in direct contact with the population. Using the prism of law, with the analysis of international, European and regional legislations on sustainable transport, this research aims at identifying the main problems, sorting the best solutions and proposing functional alternatives to reconcile mobility with sustainability. The EURO standard, the Worldwide Harmonized Light Vehicle Test Procedure, the multi-modality, the intelligent vehicle and the sustainable marketing strategy are examples of the various measures taken to remedy the problem of pollution. Territorial sovereignty is still one of the major factors hindering a full implementation of all sustainable development policies embodied in international treaties and making them truly binding on the signatory States. Law is the ideal instrument to align economic and social development with environmental protection, but a widespread awareness of the importance of the environment, and in particular the role played by transport, is essential to achieve this objective. Research has shown that an enormous range of variation exists in nation-state commitment to environmental treaties and international cooperation. I examine the degree of involvement of eighteen democratic states across fifteen international environmental treaties over the past twenty years. The analysis tests several hypotheses of the rival theories of international-level policy making, specifically structural conditions, political institutions, interest-based, and international connectivity theory, to determine causal forces underlying collaborative international behavior. Empirical findings reveal that the strongest determinants of a state's international environmental treaty engagement are the citizenry's post-material orientations and executive-centered political institutions. This primarily corroborates liberal theory's emphasis on the underlying values of the polity and domestic institutional procedures and challenges the importance of external, international forces and structural conditions.

Im Zuge der Flüchtlingskrise sind über 1,4 Mio. Flüchtlinge nach Deutschland gekommen. Dies bringt für die Verwaltungen erhebliche neue Anforderungen mit sich und hat zu nicht unerheblichen Vollzugsproblemen geführt. Es existiert ein ebenenübergreifendes Vollzugssystem mit einer beachtlichen institutionellen und prozeduralen Komplexität. Nachdem die Probleme des Verwaltungshandelns zunächst wenig thematisiert worden waren, hat sich die Diskussion hierzu mittlerweile deutlich intensiviert. Zudem haben das Bundesamt für Migration und Flüchtlinge, die Bundesagentur für Arbeit sowie die Bundesländer begonnen, das bestehende Verwaltungsvollzugssystem zu reformieren, und auf kommunaler Ebene gibt es innovative Ansätze im Bereich der Integration. Der vorliegende Band zieht eine Zwischenbilanz zum Verwaltungshandeln in der Flüchtlingskrise und zeigt institutionelle Strategien zu deren Bewältigung für verschiedene föderale Ebenen auf. Relatively little research has focused on whether countries' political institutions affect their international trade relations. We address this issue by analyzing the relationship between regime type and trade policy. In a formal model of commercial policy, we establish that the ratification responsibility of the legislature in democratic states leads pairs of democracies to set trade barriers at a lower level than mixed country pairs (composed of an autocracy and a democracy). We test this hypothesis by analyzing the effects of regime type on trade during the period from 1960 to 1990. The results of this analysis accord with our argument: Democratic pairs have had much more open trade relations than mixed pairs. (American Political Science Review / FUB)
