In this article, we address the problem of how technoscience knowledge and practices are translated when they are relocated during the highly organized, international encounters between cultures, often called "development." We examine efforts to build a "model" Australian dairy and instantiate Australian dairy practices in East Timor following East Timor's recent emergence as a nation-state. Through this ethnography of development's construction of a heterogeneous sociotechnical assemblage, we show how knowledge and power inform the practices that enable Western models of production and exchange to be reassembled in postcolonial spaces. In aiming to conduct a symmetrical anthropology of development based in the actor-network approach, we follow development's actors and actants as well as its epistemic divisions - nature and culture, human and nonhuman, us and them - into East Timor, arguing that the politics and agency of technology transfer is distributed among discourse, epistemology, and human and nonhuman actors.

English is an international language. Establishing a bilingual (English–Chinese) environment has been enthusiastically promoted in Taiwan. Signs written in English and Chinese can be seen in the everyday environment of the streets, public transportation, airports, or stores. However, some of the English signs are poorly translated, such as "Hualien County Goveinment" (Hualien County Government), "Watch out for Snacks" (Watch out for snake), or "Champing" (camping) (Hua, 2012; Zheng, 2010). This case study analyzes 44 Taiwanese EFL college students' awareness of translation errors in their everyday environment. This study has two major findings. First, the errors participants identified and corrected were mostly rendition errors Secondly, participants regarded the task of identifying errors in the daily environment as meaningful, but they were not able to correct these errors immediately when they found them. Three suggestions are made for the effectively integrating the identification of translation errors into translation classes.

International audience ; L'évolution de l'agriculture française entre 1980 et 2010 est marquée par la poursuite de lacroissance de la production agricole hors subventions en volume, mais avec moins de foncier,moins de travailleurs, et autant de capital. Une question se pose : quelles sont les conséquences deces évolutions capitalistiques et technologiques sur les exploitations ? Pour y répondre, nousanalysons la dynamique productive et structurelle de l'agriculture française des trente dernièresannées à partir des données de la branche agricole et du RICA. Nous complétons l'analyse par desdonnées tirées de la littérature et d'enquêtes auprès d'experts. Ces évolutions interrogent le rapportdes agriculteurs au travail en termes d'organisation, d'éducation, de qualification, de responsabilitéet de relation aux autres agriculteurs. Ne serions-nous pas déjà entrés dans le deuxième âge desmachines, celui des machines intelligentes conçues pour prendre de meilleures décisions que leshumains dans des exploitations agricoles devenus collaboratives ?

The focus of this paper is on student learning pathways – with particular reference to the factors motivating coursework master's students to seek entry to a doctoral programme – along with the implications for higher education policy and practice. It is argued nationally and internationally that although a number of challenges continue to confront those with responsibility for teaching and supervising coursework master's students, there are opportunities for renewal especially in terms of the provision of enhanced student support. Africa has traditionally been marginal to the Australian foreign policy agenda, aside from British colonial and Commonwealth ties and later efforts to end minority rule in southern Africa. Yet a resources boom, strong economic growth, increasing democratisation and reformed governance institutions have created new international interests in engaging with Africa and made it difficult for aspiring global players like Australia to ignore the continent's opportunities and challenges. Under Labor (2007–13), Canberra pursued substantial "new engagement" with this "new Africa", enhancing political and diplomatic relations, supporting major Australian commercial interests and quadrupling the Africa aid budget. Following the election of the Abbott Coalition government in September 2013, the article argues that while commercial opportunities and some specific security and humanitarian concerns will keep the Coalition interested in Africa, the enhanced level of engagement with the continent pursued under Labor is unlikely to be sustained.

We report on the use of In₂O₃nanowires with hexagonal cross section as optical whispering gallery resonators. The single-crystal In₂O₃nanowires were fabricated by an in situ thermal oxidation method. Whispering gallery modes(WGMs) in the visible spectral range were directly observed at room temperature. Due to the slight tapering of the nanowires, the energies and orders of the WGMs were modulated when excitations were scanned along the c-axis (length) of the nanowires. The experimental results were explained and fitted well with a plane wave interference model and Cauchy dispersion formula for refractive indices. ; The work is funded by the NSFC 973 projects and STCSM of China Grant Nos. 2004CB619004 and 2006CB921506. A recent Parliamentary Standing Committee report (Government of India, 2008) on India�s retail sector has made a recommendation for �a blanket ban on domestic corporate heavyweights and foreign retailers from entering into retail trade in grocery, fruits and vegetables�. On the other hand, a recent study conducted by the Indian Council on International Economic research (ICRIER) at the behest of the Government of India indicates price benefits to farmers, lower prices to consumers and almost no effect on the traditional retailers (Joseph et al., 2008). These contrasting suggestions necessitate more intensive studies using primary data for taking better policy decisions concerning both organised and unorganised retails in India. It is in this context, using primary survey data, this paper examines whether the expansion of big shopping malls and organised retailing has generated more employment and whether consumers do enjoy price advantages.

The existing literature explains the wavering course of President Barack Obama's policy on the 2001–03 Egyptian crisis as attributed to either his personal characteristics (lack of an international experience, predisposition to sermonize rather than to strategize) or to the impact of the decline of the United States as a global superpower (inability to influence foreign actors and contexts). Although both explanations are worthy of consideration, this article seeks to demonstrate that they are insufficient when accounting for the uncertainties shown by the United States during the Egyptian crisis. Domestic factors, particularly the internally divided US political elite and a foreign policy team with different views, played a crucial intervening role in defining the features of US foreign policy. It was domestic politics that made the Obama administration ineffective in dealing with the new scenario that emerged in the Middle East and in Egypt in particular.

International audience ; During the administration of Michel-Étienne Turgot a new rational policy was introduced to renew the bonds between the king and his people. In 1776 Turgot entrusted Albert (Lieutenant of Paris Police) with the task of redrawing the boundaries of the Parisian police districts. The aim was to associate to the municipal government all important persons in the physiocratic system: merchants, shopkeepers, etc. This reform took place within the context of the abolition of corporations and the redefinition of political rules in the city. But all these reforms did not produce a consensus in the population or within the police force, and was especially opposed by the "commissaires". We pose the question of how the new boundaries were drawn, and what scientific knowledge was used in the process? The opposition that it faced, and its final abandonment, reveal the complexities of creating of a new public urban order.

In the UK, Business Schools are being exhorted by government to engage with local organizations to enhance their competitiveness. However, a historical legacy of providing courses for international students and a research focus upon multi-national firms has constrained the capability of most business schools to contribute in this way. We highlight global examples of business schools recognising the opportunity to develop locally useful knowledge and enhance the capabilities of their students to deploy that knowledge. Business Schools are seen to significantly reposition their offer by developing the leadership skills of local organizations and enhancing the entrepreneurial and problem solving skills of their students for local deployment. We conclude that a sustained emphasis upon faculty and student engagement with local organisations can allow business schools to overcome legacy constraints and thereby contribute more fully to local economic competitiveness for mutual benefit.

International audience ; Un des enjeux de l'étude des interactions entre politiques publiques, pratiques locales et dynamiques environnementales repose sur la compréhension de mécanismes et de processus impliquant des objets de nature différente à des échelles temporelles et spatiales variées. L'approche monographique et diachronique constitue à cet égard une démarche intéressante, pour peu qu'elle soit considérée, non pas comme une simple méthode d'exposé des résultats, mais comme une véritable stratégie de recherche. Elle repose alors sur l'explicitation des rapports du chercheur à la fois au temps et au cas de terrain. Sur l'exemple d'une recherche doctorale portant sur l'efficacité environnementale de la territorialisation de la politique de l'eau dans le cas de la Vallée de la Drôme sur la période 1980-2011, sont discutés les intérêts, les conditions et les modalités du choix et de la pratique de la monographie diachronique, comme stratégie de recherche en géographie.

International audience ; The environmental performance is a result of measurable characteristics emerging from the functionality of integrated environmental management systems based on various sustainable development policies at different administrative levels. This paper aims to quantify some dimensions of environmental performance in terms of outcomes and administrative efficiency for Western Moldavia region, using the latest available data. The obtained results demonstrate the territorial heterogeneity of environmental state, pressure and spatial resilience by highlighting the importance of ecosystems viability (forest cover, land degradation), sustainable local governance (environmental expenditure), energy, water quality, sanitation and environmental health (sanitation services, access to water and sewage, use of renewable energy). If completed in future by integrating other local environmental performance indicators the outcome of this research could become a viable tool for local and regional system of government in establishing policies in order to effectively preserve the environment.

International audience ; Lancée en 2011, la construction de la Ligne à Grande Vitesse Sud Europe Atlantique (LGV SEA) entre Tours et Bordeaux a mobilisé près de 9 000 salariés au plus fort des travaux à l'été 2013. La mobilisation massive de ces ressources humaines a nécessité la mise en oeuvre d'une politique d'emploi et de formation adaptée de la part du constructeur et des parties prenantes au projet. En particulier, le recrutement d'environ 2 000 salariés locaux par le constructeur a été permis par l'instauration de relations partenariales entre acteurs locaux et nationaux de l'emploi et de la formation. En nous inscrivant dans un cadre d'analyse proximiste sur les relations firme/territoire, nous proposons dans cette communication de décrypter la manière dont les coordinations entre acteurs se sont construites et ont abouti à un système de gouvernance locale permettant le recrutement de ces personnels.
