In recent international comparative studies of urban governance, the nation-state has usually figured as a direct influence on local government and politics. This article, drawing on case studies of a similar U.S. city and German city, demonstrates the need for a new, more sophisticated conception of the effects from national institutions. In the German city, a pro-business coalition carried out extensive social and environmental policies. In the U.S. city, a progressive coalition subordinated social and to a lesser degree environmental objectives to developmental aims. To account for these results, the author proposes and applies a typology of national institutional contexts. These contexts influenced urban governance not only through direct effects on the choices of local elites and activists but through indirect effects on translocal economies, urban economies, and local culture.

The paper gives some insights into the state of research and public debate abot poverty in Slovakia. It suggests that the idea of personal responsibility and the diminution of the state, and the practical need to rduce the public expenditures frame the public debate and the research orientation substantially, and that there is the tendency both of the poor families and politicians to avoid the discussion about everyday livelihood troubles of those living on social support. The author introduces some findings of the family history research History of Poverty in Slovakia that was the part of the international project designed and co-ordinated by Julia Szalai to present survival strategies of poor households and discusses the outcomes of their tendency to veil their poverty and include themselves by trying to pretend major consumption standards.

With this edition we introduce the Harrison Symposium as a regular feature of Politics and the Life Sciences, The Symposium will focus on current, debates, developments, and controversies in the domain of global governance, globalization, and the life sciences.The Symposium is a product of the University of Maryland's Harrison Program on the Future Global Agenda. The Harrison Program's mission is to promote research, teaching, and public dialogue on issues related to ecological security, long-term sustainability, energy and environmental policy, and global governance. Symposium editors are Dennis Pirages, the Horace Harrison Professor of International Environmental Politics at the University of Maryland and Ken Conca, Harrison Program director. We aim for the Symposia to be ongoing discussions; readers are encouraged to submit comments, reactions and suggestions for future Symposia to the editors.

La profesionalización de las Fuerzas Armadas ha obligado a despenalizar los polémicos delitos relativos al servicio militar y a la prestación social sustitutoria, cuya gravedad había sido ya suavizada mediante la LO 7/1998. Por otra parte, la introducción de un nuevo delito de sustracción de menores, agravado en caso de traslado internacional, se completa con la inducción de menores al quebrantamiento del régimen de custodia. ; The professionalization of the Armed Forces has led to the decriminalization of controversial offences related to the military service and the alternative social benefits, which gravity had already been softened by LO 7/1998. Moreover, the introduction of a new offence of subtraction of minors, aggravated in case of international transfer, is completed by the induction of minors to the breach of the custody regimen.

Demonstrations ; International audience ; We present a model-based case tool dedicated to the prototyping of highly interactive (also called post-WIMP) applications. Such applications are challenging to model and to prototype, since they require the use of non-standard widgets and interaction techniques and exhibit a complex dynamic behavior. The tool, called PetShop, embodies the results of several years of research about the formal modeling of interactive systems, and its main application domain is safety-critical interactive applications such air-traffic control or military command and control systems. PetShop stands apart from most formal-based tools since it supports and promotes an iterative and user-centered design process, and also stands apart from most model-based tools since it goes beyond WIMP interfaces and does not sacrifice the formal validation of models.

International audience ; Le football, comme l'ensemble des sports, a connu des transformations économiques considérables durant les vingt dernières années, changeant la signification de la circulation de l'argent dans ce sport : la logique rationalisatrice de la rentabilisation a pris le pas sur celle du prestige et de la dépense. Si cette nouvelle logique peut contribuer à une moralisation de l'argent, elle n'échappe pas aux tentations de l'hybris et, surtout, elle met en cause l'existence des principes de base de ce qui fait la culture du football : l'incertitude et l'identification. Si l'idée d'une régulation du football a un sens, c'est moins dans l'idée d'une prohibition de cette rationalisation économique que dans celle d'un rappel permanent que le football vaut par sa capacité à mettre en scène les valeurs des sociétés modernes et contribue à les faire vivre.

International audience ; The proposal is to use clusters, graphs and networks as models in order to analyse the Web structure. Clusters, graphs and networks provide knowledge representation and organization. Clusters were generated by co-site analysis. The sample is a set of academic Web sites from the countries belonging to the European Union. These clusters are here revisited from the point of view of graph theory and social network analysis. This is a quantitative and structural analysis. In fact, the Internet is a computer network that connects people and organizations. Thus we may consider it to be a social network. The set of Web academic sites represents an empirical social network, and is viewed as a virtual community. The network structural properties are here analysed applying together cluster analysis, graph theory and social network analysis.

The peaceful & democratic integration of the European countries, including the Eastern enlargement of the Union, cannot be completed if the EU does not become a true, though not federal, polity. Making the European institutions fully legitimate & accountable requires the development of political identity in a shape that is different from both national & cultural identity, but is not opposite to them, & can accommodate diversity & change. Its contents can be seen in a specific set of constitutional values & principles, including a model of social relations, an international standing, & a peculiar & unprecedented system of governance. Identity-formation in the EU goes through several channels, but has still to generate a European public sphere, though the source of this difficulty does not lie in the lack of a European people or demos. 11 References. International audience ; L'observation des interactions contemporaines entre religion et politique en Espagne permet de revoir à la baisse les constats les plus radicaux de sécularisation achevée du politique. Cette relativisation peut se faire depuis au moins deux perspectives. La première, renvoyant à une approche institutionnelle classique, se penche sur les relations entre acteurs religieux et acteurs politiques. On insiste ici sur le rôle légitimant des leaders religieux dans le processus de transition politique, et sur la reproduction au sein du champ religieux des limites du consensus démocratique, observable notamment sur les territoires réfractaires. La deuxième perspective élargit le spectre en s'interrogeant à la fois sur les effets de l'appartenance catholique sur les cultures politiques, et sur la nécessité d'une conception souple de l'institution ecclésiale pour saisir la multiplicité des effets structurants du catholicisme sur l'espace public espagnol.

Der Übersichtsartikel über rechtsextreme Musik in der Bundesrepublik Deutschland beginnt mit einer Skizze des Phänomens 'Rechtsrock' bzw. 'White Power Musik' und seiner historischen Entwicklung. Mit Rechtsrock ist vor allem die Musik rechtsextremer Skinheads gemeint, die in den 1970er Jahren ihren Anfang nimmt. Dabei ist jedoch zu beachten, dass es 'die' deutsche Rechtsrockszene nicht gibt, sondern nur unterschiedliche Akteure mit unterschiedlichen Interessen, die unterschiedliche Arten von Musik produzieren und verbreiten. Aber auch die Anhängerschaft dieser Musik geht weit über das Spektrum subkulturell geprägter Rechtsextremisten hinaus, sodass unter dem Begriff Rechtsrock jegliche Art von Musik zusammengefasst werden kann, deren inhaltliche Botschaft Rechtsextremismus ist, zum Teil ganz offen, zum Teil subtil und versteckt. Als Fallbeispiel für den Versuch, das rechtslastige politische Engagement mit einem finanziellen Standbein zu verbinden, werden die unternehmerischen Aktivitäten in der rechtsextremen Musikbranche von T. Lemmer beschrieben. Dem ehemaligen Fraktionsgeschäftsführer der Republikaner-Abspaltung Freie Wählergemeinschaft (FWG) im Düsseldorfer Landtag gelingt es Ende 1993, Geschäftsräume für seinen Plattenvertrieb anzumieten. Das zweite Fallbeispiel präsentiert die grenzüberschreitenden Vorgehensweisen der szeneinternen Organisation Blood and Honour bei dem Ziel, mit der Musik politische Botschaften zu übermitteln. In einer abschließenden Bewertung stellt der Autor fest, dass Rechtsrock bzw. White Power Musik bei der Weiterentwicklung und Vernetzung der internationalen Rechtsextremismusszene eine entscheidende, wenn nicht gar die wichtigste Rolle spielt. (ICG2)

An assessment of the first 10 years of the "Contemporary Austrian Studies" (CAS) series restates the original editorial philosophy of providing "an international & comprehensive interdisciplinary approach" to advance the study of Austria. The goal of providing equal space for all periods of post-Habsburg history has not as yet been met, but it is hoped that the lack of attention given to the interwar period will be remedied with future volumes. The inclusion of historiography round tables, as well as extensive review essays & book reviews, has encouraged debate, & annual political reviews have given readers outside Austria an opportunity to keep up with Austrian political events. A statistical survey of CAS essays & their chronological distribution is included, along with the names & nationalities of CAS board members over the years. 1 Table. J. Lindroth
