Parteinsystem und Föderalismus: institutionelle Strukturmuster und politische Dynamiken im internationalen Vergleich

"Der Beitrag behandelt die Zusammenhänge zwischen dem Parteiensystem und der Funktionsweise und Entwicklung des Föderalismus im internationalen Vergleich. Untersucht werden die sechs klassischen Bundesstaaten: Australien, Deutschland, Kanada, Österreich, die Schweiz und die USA. Zunächst wird ein zweidimensionales Modell der Entwicklungsdynamiken föderativer Systeme präsentiert, das als Ordnungsschema für die weitere Interpretation der Fälle dient. Im Weiteren werden die Parteiensysteme und die institutionellen Strukturen des Föderalismus vergleichend analysiert, bevor verschiedene Konfigurationen von Parteiensystem und Föderalismus herausgearbeitet werden. Die je spezifischen Konfigurationen, so das zentrale Argument des Beitrags, erklären die Funktionsweise und die Entwicklungsdynamik föderativer Systeme." (Autorenreferat)

The international system and the Syrian civil war

How does the international system impact a civil war? Does polarity affect the war's outbreak, character and how long it lasts? Systemic Realists argue multipolarity makes inter-state war more likely, but is this also true of intra-state war? Using the Syria conflict (2011-present) as a case study, this article suggests a connection can be found. It argues that the end of US-dominated unipolarity, and its interaction with a new multipolarity in the Middle East region impacted the behaviour and calculations of foreign states involved, contributing to the outbreak of war and how it progressed. The same interacting multipolarity paradoxically also shaped Russia's decision to intervene in 2015, ultimately edging the war towards a conclusion, something that Systemic Realists would not expect. This study of the systemic effects in the Syria conflict suggests that the Neo-Realist concept of polarity continues to have relevance and can be useful in understanding intra- as well as inter-state conflict. It points to the importance of the interaction between regional and global systems in generating these effects, and it suggests a reconsideration of the Neo-Realist view that multipolarity always makes wars harder to end.

Das Europäische Parlament: Organ im politischen System der Europäischen Gemeinschaft und Ort supranationaler Parteipolitik

Das Europäische Parlament ist nur wenig im Bewußtsein der Öffentlichkeit verankert, weil es bislang nicht jene politischen Befugnisse und Kompetenzen besitzt, die ihm eine maßgebliche Mitbestimmung der EG-Politik erlauben und weil die Abgeordneten des Europaparlaments bisher ihr Mandat nicht direkt von der Bevölkerung erhielten, sondern von ihren nationalen Parlamenten delegiert wurden. Im institutionellen Gefüge der EG nehmen sich die Aufgaben und Befugnisse des Europaparlaments bescheiden aus: es kontrolliert die Exekutive, ist an der Rechtsetzung beteiligt und wirkt am Haushalt mit. Die Arbeit des Europaparlaments wird durch seine Aufgliederung in Präsidium, Ausschüsse, Fraktionen und Plenum strukturiert. Zentrum der politischen Willensbildung und gleichzeitig hervorstechendstes Kennzeichen des Europäischen Parlaments sind die multinational zusammengesetzten und supranational organisierten und arbeitenden Fraktionen. Sozialisten, Liberale und Christdemokraten haben schon frühzeitig den supranationalen Charakter des Parlaments geprägt und versucht, das Prinzip einer nationalen Interessenvertretung zugunsten einer gemeinsamen, ideologisch-orientierten Politik aufzugeben. Hierin sieht der Autor die eigentliche Bedeutung des Europaparlaments, da der damit verbundene hohe Politisierungsgrad der Fraktionen neue Impulse für den gesamten Integrationsprozeß erwarten läßt. Das politische System des Kantons Schaffhausen : Akteure, Institutionen und Entscheidungsprozesse in einem Kleingliedstaat
The aim of this thesis is to analyse how the political system of the Canton Schaffhausen works. The first part deals with the actors (parties, associations, press and local authority) and institutions (parliament, government and administration) which are involved in the decision making process. The second part analyses material decision making processes in the period 1989-2002. The improvement for political science is the removal of two deficits in research. One is the federalism research of Switzerland and the other the research on very small components in federal states. Although Switzerland is one of the most federal countries in the world there is a lack of specific literature on the cantonal level. Above all are comparative treatises on elements like election system or referendum. Very small components in federal states are characterized by a very little population (in absolute terms) and are hence confronted with specific problems but also prospects. This thesis is a contribution to this young research discipline. The statistical datas are made by a mixture of methods: literature, interviews with experts, questionnaire to cantonal MP´s and analyse of official documents.
