Inspiracją do powstania niniejszego opracowania była dla autora konferencja pt. "Inicjatywa Trójmorza – mapa drogowa dla Ukrainy", która odbyła się 27 VII 2021 r. w Kijowie, w siedzibie Ukraińskiego Kryzysowego Centrum Medialnego. Celem artykułu jest przedstawienie projektów zaproponowanych przez stronę ukraińską na wspomnianej konferencji i zestawienie ich z aktualnie realizowanymi priorytetami Trójmorza (Three Seas Initiative – 3SI) z udziałem Ukrainy. Przedstawiciele ukraińskiego resortu infrastruktury zaproponowali listę sześciu projektów kluczowych dla Ukrainy: gazociąg Baltic Pipe, korytarz gazowy Północ‑Południe, Autostrada Czarnomorska, FAIRway – projekt regulacji żeglugi na Dunaju, Cyfrowa Via Carpatia oraz Platforma Cyfrowa dla Monitorowania Baz Hydrograficznych w regionie 3SI. Z kolei projekty współrealizowane przez Ukrainę to: dywersyfikacja źródeł dostaw gazu i integracja infrastruktury gazowej w regionie 3SI, giełda transportowa w regionie 3SI, budowa drugiego toru kolejowego między węzłami Koper (Słowenia) a Divača (Chorwacja), platforma cyfrowa monitorowania baz hydrograficznych w regionie 3SI oraz Via Carpatia. Porównanie wymienionych grup projektów stanowić ma próbę odpowiedzi na pytanie: Jaki jest rzeczywisty udział rządu w Kijowie w projektach 3SI? Czy zaangażowanie w projekty 3SI finansowane ze środków unijnych jest realną szansą na europeizację Ukrainy, czy jedynie sposobem na budowę własnej infrastruktury gazowej, drogowej, czy cyfrowej?

The integration of Ukraine into the European Union in the light of the selected projects of the Three Seas Initiative

This paper was inspired by the conference entitled "Three Seas Initiative‑a roadmap for Ukraine", which took place on 27 VII 2021 at the headquarters of the Ukrainian Crisis Media Center in Kyiv. This article aims to present the projects proposed by the Ukrainian side at the mentioned conference and compare them with the currently ongoing Three Seas Initiative (3SI) priorities involving Ukraine. Representatives of the Ukrainian Ministry of Infrastructure proposed a list of six key projects for Ukraine: the Baltic Pipe gas pipeline, the North‑South gas corridor, the Black Sea Motorway, FAIRway –a project to regulate navigation on the Danube river, Digital Via Carpatia and Digital Platform for Hydrographic Database Monitoring in the 3SI region. In Ukraine, the co‑implemented projects include diversification of gas supply sources and integration of gas infrastructure in the 3SI region, Transport Exchange in the 3SI region, construction of the second railway track between Koper (Slovenia) and Divača (Croatia) hubs, Digital Platform for Hydrographic Database Monitoring in the 3SI region, and Via Carpatia. The comparative analysis of the listed groups of projects presents an attempt to answer the question: What is the actual participation of the Ukrainian government in 3SI projects? Is involvement in 3SI projects financed from EU funds a real chance for the Europeanisation of Ukraine or is it just a way to build its gas, road or digital infrastructure?

Well-being can be described as the balance point between an individual's resources and difficult events in their life (Dodge et al., 2012). A student's well-being at school determines their educational success and functioning within their peer group in the school environment (Karataias et al., 2001; Huebner & Gilman, 2002; Polard & Lee, 2003; Engels et al., 2004; Konu & Lintonen, 2005; Soutter et al., 2013; Renshaw et al., 2015; Opre et al., 2018). The purpose of this article is to identify indicators of student well-being in four categories: school conditions, interpersonal relationships, means of self-realization, and health referring to the School Well-Being Model by Konu and Rimpelā (Konu et al., 2002) (based on Allardt's concept) and situating them in Bronfenbrenner's socio-ecological system. Having analyzed Erik Allardt's concept we decided to apply the dimensions of wellbeing he proposes to create measurable categories for recognizing levels of well-being. Allardt identifies three dimensions: having, loving, and being. Students' assessment of the school situation in the context of individual preferences cannot be neglected, since well-being affects taking on challenges related to various educational tasks. Adequate recognition of difficulties makes it possible to intervene in areas that are most important to promoting well-being. The development and functioning of individuals depend on contexts which are described as the five systems in the ecological model: the microsystem, the mesosystem, the exosystem, the macrosystem, and the chronosystem. The proposed well-being indicators can be used as items in questionnaire studies to obtain a multifaceted view of the conditions that influence students' sense of well-being. Recognizing the problem correctly allows the student to take corrective measures. The presented structure of student well-being indicators can be supplemented and expanded, to adapt to social, political, and health changes. ; Samopoczucie ucznia w szkole decyduje o jego sukcesie edukacyjnym oraz funkcjonowaniu w grupie rówieśników w przestrzeni szkoły. Celem niniejszego artykułu stało się wskazanie na możliwość wykorzystania koncepcji dobrobytu Erika Allardta dla określenia wymiarów samopoczucia ucznia w szkole przy uwzględnieniu kontekstów środowiskowych. Wyodrębniono wskaźniki samopoczucia ucznia, umocowane w systemie ekologicznym Bronfenbrennera, które pozwolą na określenie interesującego badawczo przedmiotu. Nie można pominąć osobistej oceny sytuacji szkolnej w kontekście indywidualnych preferencji, skoro samopoczucie rzutuje na realizację wyzwań związanych z różnorodnymi zadaniami edukacyjnymi. Właściwe rozpoznanie trudności pozwala na wkroczenie z działaniem interwencyjnym w te miejsca, które wymagają naprawy. Zaproponowane wskaźniki samopoczucia mogą służyć jako itemy zastosowane w badaniach kwestionariuszowych. Pozwalają na wielopłaszczyznowy ogląd uwarunkowań, wpływających na odczucie dobrostanu ucznia. Właściwe rozpoznanie problemu daje szansę podjęcia działań korekcyjnych.

Artykuł poświęcony jest analizie wojennych wypraw Piastów na ziemie Rurykowiczów połączonych z oblężeniem, szturmem i zdobyciem miast ruskich lub wkroczeniem do nich bez oporu. Biorąc pod uwagę bardzo aktywny dialog międzydynastyczny na wszystkich możliwych płaszczyznach, w tym samym czasie obserwowano dużą intensywność najazdów Polaków na sąsiednie ziemie wschodnie. Łączna liczba kampanii, które zakończyły się w XI–XIV w. dewastacją miast Rurykidów lub ich okolic, wynosiła co najmniej 24. Ponadto Polacy ponad 10 razy wkraczali na Ruś, występując w niektórych miastach jako obrońcy, sprzymierzeńcy czy opiekunowie miejscowych książąt ruskich, zwłaszcza w pierwszych dziesięcioleciach XIII w. Do najbardziej dramatycznych ze względu na skalę grabieży należały: wjazd Bolesława Chrobrego do Kijowa w 1018 r., zdobycie Wołynia Wołyńskiego przez Leszka Białego w latach 1207–1208, a także zdobycie Lwowa i Przeworska przez Leszka Czarnego w 1280 r. Osobno należy rozpatrzyć przykład zdobycia Lwowa przez Kazimierza III w 1340 r. Jednocześnie, poza opisem oblężenia w sierpniu 1245 r. przez Jarosława, nie posiadamy żadnych innych dowodów myśli inżynierskiej, taktyki i strategii przygotowań do szturmu i zdobywania fortyfikacji ruskich przez Piastów. Całkiem możliwe, że źródła po prostu nie przywiązywały do tego dużej wagi. ; The article is devoted to the analysis of the military campaigns of the Piasts into the lands of the Rurikids with further siege, assault and the capture of the Ruthenian towns or entry into them without any resistance. In general considering very active interdynasty dialogue in all possible planes, at the same time we emphasize the high intensity of the invasions of the Poles into the neighboring eastern lands. The total number of the campaigns that ended during the 11th–14th centuries with the devastation of the towns of the Rurikids or their environs was at least 24. In addition, the Poles more than 10 times entered in Rus', appearing in certain cities as a defenders, an allies, a guardians, a protectors of the local Ruthenian princes, especially during the first decades of the 13th century. Among the most dramatic in the aftermath of the looting were the entry of Boleslav the Brave into Kyiv in 1018, the capture of Volhynian Volodymyr by Leszek the White in 1207/8, and also by Leszek the Black in 1280 – Lviv and Perevoresk. The example of the capture of Lviv by Casimir III in 1340 – should be consider separately. At the same time, with the exception of the description of the siege in August 1245 by Yaroslav, we do not have any other evidence of the engineering thought, tactics and strategy of the preparing for an assaults and the capture of Rus'ian fortifications by the Piast. It is quite possible that the sources simply did not attach much importance to this.

This article presents the history of the use of social media in the election campaigns of politicians from the United States and Israel as a modern phenomenon in the current era due to technological changes in the global media. My article answers the research question: is there a difference in the strategy of using Twitter between Netanyahu and Obama, and what is this difference? It should be noted that many articles have dealt with social networks and the political use of social networks, but as far as I know, the topic of comparison and attempt to find differences in political campaigns between two leaders from the United States and Israel has not yet been investigated, and this is the goal of the article, I will focus on presenting data and information examining the allegations appearing in the official Twitter account of former Israeli Prime Minister Netanyahu regarding security issues and the Iranian threat expressed in his Twitter tweets, so that he presents himself as "responsible for Israel and its citizens." So he constantly presents the issue of national security as a winning card against his opponents in order to win the support of the far right electorate in Israel. Compared to the tweets of Obama the first president of the United States who used social media and especially presidential Twitter to win in support of the American electorate in the 2008 and 2012 presidential elections and to win their economic and social contribution. ; Artykuł przedstawia historię wykorzystania mediów społecznościowych w kampaniach wyborczych polityków ze Stanów Zjednoczonych i Izraela jako współczesnego zjawiska w obecnej epoce ze względu na zmiany technologiczne w światowych mediach. Artykuł odpowiada na pytanie badawcze: Czy istnieje różnica w strategii korzystania z Twittera między Netanjahu a Obamą i na czym polega ta różnica? Należy zauważyć, że wiele artykułów dotyczyło sieci społecznościowych i politycznego wykorzystania sieci, ale o ile mi wiadomo, temat porównania i próby znalezienia różnic w kampaniach politycznych między dwoma przywódcami ze Stanów Zjednoczonych i Izraela nie został jeszcze zbadany. Celem artykułu, jest przedstawienie danych oraz analiza informacji z oficjalnego konta na Twitterze byłego premiera Izraela Netanjahu dotyczących kwestii bezpieczeństwa i zagrożenia ze strony Iranu wyrażonych w jego tweedach. Przedstawia się on w nich, jako "[…] odpowiedzialny za Izrael i jego obywateli […]." Przedstawia on kwestię bezpieczeństwa narodowego jako wygrywającą kartę przeciwko swoim przeciwnikom, aby zdobyć poparcie skrajnie prawicowego elektoratu w Izraelu. Tweety Obamy, który był pierwszy prezydent Stanów Zjednoczonych, wykorzystującym media społecznościowe, tworzą warstwę porównawczą. Przedstawiono prezydenckiego Twittera, służącego zdobyciu poparcia amerykańskiego elektoratu w wyborach prezydenckich w 2008 i 2012 r. Zwycięstwo zawdzięczał on jednak prezentowaniu treści ekonomicznych i społecznych.

The article comprises an analysis of public opinion surveys concerning the environmental awareness in Polish society concerning natural resources and their protection, which issue has not been presented to date comprehensively in the literature on the subject. To this end, i.e. to present the degree of this awareness, the results of opinion surveys on the following topics have been presented and analysed: environmental protection as a social problem and the sources of knowledge on this subject, climate change, natural resources as sources of energy, attitude to the nuclear power plant construction, and air quality. The study has been based on representative surveys carried out by public opinion polling centres. The above-mentioned analysis has been preceded by terminological findings on such terms as "environmental security", "natural resources", "environmental awareness" and "public opinion", with a proposal for a new definition of environmental awareness, referring to elements of legal awareness. It has been assumed that the knowledge of the degree of public awareness is useful in designing legal solutions conducive to environmentally sound behaviour and in taking decisions on a gradual increase in the extent to which public participation in natural resource management is allowed. The research hypothesis that awareness of natural resources among the Polish population is not optimal but is gradually increasing was confirmed. It has been pointed out that legal measures to promote environmental measures need to be complemented and strengthened by instructional and educational measures. ; W artykule dokonano analizy badań polskiej opinii publicznej dotyczących świadomości ekologicznej polskiego społeczeństwa w odniesieniu do zasobów naturalnych i ich ochrony. Kwestia ta nie była dotąd w sposób zbiorczy prezentowana w literaturze przedmiotu. Dla realizacji celu, tj. przedstawienia poziomu owej świadomości, zaprezentowano i przeanalizowano wyniki badań opinii publicznej dotyczące: ochrony środowiska jako problemu społecznego i źródeł wiedzy na ten temat, zmian klimatycznych, zasobów naturalnych jako źródeł energii, stosunku do budowy elektrowni jądrowej i jakości powietrza. Oparto się na reprezentatywnych badaniach przeprowadzonych przez ośrodki badania opinii publicznej. Powyższe poprzedzone zostało ustaleniami terminologicznymi dotyczącymi takich terminów, jak "bezpieczeństwo ekologiczne", "zasoby naturalne", "świadomość ekologiczna" i "opinia publiczna", przy czym zaproponowano nowe ujęcie świadomości ekologicznej, nawiązujące do elementów konstrukcyjnych świadomości prawnej. Przyjęto, iż poznanie poziomu świadomości społecznej jest przydatne w konstruowaniu rozwiązań prawnych sprzyjających postawom proekologicznym oraz w podejmowaniu decyzji o stopniowym zwiększaniu stopnia dopuszczenia społeczeństwa do zarządzania zasobami naturalnymi. Potwierdzono hipotezę badawczą, zgodnie z którą poziom świadomości społeczeństwa polskiego w zakresie zasobów naturalnych nie jest optymalny, ale ulega stopniowemu podwyższeniu. Wskazano na potrzebę uzupełniania i wzmacniania rozwiązań prawnych sprzyjających działaniom proekologicznym poprzez działania edukacyjne i wychowawcze.

Semantic Structure of the Term "Child" in Legislative Texts and Professional Competence of Law Students: Associative-Semantic Aspect This article presents the principles of reconstruction of the semantic structure of the concepts of legal discourse and the methodology of evaluation of the results by involving a professionally oriented audience. The procedure was applied on the example of semantic structuring of the term "child" according to texts of international and Ukrainian legislation in the field of child protection. The article concretises and deepens the idea of the conceptual meaning of the term "child", which combines common language (non-professional) and professionally oriented idea about reality. The associative-semantic experiment held for the purposes of the study set three areas of work: (1) checking the level of students' knowledge of provisions on the rights of the child; (2) checking the knowledge of key legal terms in this domain and the ability to use them in legal proceedings; (3) teaching students to differentiate correctly between legal and general vocabulary in a given field. It was also established that the semantic structure of the term "child" in legislative texts is determined by associative subcomponents – semantic microfields "child and life", "child and protection", "child and health", "child and family", "child and freedom", "child and dignity", "child and development", "child and work", "child and well-being", "child and crime", "child and war", the verbalisers of which are syntactic nominations of the child and the corresponding stereotypical statements that mean a right of the child. Struktura semantyczna terminu "dziecko" w tekstach prawnych a kompetencje zawodowe studentów prawa: Aspekt asocjacyjno-semantyczny Niniejszy artykuł przedstawia zasady rekonstrukcji struktury semantycznej pojęć dyskursu prawniczego oraz metodologię oceny jej wyników przy udziale odbiorców ukierunkowanych zawodowo. Procedurę zastosowano na przykładzie struktury semantycznej terminu "dziecko" zgodnie z tekstami ustawodawstwa międzynarodowego i ukraińskiego w zakresie ochrony dziecka. Artykuł konkretyzuje i pogłębia koncepcję pojęciowego znaczenia terminu "dziecko", który łączy w sobie potoczne i zorientowane zawodowo wyobrażenie o rzeczywistości. Przeprowadzony na potrzeby badania eksperyment asocjacyjno-semantyczny wyznaczył trzy kierunki pracy: (1) sprawdzenie poziomu znajomości przez studentów przepisów dotyczących praw dziecka; (2) sprawdzenie obeznania z kluczowymi terminami prawnymi w tym zakresie i umiejętności posługiwania się nimi w postępowaniu prawnym; (3) wdrożenie studentów do prawidłowej dyferencjacji słownictwa prawniczego i ogólnego w danym zakresie. Ustalono również, że strukturę semantyczną terminu "dziecko" w tekstach prawnych wyznaczają asocjacyjne subkomponenty – mikropola semantyczne "dziecko i życie", "dziecko i ochrona", "dziecko i zdrowie", "dziecko i rodzina", "dziecko i wolność, "dziecko i godność", "dziecko i rozwój", "dziecko i praca", "dziecko i dobrostan", "dziecko i przestępczość", "dziecko i wojna", których werbalizatorami są nominacje syntaktyczne dziecka i odpowiadające im stereotypowe stwierdzenia, które oznaczają prawo dziecka.

Niniejszy artykuł podejmuje problematykę relacji między szczegółowym zagadnieniem języka, jakim są spójniki eksplikatywne (wyjaśniające), oraz zrozumiałością uzasadnień orzeczeń sądowych. Autor rozpoczyna wywód od omówienia funkcji uzasadnień w oparciu o Konstytucję RP oraz orzecznictwo Trybunału Konstytucyjnego, a także wskazuje obowiązujące w tym zakresie standardy. Następnie przedstawia on językową rolę spójników eksplikatywnych w języku polskim, a także ich praktyczne zastosowanie w uzasadnieniach orzeczeń sądowych. Autor konkretyzuje rozważania w tym zakresie na przykładzie skierowanego do francuskich sądów administracyjnych zbioru rekomendacji redakcyjnych opublikowanego przez tamtejszą Radę Stanu. Rozważania teoretyczne są w kolejnym kroku zestawione z zebranymi przez autora danymi statycznymi w zakresie użycia spójników eksplikatywnych w grupie 100 wybranych wyroków Naczelnego Sądu Administracyjnego wydanych w latach 2015–2019. Ostatnim etapem analizy jest wskazanie oraz omówienie dwóch zaobserwowanych problemów związanych ze stosowaniem tychże spójników w zebranym korpusie badawczym. Na podstawie powyższego autor wysnuwa wnioski w zakresie czynników wpływających na zrozumiałość uzasadnień orzeczeń sądowych, możliwych metod zwiększania standardów w tym zakresie, a także roli spójników eksplikatywnych w uzasadnieniach, wliczając w to wiążące się z ich użyciem (albo nieużyciem) stosowanie modeli rozumowania wyjaśniającego albo dedukcyjnego. ; This paper treats the relations between the specific linguistic instrument, i.e., explicative (explanatory) conjunctions, and the comprehensibility of the grounds of court decisions. The author commences by discussing the functions of the grounds taking as a basis the Constitution of the Republic of Poland and the jurisprudence of the Constitutional Tribunal. What's more, he indicates the applicable standards in this regard. As the next step, the linguistic role of explicative conjunctions in the Polish language, as well as their practical application in the grounds of court decisions are presented. The author specifies the considerations in this regard on the example of a set of editorial recommendations published by the French Council of State addressed to French administrative courts. The theoretical considerations are then compared with the statistical data collected by the author on the use of explicative conjunctions in a group of 100 selected judgments of the Supreme Administrative Court issued in 2015-2019. The last stage of the analysis is the identification and discussions of two observed problems related to the use of these conjunctions in the collected research corpus. On the basis of the above, the author draws conclusions regarding the factors influencing the intelligibility of the grounds of court decisions, possible methods of increasing the standards in this regard, as well as the role of explicative conjunctions in the grounds, including the use of explanatory and deductive reasoning models that their application (or non-usage) entails. ; 11 ; 249 ; 263 ; Zeszyt Prawniczy UAM

The article concerns the good of the child clause. Once the sense of the clause was specified, the focus of the article was shifted onto the issue that is closely related to the practice of judicial decisions undertaken by courts, namely to the criteria under which the courts apply this clause. To illustrate the issue, it was necessary to make references to the achievements of the theory of law concerning the linguistic interpretation and functional interpretation and, in particular, the relationship between them. The background and inspiration for the considerations is the decision of the Supreme Court issued a few years ago, in which the obvious thesis was propounded that if the linguistic interpretation leads to absurd conclusions, contradicting the assumption of the rationality of the legislator's actions and contradicting the axiology of the legal system, then the conclusions should be abandoned and the decisions should be made on the basis of the good of the child clause. The author however claims that the Supreme Court has erroneously interpreted Article 42 of the Act of family support and foster care. He supports his claim saying that in the discussed case there were no grounds for rejecting the norm interpreted with the use of linguistic interpretation methods. Moreover, the author asserts that the Supreme Court has improperly applied that functional interpretation since, referring to the constitutional value of the good of the child, it did not in fact protect it, and by its decision the court made the person who did not meet the legal and moral criteria obtain the status of a foster family. ; Artykuł dotyczy klauzuli dobra dziecka. Po omówienia jej sensu uwagę skoncentrowano na zagadnieniu mającym ścisły związek z praktyką orzeczniczą sądów, a mianowicie na kryteriach stosowania przez nie tej zasady. Wymagało to nawiązania do dorobku teorii prawa dotyczącego wykładni językowej i wykładni funkcjonalnej, a zwłaszcza relacji między nimi. Tłem i inspiracją dla rozważań jest wydane kilka lat temu postanowienie Sądu Najwyższego, w którym wypowiedziano oczywistą tezę, że jeżeli wykładnia językowa prowadzi do wniosków absurdalnych, sprzecznych z założeniem o racjonalności działań prawodawcy i przeczących aksjologii systemu prawa, wówczas należy od nich odstąpić, formułując orzeczenie na podstawie klauzuli dobra dziecka. Autor zarzuca Sądowi Najwyższemu błędy w interpretacji kluczowego art. 42 ustawy o wspieraniu rodziny i systemie pieczy zastępczej oraz twierdzi, że w omawianej sprawie brak było podstaw do odrzucenia normy wyinterpretowanej metodami wykładni językowej. Ponadto zarzuca Sądowi Najwyższemu niewłaściwe zastosowanie wykładni funkcjonalnej, skoro powołując się na wartość konstytucyjną, jaką jest dobro dziecka, w istocie dobra tego nie chronił, a wyrokiem spowodował uzyskanie statusu rodziny zastępczej przez osobę, która nie spełniała prawnych i moralnych po temu kryteriów.

The objective scope of the analysis encompasses special measures used in the fight against terrorism in the context of ethical and constitutional principles attributed to a democratic state ruled by law and a liberal democracy. A practical example of a special measure used in the fight against terrorism, and presented in the text, is furnished by the content of one of the articles in the Polish Aviation Law, which was found unconstitutional in 2008. The content of this article made it possible for an administrative authority to make a decision with regard to consenting to the destruction of a civil aircraft, if it was used as a means of terrorist attack. The main purpose of the paper is to consider the acceptable scope of radical measures in the fight against terrorism, while taking into account the reinterpretation of priorities in the hierarchy of legal principles. In order to elaborate the objective scope of the analysis, the following research question is phrased: To what extent is it possible to sacrifice the well-being of the individual (dignity, rights and freedoms) for the sake of the common good (security)? The adopted analysis methodology is based on a thought experiment consisting in the reinterpretation of ethical principles and the values of the constitutional norms in a democratic state ruled by law and a liberal democracy. With the benefit of essentialist reduction, it is posited that the two competing constitutional principles are the principle of dignity and the principle of the common good; they can be reduced to, for instance, protection of the life of an individual or of members of the community as a whole. Abstrakt Zakres przedmiotowy analizy obejmuje zagadnienie szczególnych środków walki z terroryzmem w kontekście zasad etycznych i konstytucyjnych przypisanych demokratycznemu państwu prawa i demokracji liberalnej. Przykładem praktycznym szczególnego środka walki z terroryzmem zaprezentowanym w tekście jest treść jednego z artykułów polskiego Prawa lotniczego, który został uznany za niekonstytucyjny w 2008 roku. Treść artykułu dawała możliwość podjęcia decyzji przez organ administracji publicznej w zakresie wyrażenia zgody zniszczenia cywilnego statku powietrznego w sytuacji, gdy ten użyty jest jako środek ataku terrorystycznego. Głównym celem pracy jest rozważanie zakresu dopuszczalności stosowania radykalnych środków walki z terroryzmem przy uwzględnieniu reinterpretacji priorytetów w hierarchii zasad prawnych. W celu uszczegółowienia zakresu przedmiotowego analizy zaprezentowano następujące pytanie badawcze: W jakim zakresie możliwe jest poświęcenie dobra jednostki (godności, praw i wolności) na rzecz dobra wspólnego (bezpieczeństwa)? Metoda analizy opiera się na eksperymencie myślowym polegającym na reinterpretacji zasad etycznych i wartości norm konstytucyjnych w demokratycznym państwie prawa i demokracji liberalnej. Przyjęto za pomocą redukcji esencjonalnej, że dwie rywalizujące ze sobą zasady konstytucyjne, to zasada godności i zasada dobra wspólnego, które mogą być sprowadzone np. do ochrony życia jednostki lub członków wspólnoty jako całości.

This paper proposes an approach to the reception of contemporary Spanish literature in Poland through the translation grants offered by the Spanish government. These grants allow us to know which are the most in-demand Spanish authors by foreign publishers, and how the publishing trends are changing the canon of contemporary Spanish literature. Our study considers the period between 2006-2016 and tries to answer questions such as which are the most translated Spanish authors and titles, which genres predominate and which Polish publishers have the greatest interest in the publication of contemporary Spanish literature. ; Los estudios de recepción de la literatura española en lenguas extranjeras son numerosos, pero aún insuficientes, ante el gran número de lenguas y el amplio periodo cronológico que es posible analizar. En esta contribución analizamos la recepción de la literatura española contemporánea en Polonia a través de los programas de ayuda a la traducción ofrecidos por el Ministerio de Cultura de España. The paper discusses a significance of guarantees and sureties granted by the State Treasury and Bank Gospodarstwa Krajowego (BGK) within the framework of governmental guarantee and surety schemes covering projects implemented with the use of the European Union funds. The aim of the study is to determine whether the legislator adjusts the provisions of the currently effective Act of 8 May 1997 on Sureties and Guarantees granted by the State Treasury and certain legal entities to the economic needs of the state, including those related to obtaining funds from the European Union for the implementation of undertakings and projects. It has been assumed that the analysed sureties and guarantees of the State Treasury and BGK have constituted an important and practically applied instrument of economic development of the state for several decades. In the final conclusions, the Author states, among others, that the discussed solutions of the ASG are conducive to supporting an innovative, investment and development activity in the state. However, only the sureties and guarantees of BGK are an effective tool of obtaining the European Union funds which are related to the governmental surety and guarantee scheme. The Author has used a dogmatic and analytical research method, based on the legal status in force on 15 November 2019. Certain aspects of the historical method are evidenced by considerations on the evolution of the solutions adopted in the ASG. ; Wspieranie przedsięwzięć inwestycyjnych w ustawie o poręczeniach i gwarancjach udzielanych przez Skarb Państwa oraz niektóre osoby prawne – analiza wybranych zagadnień. Multiple migrations in Europe: Polish migrants in the United Kingdom, the Netherlands, Ireland and Germany

Traditionally, research on migration studied one-directional flows of people occurring between the country of origin and a single destination country. Few studies go beyond this framework, mainly due to limited access to data. The aim of this article is a broader analysis of multiple migration, i.e. migration sequences, returns and re-emigrations, in particular to next destination countries. This is made possible thanks to the National Polish Bank survey of Polish migrants residing in the United Kingdom, the Netherlands, Ireland and Germany in 2016. Analysing the results of this survey, we estimate that multiple migrants constitute around 11 % of all Polish migrants. We analyse the profile of Polish multiple migrants, as opposed to other migrants, and we compare the profile of multiple migrants in various countries. We find some similarities in the profiles of multiple migrants in the four countries, however this is not a homogeneous group, probably due to various selection mechanisms operating for the destination countries involved. In addition, we describe the destinations for multiple migrations of Poles and we point to the dominant role of the European Union Member States as destinations.

Streszczenie

Tradycyjnie badania nad migracjami dotyczyły jednokierunkowych przepływów ludności z kraju pochodzenia do poszczególnych krajów pobytu. Niewiele badań wybiegało poza te ramy, głównie z powodu ograniczonego dostępu do danych. Celem tego artykułu jest szersza analiza, odnosząca się do migracji wielokrotnych, to jest sekwencji migracji, powrotów i powtórnej migracji, w szczególności do kolejnych krajów docelowych. Jest to możliwe na podstawie danych pochodzących z sondażu Narodowego Banku Polskiego na temat polskich migrantów mieszkających w Wielkiej Brytanii, Holandii, Irlandii oraz Niemczech w 2016 roku. Analizując wyniki tego sondażu szacujemy, że migranci wielokrotni stanowią około 11% wszystkich polskich migrantów. Porównujemy profil polskich migrantów wielokrotnych z profilem pozostałych migrantów oraz dokonujemy porównań wewnątrz grupy migrantów wielokrotnych. Odnajdujemy pewne podobieństwa pomiędzy profilami migrantów wielokrotnych w czterech krajach. Równocześnie wskazujemy jednak, że nie jest to grupa jednorodna, prawdopodobnie ze względu na zróżnicowane mechanizmy selekcji do różnych krajów docelowych. Ponadto przedstawiamy kierunki geograficzne migracji wielokrotnych Polaków oraz wskazujemy na dominującą rolę krajów Unii Europejskiej dla tych migracji.

The idea of sustainable development, extended at the end of 20th century, takes the form of a strategic concept in the field of socio-economic development in many countries and their regional groupings. It is also being promoted by international organizations, considering the United Nations and NGOs. The concept usually involves three aspects, namely environmental, economic and social, in formulating corresponding goals and ways of achieving them. The implementation of this concept is a huge challenge due to the nature of market mechanism. This concept also applies to agriculture, which is a complex system. Sustainable agriculture should be considered at the different levels of vertical order – in particular at the level of agricultural holdings (microeconomic level), state (macroeconomic level) and global (planetary level). The order determines the hierarchy of objectives for agriculture sustainable development and measures to achieve them. Economic objectives are the most important in the case of farms, while social goals should dominate at the state level. At the global level, environmental objectives are particularly significant, because of biosphere natural limits. Defining socially rational solutions require holistic approach to agriculture sustainable development. This applies both horizontal analysis (different aspects, different purposes, different activities), as well as vertical considerations (taking into account microeconomic, macroeconomic and planetary level). The aim of paper is to present the significance of the holistic approach in the implementation of sustainable development principles at different agriculture levels – farm, sector, global. ; Idea zrównoważonego rozwoju, upowszechniona pod koniec XX wieku, przyjmuje postać koncepcji strategicznej w zakresie rozwoju społeczno-gospodarczego w wielu krajach i ich ugrupowaniach regionalnych. Jest ona także promowana przez organizacje międzynarodowe, na czele z ONZ. Koncepcja ta zazwyczaj obejmuje trzy aspekty, a mianowicie środowiskowy, ekonomiczny i społeczny, formułując odpowiadające im cele i sposoby ich osiągania. Wdrożenie tej koncepcji stanowi ogromne wyzwanie ze względu na specyfikę mechanizmu rynkowego. Koncepcja ta odnosi się również do rolnictwa, które stanowi złożony system. Zrównoważenie rolnictwa należy rozpatrywać na różnych poziomach układu pionowego – w szczególności na poziomie gospodarstw rolnych (poziom mikroekonomiczny), na poziomie państw (poziom makroekonomiczny) i na poziomie globalnym (poziom planetarny). Układ ten determinuje hierarchię celów zrównoważonego rozwoju rolnictwa oraz działania służące ich osiągnięciu. Cele ekonomiczne są nadrzędne w przypadku podmiotów gospodarczych, zaś cele społeczne powinny dominować na poziomie kraju. Na poziomie globalnym za najistotniejsze należy uznać cele środowiskowe, ze względu na naturalne granice biosfery. Znajdywanie racjonalnych społecznie rozwiązań wymaga holistycznego ujęcia zrównoważonego rozwoju rolnictwa. Dotyczy to zarówno zakresu poziomego (różnych aspektów, różnych celów, różnych działań), jak i układu wertykalnego (uwzględniania różnych poziomów: mikro- i makroekonomicznego, planetarnego). Celem artykułu jest uzasadnienie znaczenia zasady holizmu w zrównoważonym rozwoju rolnictwa na poziomie gospodarstwa rolnego (mikro), sektora rolnego (makro) i globalnym (planetarnym).

The study examines the political thought of the pro-choice Dziewuchy Dziewuchom (Gals for Gals) movement, which was active in Poland in 2016–2018. The main goal of the analysis was to determine how the sense that one's needs were satisfied was changing during the political activity of the Gals and to what extent these changes depended on the external stimuli provided by Polish Parliament working on two bills to tighten the anti-abortion law. The research issues were resolved using qualitative source analysis, relational content analysis and the dyad of the theoretical categories of relative deprivation (RD) and gratification (RG). The study shows that the Gals for Gals movement created an internally coherent picture of their situation. However, relative deprivation and gratification were manifested only immediately after the movement was established and on its first anniversary. The manifestations did not depend on external stimuli provided by the successive stages of the legislative processes. The manifestations of deprivation served the purpose of discursive self-legitimation of the movement, and of gratification expressed organizational success. These types of attitudes emerged during the second stage, that is after the rejection of the first bill at the second reading, when the Gals discursively self-relegitimated the movement and expressed a sense of organizational success and satisfaction of the need for social recognition. This means that the Gals were not satisfied with achieving the goals of the movement, and the efforts to neutralize relative deprivation did not motivate their political activity. ; Przedmiotem badania jest myśl polityczna ruchu pro-choice Dziewuchy Dziewuchom, który działał w latach 2016–2018 w Polsce. Główny cel analizy to ustalenie jak zmieniało się poczucie zaspokojenia potrzeb w czasie aktywności politycznej Dziewuch oraz w jakim stopniu zmiany te były uzależnione od bodźców zewnętrznych w postaci prac w Sejmie RP nad dwoma projektami ustaw o zaostrzeniu przepisów antyaborcyjnych. Do rozwiązania problemów badawczych wykorzystano jakościową analizę źródeł, relacyjną analizę zawartości oraz diadę kategorii teoretycznych relatywnych deprywacji i gratyfikacji. Badanie pokazuje, że Dziewuchy stworzyły wewnętrznie spójny obraz swojej sytuacji. Manifestacje względnych deprywacji i gratyfikacji wystąpiły jednak tylko bezpośrednio po powstaniu ruchu i podczas pierwszej rocznicy działalności. Nie były one uzależnione od bodźców zewnętrznych w postaci etapów procesów legislacyjnych. Deprywacje służyły do dyskursywnej autolegitymizacji ruchu, a gratyfikacje do manifestacji sukcesu organizacyjnego. Podczas drugiego okresu, gdy wystąpiły te typy postaw, czyli po odrzuceniu pierwszego projektu w drugim czytaniu, Dziewuchy dyskursywnie autorelegitymizowały ruch oraz dawały wyraz poczucia sukcesu organizacyjnego i zaspokojenia potrzeby uznania społecznego. Oznacza to, że realizacja celów ruchu nie przynosiła Dziewuchom satysfakcji, a dążenie do neutralizacji względnych deprywacji nie stanowiło motywacji aktywności politycznej.
