the April–June 2020 quarter, the nation's agricultural sector, somewhat surprisingly, seems to have done remarkably well. This paper examines whether the public transfer program Pradhan Mantri Garib Kalyan Yojana (PMGKY), announced immediately after the lockdown, benefited farmers in dealing with the COVID shock. Overall, 95% of the smallholders received support from at least one of PMGKY's four components. Direct cash transfers had significantly more impact than in‐kind transfer schemes. The result shows that farmers receiving cash transfers under PM‐KISAN, one component of PMGKY, were more likely to invest in buying seeds. In contrast, farmers receiving cash transfers under PM‐UY, another piece of PMGKY, were more likely to invest in fertilizer and pesticides. Finally, smallholders who received benefits from all four components of PMGKY were more likely to invest in purchasing seeds, fertilizer, and pesticides. Strict containment limits the spread of pandemics but is difficult to achieve when people must continue to work to avoid poverty. A new role is emerging for income support: by enabling people to effectively stay home, it can produce substantial health externalities. We examine this issue using data on human mobility and poverty rates in 729 subnational regions of low- and middle-income countries during the first year of COVID-19. Shelter-in-place orders decrease work-related mobility in general, but much less so in the poorest regions. Emergency income support significantly mitigates this mobility gap between regions. We assess the impact of Ethiopia's flagship social protection program, the Productive Safety Net Program (PSNP) on the adverse impacts of the COVID-19 pandemic on food and nutrition security of households, mothers, and children. We use both pre-pandemic in-person household survey data and a post-pandemic phone survey. Two thirds of our respondents reported that their incomes had fallen after the pandemic began and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, we find that the household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the PSNP offsets virtually all of this adverse change; the likelihood of becoming food insecure increased by only 2.4 percentage points for PSNP households and the duration of the food gap increased by only 0.13 months. The protective role of PSNP is greater for poorer households and those living in remote areas. Results are robust to definitions of PSNP participation, different estimators and how we account for the non-randomness of mobile phone ownership. PSNP households were less likely to reduce expenditures on health and education by 7.7 percentage points and were less likely to reduce expenditures on agricultural inputs by 13 percentage points. This study assesses the extent of COVID-19-related food insecurity in Kenya, Tanzania, and Namibia. Using the Household Food Insecurity Access Scale, we measure food insecurity in various dimensions and document several food access disruptions associated with the COVID-19 pandemic between April and July 2020. Furthermore, we assess the association of COVID-19 countermeasures with the adoption of various strategies in line with the coping strategies index. We rely on a unique phone survey that followed households who participated in an earlier field-based survey. First, through Ordinary Least-Squares and Probit regressions, we show a strong and statistically significant association between COVID-19 countermeasures and food access disruptions and food insecurity in each of the three countries. We then use a multivariate probit regression model to understand the use of the various coping strategies, including reducing food intake, increasing food search, and relying more on less nutritious foods. We provide evidence on the complementarities and trade-offs in using these coping strategies. In early July 2020, we called by telephone a representative sample of nearly 600 households in Addis Ababa, Ethiopia to assess income changes and household food and nutrition security status during the COVID-19 pandemic (recall period covering June). This was the third administration of a COVID-19 related survey to these households, following surveys in early May 2020 and early June. About 64 percent of the households indicated in the third survey that their incomes were lower than expected (down from 67 percent reporting lower incomes than expected in previous month) and 42 percent reported that they are extremely stressed about the situation (down from 45 percent in previous month). Using a pre-pandemic wealth index, we find that less-wealthy households were considerably more likely to report income losses and high stress levels than were wealthier households. Compared to the period just before the pandemic (January and February 2020), indicators measuring food security have significantly worsened but during the pandemic they have remained relatively stable. Households now are less frequently consuming relatively more expensive but nutritionally richer foods, such as fruit and dairy products. However, overall food security status in Addis Ababa is not yet alarming and we see small signs of improvements in this July phone survey relative to previous months. However, many households have drawn down their savings over past months to buffer their food consumption. As the daily COVID-19 infection rates are still rising in Ethiopia, the food security situation in Addis Ababa may deteriorate over coming months, especially as the savings levels among the poorest households are now low. Compared to a period just before the pandemic (January and February 2020), indicators measuring food security have significantly worsened but have remained the same since April. During the pandemic, households are less and less frequently consuming relatively more expensive but nutritionally richer foods, such as fruit and dairy products. However, overall food security status in Addis Ababa is not yet alarming, possibly because many households have been able to use their savings to buffer food consumption. COVID-19 risks rolling back many of the efforts and global successes recorded in reducing poverty and food insecurity. We undertake a systematic review of the growing microeconomic literature on the association between COVID-19 and food (in)security in Africa, discussing its implications for food policy and research. In doing so, we highlight some of the methodological weaknesses in answering policy-relevant questions on the causal link between COVID-19 and food insecurity. We also review the various coping strategies households are using to build resilience to COVID-19 and explore the role of social protection and other tools in mitigating some of the negative effects of COVID-19. This review provides evidence that COVID-19 is associated with food insecurity both ex-ante and ex-durante. There are many attempts to suggest this relationship may be causal with some robust methods in some contexts, but data limitations prevail which constrains causal learning. We also find evidence that income losses, loss of employment, and heightened food prices may be mediating the relationship between COVID-19 and food insecurity. Going further, we additionally review the mitigating role of social protection and remittances in reducing the negative effects of COVID-19 on food insecurity. Relatedly, we also show evidence that households are using various coping strategies such as food rationing and dietary change to cushion themselves against the COVID-19 shock but most of these measures remain adversely correlated with food insecurity. This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. This paper examines the continuing effects of COVID-19 and exposure to weather extremes on income, dietary, and migration outcomes in rural Guatemala. We rely on a comprehensive longitudinal survey of 1,612 smallholder farmers collected over three survey rounds in 2019, 2020, and 2021. We find improvements in incomes, food security, and dietary diversity in 2021 relative to 2020, but with levels still below pre-pandemic ones in 2019. We also find a substantial increase in the intention to emigrate that was not observed in the onset of the pandemic. In terms of the channels mediating the variations in dietary diversity and migration intentions, income shocks seem to have played a role, in contrast to direct exposure to the virus, local mobility restrictions, and food market disruptions. Importantly, households exposed to ETA and IOTA tropical storms, in addition to COVID-19, were considerably more prone to exhibit larger increases in the prevalence of moderate or severe food insecure episodes and larger decreases in their diet quality. The COVID-19 pandemic has exacerbated existing social inequities (de la Barre et al., 2020; Fenley, 2020; Perri et al., 2020). The closure of drop-in services and community centres, reduced access to public spaces, and a reduction in resources has had a negative impact on marginalized populations (Perri et al., 2020). Moreover, these tumultuous circumstances have led to increased numbers of persons setting up encampments and clustering in public space across British Columbia, Canada (British Columbia Ministry of Health, 2020b). In response to pandemic-related health concerns involving high-density encampments, the Province of British Columbia, in association with various government and not-for-profit stakeholders, activated Emergency Response Centres (ERCs) to house persons experiencing homelessness during COVID-19. At first glance, this innovative, intersectoral response showed promise as a short-term solution to housing our most vulnerable during public health crises. However, forcing people out of public park space has intensified social inequities and reinforced existing power relationships (Fenley, 2020). This case study critically examines the lessons learned during COVID-19 to inform how we advance change towards socially sustainable public spaces. Through the lens of equity, access to public space for vulnerable populations during COVID-19 in Victoria, British Columbia, is explored. A stakeholder analysis is presented to illuminate the nature of stakeholder engagement within the city of Victoria, followed by a review of the intersectoral response that led to the activation of ERCs and the mobilization of hotel rooms to accommodate people experiencing homelessness during the pandemic. Furthermore, this case study discusses how participatory processes, such as equity-centred design, placemaking, and equity mapping, can facilitate community and citizen engagement. This case highlights the emergence of leisure-related innovations as catalysts for social change-an increasingly important area of leisure research. In addition, this case study outlines the urgent need for research related to the intersection of COVID-19, equity, public space, and leisure. For broader audiences, such as local governments, not-for-profit organizations, and leisure service providers, the value of this case study is underscored by the relevance of co-creation in the context of inclusive land-use planning, policy, and design.
