This paper uses an unusual administrative dataset covering the universe of French hospitals to consider hospital employment: this is consistently higher in public hospitals than in Not-For-Profit or private hospitals, even controlling for many measures of hospital output (such as the type of operations and care provided, and the bed capacity rate). Public-hospital employment is positively correlated with the local unemployment rate, whereas no relationship is found in non-Public hospitals. This is consistent with public hospitals providing employment in depressed areas. We appeal to the Political Science literature and calculate local political allegiance, using expert evaluations on various parties political positions and local election results. The relationship between public hospital employment and local unemployment is stronger the more left-wing the local municipality. This latter result holds especially when electoral races are tight, consistent with a concern for re-election. ; En France, les hôpitaux publics ont une densité de personnel hospitalier plus élevée que celui des établissements privés (à but lucratif ou participant au service public - PSPH). Ce constat reste vrai après contrôle de l'activité hospitalière. Parallèlement, le nombre d'employés dans les établissements publics est positivement corrélé au taux de chômage local. It is sometimes argued that there are pre-political, 'natural' characteristics that have a significant role in rendering political subjects, for instance that women are the subjects of feminism. These same arguments criticise transfeminism as a usurper of feminist priorities because it changes focus to the rights of groups whose members are not exclusively women. This essay challenges such criticism. It begins by defining transfeminism as a form of activism and an epistemological tool, in order to cogently address some of the views that oppose it. I then propose a way out of the conflict by showing how we can make better sense of transfeminism aided by Wittgenstein's concept of forms of life, since both views contend that there are biological and environmental features that constitute the uniqueness as well as the diversity of the given human form of life, without implying that said diversity leads to relativism. The paper concludes that transfeminism, when conceptualised correctly, can indeed work with other feminisms and political movements in order to counter institutionalised and market-driven gender politics that only simulate to address feminist concerns.

The article is intended to analyze the phenomenon of sexism through the prism of political discourse in Ukraine. The specific purpose of the article was to review the involvement of women in the Verkhovna Rada of Ukraine (VRU) at the level of party lists, committees, the Office and permanent delegations. The problem of sexism among the deputies of the Verkhovna Rada was noted. The aim of the article was to consider the manifestations of sexism in the political sphere of Ukraine. Analysis of statistics has shown that the problem of sexism is relevant today. The author discusses the quantitative ratio of men and women among the Verkhovna Rada of Ukraine and politicians in general. Through interviews with female deputies, the author shows the problem of the discriminated. An analysis of recent media publications has shown us examples of sexism from top government positions. As a conclusion and recommendations, the author notes the need to develop a system of civic and political education on gender equality; develop curricula on the participation of women in politics aimed at both women and men; to carry out trainings and other types of support for women candidates; to advocate the improvement of the coverage of women-candidates in the media.

AbstractWe study the effects of municipal mergers using novel geocoded data on local public sector jobs and local politicians' place of residence. We find that the mergers had no effects on municipal expenditures overall after eight years. However, the mergers led to highly unequal geographic political representation in the post-merger councils among the merged municipalities. Small and politically marginalized municipalities experienced a substantial reduction in local public jobs in administration and health and social care services relative to the municipalities with stronger representation. Development of house prices suggests that the quality of the service-tax bundle deteriorated in these politically marginalized municipalities.
