Das Regionale Assessment Biologische Vielfalt und Ökosystemleistungen in Europa und Zentralasien der Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) bietet eine kritische Sicht auf den derzeitigen Wissensstand hinsichtlich der Bedeutung, des Zustands und der Entwicklungstendenzen der biologischen Vielfalt und der Beiträge der Natur für die Menschen. Im Assessment werden die unmittelbaren Ursachen untersucht, die den wahrgenommenen Veränderungen der biologischen Vielfalt und der Beiträge der Natur für die Menschen zugrundeliegen sowie auch die Auswirkungen dieser Veränderungen auf die Lebensqualität des Menschen. Schließlich wird im Assessment eine Mischung an Governance-Optionen, politischen Konzepten und Management- Verfahren aufgezeigt, die derzeit angewandt werden können, um den Verlust der biologischen Vielfalt und der Beiträge der Natur für die Menschen in der Region aufzuhalten. Das Assessment befasst sich mit der biologischen Vielfalt in terrestrischen, Süßwasser- und Meeres-Ökosystemen und betrachtet den derzeitigen Zustand und die derzeitigen Entwicklungstendenzen über mehrere Jahrzehnte hinweg; ebenso enthält es eine Vorausschau für die Zukunft, mit besonderer Berücksichtigung des Zeitraums von 2020 bis 2050. Das vorliegende Dokument, die Zusammenfassung für politische Entscheidungsträger des Assessments, wurde vom sechsten Plenum von IPBES (18. bis 24. März 2018, Medellín, Kolumbien) genehmigt. Es basiert auf mehreren Kapiteln, die von diesem Plenum angenommen wurden. Die Kapitel sind als Dokument IPBES/INF/6/Rev.1 verfügbar (www.ipbes.net).

Human vulnerability to heat varies at a range of spatial scales, especially within cities where there can be noticeable intra-urban differences in heat risk factors. Mapping and visualizing intra-urban heat vulnerability offers opportunities for presenting information to support decision-making. For example the visualization of the spatial variation of heat vulnerability has the potential to enable local governments to identify hot spots of vulnerability and allocate resources and increase assistance to people in areas of greatest need. Recently there has been a proliferation of heat vulnerability mapping studies, all of which, to varying degrees, justify the process of vulnerability mapping in a policy context. However, to date, there has not been a systematic review of the extent to which the results of vulnerability mapping studies have been applied in decision-making. Accordingly we undertook a comprehensive review of 37 recently published papers that use geospatial techniques for assessing human vulnerability to heat. In addition, we conducted an anonymous survey of the lead authors of the 37 papers in order to establish the level of interaction between the researchers as science information producers and local authorities as information users. Both paper review and author survey results show that heat vulnerability mapping has been used in an attempt to communicate policy recommendations, raise awareness and induce institutional networking and learning, but has not as yet had a substantive influence on policymaking or preventive action.

The author examines how risks are assessed & managed in today's world, focusing on posing & answering three questions about risk management -- the 'risk game.' -- These questions include, (1) why is risk regulation diffuse & fragmented, (2) why is it difficulty to establish accountability, & (3) why does the process often seem to produce adverse effects? In the process of addressing these questions, the author identifies how the 'blame game' shapes the 'risk game'. Creation of a sustainable agricultural sector involves boosting the cooperation activities as these contribute to the societal and economic development of the farms, farmers and rural societies. This paper contributes to the literature on the analysis of the drivers and obstacles of cooperation development in agriculture. The case of Lithuania is considered as the cooperation activities are lagging behind the European Union (EU) practice here. Specifically, analysis of the public support measures and the expert survey are carried out to analyse the effectiveness of the public policy measures as represented in the relevant legal acts. The experts involve policy makers, farmers' organisations and academia, which are the major stakeholder groups in Lithuania. The results indicate the effectiveness of the measures linked to capacity building (in the sense of human capital) requires improvement, whereas those related to financial support and promotion of the farmers' organisations are much better perceived. Thus, public support measures are available to promote cooperation in agriculture, yet the legal system of Lithuania still requires improvement in accommodating effective agricultural cooperatives.
