From the 1980s, new telematic technologies have meant a great evolution in several areas. In the transportation domain, their use has implied the development and implementation of several intelligent transport systems (ITS). However, these deployments were done in an isolated way. Traffic managers, public and private organisations, stakeholders and others have implemented ITS without much perspective, that is, without providing ITS as services for end users. In the last few years, several European Union (EU) funded projects have been dealing with the development of harmonised ITS services. For example, the EasyWay Project is involving most of the European countries (EU member states and others) to deploy harmonised ITS services taking into account the European citizen as the final target. In this study, an introduction of the EasyWay project is made, including the ITS concept services and the deployment guidelines for harmonisation. In November 2012, EasyWay presented a new version of DGs, which were approved with minor editorial changes. An overview on these DGs for the ITS services is presented and two real Spanish road traffic ITS services are analysed.

Health impact assessment (HIA) and comparative risk assessment (CRA) are important tools with which governments and communities can compare and integrate different sources of information about various health impacts into a single framework for policy-makers and planners. Both tools have strengths that may be combined usefully when conducting comprehensive assessments of decisions that affect complex health issues, such as the health risks and impacts of transport policy and planning activities. As yet, however, HIA and CRA have not been applied widely to the area of transport. We draw on the limited experience of the application of these tools in the context of road transport to explore how comparative assessment of transport risks can contribute to HIA of transport policies.

In-depth examination of the inherent tensions and dynamics of transport corridors in Africa: between short-term optics and long-term durability; between regional integration and national interest; between the facilitation of trade and the generation of corridor revenue. The image of the corridor, a central pathway of road and rail carving its way through Africa's interior, has guided the coordination of transport and trade developments on the continent in recent decades. Existing analysis of the "Corridor" - a label with a great capacity to change shape, guiding funding and infrastructural priorities at different times and in different settings - tends to be presentist, technical, and conveyed in the language of transport economics. The chapters collected here showcase a more varied approach, offering perspectives from academics and policy-makers coming from a range of disciplinary backgrounds. They capture the varied forms of the corridor concept (developmental, transport, and trade corridors), the multiplicity of actors (including China and the European Union), as well as the different permutations of the infrastructure itself, in corridors linking coastal states and in others that link coastal states with the hinterland. The breadth of cases allows for a comparative perspective of East, West, and Southern Africa, as well as the basis of comparisons outside of the continent in Europe, South Asia, and elsewhere. The motivations behind corridor initiatives in Africa range enormously, from resource extraction to urban development and poverty reduction. A lot depends on scale, and this collection places the grand designs thrashed out at continental and regional economic forums alongside the individual concerns of drivers and cross-border traders hauling goods across the continent's checkpoints. What emerges are a number of central tensions in the study of transport corridors: between short-term optics and long-term durability; between road and rail as modes of transportation; between regional integration and national interest; between the facilitation of trade and the generation of corridor revenue; between different port configurations; and between local dynamics and the dynamics of long-distance transportation. Die Regelungen zur Beförderung gefährlicher Güter beruhen großteils auf internationalen Vorschriften, um die Rechtslage auf globaler Ebene größtmöglich zu vereinheitlichen. Auch die EU ist bestrebt durch Verordnungen und Richtlinien, insbesondere die RL 2008/68/EG über die Beförderung gefährlicher Güter im Binnenland, zu einer maximalen Harmonisierung der Rechtslage beim grenzüberschreitenden Transport zwischen den Mitgliedstaaten aber auch über ihre Grenzen hinaus, beizutragen. Allerdings überlässt auch die EU die konkrete Regelung internationalen Organisationen wie der UN-Economic Commission for Europe. Die EU erklärt durch die RL 2008/68/EG, dass die internationalen Übereinkommen ADR, RID und ADN von ihren Mitgliedstaaten innerstaatlich umgesetzt werden müssen, sieht aber auch Ausnahmen vom Geltungsbereich der RL vor und erlaubt in bestimmten Bereichen den nationalen Gesetzgebern abweichende Regelungen zu treffen. Grundlagen für die Übereinkommen ARD/RID/ADN stellen die von der UNO erlassenen Empfehlungen dar. Es besteht eine gesonderte Ad-hoc-Arbeitsgruppe, die für die Harmonisierung der UN-Empfehlungen und der Übereinkommen ADR/RID/ADN verantwortlich ist. Strafbestimmungen sind in den internationalen Übereinkommen nicht normiert. This entry has been realised in the framework of the H2020-MSCA-RISE-2018 project "LoGov - Local Government and the Changing Urban-Rural Interplay". LoGov aims to provide solutions for local governments that address the fundamental challenges resulting from urbanisation. To address this complex issue, 18 partners from 17 countries and six continents share their expertise and knowledge in the realms of public law, political science, and public administration. LoGov identifies, evaluates, compares, and shares innovative practices that cope with the impact of changing urban-rural relations in five major local government areas: (1) local responsibilities and public services, (2) local financial arrangements, (3) structure of local government, (4) intergovernmental relations of local governments, and (5) people's participation in local decision-making.
