Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralized energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. This publication includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community's size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.--Publisher's description

The issue of the financial system of a multinational family in shari'a and law is of great importance in the current era of the deterioration of rights in the case of family disputes, which often result in divorce. Hence, Islamic law has taken into account this subject with many rules and provisions that protect both spouses' rights and obligations. Some Arab countries have also taken this approach, but they have not been far from international laws that advocate women's freedom, as we find in Tunisian law, for example. Here we have examined this subject from a legitimate legal point to clarify the problem that some countries have occurred when they put the family laws. The family laws have come up with sub-solutions that have made them fundamental issues that would raise the status of women and strengthen their legal and social status. This is the result of satisfying the demands of a predominantly political nature of religion, which made some laws rigid. The obligation of positive laws should not be affected by the purposes of Islamic law and its lofty principles of political, because codification does not prohibit Hara'am things, and it is not Hara'am for Halaal and non-ijtihad.

Naujausios technologijos atneša nemažai pasikeitimų, lemenčių kasdieninį gyvenimą. Technologijos skatinamos ir kuriamos, taip greitai, kaip niekada anksčiau, todėl įgauna tam tikrą pagreitį, kuris keičią žmogaus gyvenimą, sukurdamas pasėkmes taip pat greitai, kad sunku, numatyti ir įvertinti, kokios gali būti pasekmės ar technologijų pritaikymo būdai plačioje visuomenėje. Technologijų tikslas tikriausiai turėtų būti palengvinti žmogaus gyvenimą, praturtinti jo egzistencija, atnešti naujų galimybių tobulėti, prisidėti prie tolimesnių idėjų vystymosi. Tačiau, technologijas galima panaudoti dvejopai, ne tik pagerinti žmogaus egzistenciją, tačiau priklausant nuo to kas valdo tas technologijas intencijų, galimai ir pakenkti. Plačioje visuomenėje daug diskusijų sukelia kontrolės ir sekimo mechanizmai patobulinti su šiuolaikinėmis technologijomis, kurios suteikia masiško stebėjimo galimybes ir duomenų kaupimą, kurį vėliau sugebėtų apdoroti tik dirbtinis intelektas. Jeigu, šias technologijas pritaikius visuomenės valdymo sferose, tai gali atnešti naujos grėsmės ir pažeidimų vakarų visuomenėje susiformavusioms žmogaus teisėms. Toks pavyzdys galimai yra, Kinijos kuriama Socialinio Kredito Sistema. Kinija būdama autoritarinė valstybė, jau iš esmės linkusi pažeisti žmogaus teises, ir tai daro, norėdama išlaikyti savo galią ir valdžią, kontroliuodama visuomenę, pažeisdama saviraiškos laisvę, netoleruodama kritikos ir grėsmės iš tų, kurie nori demokratinių pokyčių. Kinija neturėdama žmogaus teisių apsaugos, kokia yra liberaliuose vakarų demokratijose, kuria valdymo sistemą, su integruotomis sekimo, elgesio vertinimo technologijomis. Sistema yra kompleksiška, nes apimanti įvairias valdymo institucijas. Šia sistema bandoma pagerinti problemas egzistuojančias visuomenėje, pvz sumažinti sukčiavimą, skatinti elgtis atsakingai ir morališkai, bei pagerinti vyriausybes funkcijas. Tačiau, pastebimas aiškus naujo visuomenės valdymo metodas, pagrįstas sekimu ir veiksmų analizavimu. Sekimas nutaikytas į visas gyvenimo stritis, nuo to ką individas perka, ką veikia laisvalaikiu, kaip elgiasi viešumoje ar su kuo bendrauja. Taip pat, Kinijos Socialinio Kredito Sistema turi atskirą baudimo sistemą, kuri remiasi, surinkta ir apdorota informacija, panaudojant masinio sekimo technologijas ir didžiųjų duomenų technologijas. Pagal išanalizuotą informaciją, sistema suteikiamas vertinimą, vadinama - piliečio rezultatu arba reitingu, kuris kitiems visuomenės nariams, valstybės institucijoms parodo ar esi patikimas visuomenės narys. Nuo vertinimo, priklauso bausmės atsiradimas, tam tikri veiksmai vertinami teigiamai ir suteikia tam tikrų privilegijų, tačiau neigiamai vertinami poelgiai, suteikia galimybę būti įtrauktam į juoduosius sąrašus, kurie lemia apribotą gyvenimą, kai negali nusipirkti traukinio bilieto, išsinuomoti norimo viešbučio, gauti norimo darbo, leisti vaikus į norimą privačia mokyklą ir kita. Iš tikrųjų, bausmių sarašas nėra baigtinis ir tuo labiau aiškus, todėl tai sukelia tam tikrą neaiškumo jausmą ir galimai nenorą per daug reikštis bijant neaiškių suvaržymų. Šio magistro baigiamojo darbo tikslas yra ištirti ar Socialinio Kredito Sistema pažeidžia saviraiškos laisvę. Keliama hipotezė, kad Socialinio Kredito Sistema, kaip valdymo Sistema, savyje turėdama, baudimo mechanizmus, kuriuos panaudoja įvertinus piliečių veiksmus įvairiuose gyvenimo srityse, turint omeny, kad vertinami veiksmai nėra pilnai apibrėžti, sukelia "vėsinimo efektą" džiaugtis saviraiškos laisve, piliečiams bijant galimų bausmės pasekmių. Darbe analizuojama Kinijos vyriausybės institucijų išleisti planiniai dokumentai, skirti Socialinio Kredito Sistemos įgyvendinimui ir pilnam veikimui 2020 metais. Turint omenyje, kad sistema dar nėra pilnai funkcionuojanti, jaučiamas problematikos ir pačios sistemos poreikis tyrinėjimui, kadangi kyla grėsmė žmogaus teisėms ir saviraiškos laisvei, kuri yra vienas svarbiausių demokratiškos visuomenės pamatų, suteikiančių žmonijai vertybes, kurias vertinamos kaip teikiančios progresą individui, bei tuo pačiu visuomenei, bei žmonijai. Saviraiškos laisvė leidžia keistis idėjoms, komunikuoti, užmegzti santykius, vertinti informaciją, tuo skatinant mąstymo galimybes. Siekiant atsakyti į hipotezę, iškeliami tam tikri uždaviniai. Todėl, darbe siekiama nustatyti, kokios priežastys lemia reikiamybę, kurti tokią valdymo Sistemą, norint sustabdyti egzistuojančias problemas. Aprašomas praeityje atliktas bandymas, leidęs suprasti, sistemos panaudojimą, kaip įrankį visuomenės kontrolei. Analizuojama pati sistema ir jos elementai, tokie kaip baudimo Sistema, kuri yra pagrindas susilaikyti piliečius nuo įvairių veiksmų. Tai yra realios priežastys, kurias norima sustabdyti panaudojant šią sistemą. Toliau analizuojamas saviraiškos laisvės būtinumas visuomenei, individui, plačiąja prasme žmogui. Aptariami galimi, pagrįsti teisėti atvejai, kuomet saviraiškos laisvę galima riboti. Taip pat aptariama, egzistuojanti situacija Kinijoje saviraiškos laisvės srityje. Šiuo darbu nustatyta, kad Socialinio Kredito Sistema pažeidžia saviraiškos laisvę, sukeldama baimę ja pilnai naudotis, dėl galimų bausmių pasekmių. ; The goal of technologies should probably be to make life easier, to enrich its existence, to bring new opportunities for improvement, to contribute to the development of further ideas. However, tech-nologies can be used in two ways, not only to improve human existence, but depending on who owns those technologies and their intentions, there is possibility to bring harm. There is much debate in the public about the mechanisms of control and mass surveillance with increasingly growing track-ing capability and Big data storage, processed by artificial intelligence. Applying these technologies to society control and management system brings new threats and violations to the human rights that have developed in Western society. Such an example is probably the Chinese Social Credit Sys-tem. Social Credit System violates freedom of expression, by not targeting this right specifically, but increasing already existing chilling effect in China legal system. China, as an authoritarian state, is already prone to violating human rights, and is doing so to maintain its power and authority by controlling society. Violating freedom of expression as being intolerant of criticism and those who want democratic change. With no human rights protection compared to liberal western democracies, China is developing a management system, which will harm biggest population in the world China has. Official planning documents describes aims to improve the problems existing in society, such as reducing fraud, promoting responsible and moral behaviour, and improving government func-tions. However, Social Credit System has a punishment system based on everyday activities and communications, which gathered and processed using mass surveillance technology and large data technologies. This information, gives an evaluation called a citizen's score or rating, which is shown to other members of the society, state institutions if one is reliable member of the society. From evaluation, certain actions are evaluated positively and give certain privileges, but neglected behav-iour or behaviour or expression government is not tolerating gives opportunity to be blacklisted, leading to restricted life. For example, not being able to buy train ticket, rent desired hotel, get de-sired job or ones children to attend the private school they want etc. In fact, the list of punishments is not clearly nor defined until the end. This causes a certain sense of uncertainty and fear of un-known restrains.
