"This book presents the Cultural Transduction framework as a conceptual tool to understand the processes that media and cultural products undergo when they cross cultural and national borders. Using a series of examples from pop culture, including films, television series, videogames, memes and other digital products, this book provides the reader with a wider understanding of the procedures, interests, roles, assumptions and challenges, which foster or hinder the travels of media and cultural products. Compiling in one single narrative a series of case studies, theoretical debates and international examples, the book looks at a number of exchanges and transformations enabled by both traditional media trade and the internet. It reflects on the increase of cultural products crossing over regional, national and international borders in the form of videogames and TV formats, through music and video distribution platforms or via digital social media networks, to highlight discussions about the characteristics of border-crossing digital production. The cultural transduction framework is developed from discussions in communication and media studies, as well as from debates in adaptation and translation studies, to map out the travels of media and cultural products from an interdisciplinary perspective. It provides a tool to analyse the markets, products, people and processes that enable or constrain the movement of products across borders, for those interested in the practical aspects that underlie the negotiation and transformation of products inserted into different cultural market settings. In pursuit of this Special Issue's goal to "push the traditional boundaries of cultural policy studies," this article conceptualizes the US Department of Defense (DoD) as a cultural policy agency. All cultural policy is goal-oriented and aims to act within and have effects upon "the cultural." Cultural policy scholars examine how State agencies, policies, and regulations act upon to influence: the cultural industries; cultural texts; and, national identities and citizen-subjects. Although the US Federal government has no official cultural policy agency like Canada (the Department of Heritage) or France (the Ministry of Culture), this article conceptualizes the DoD—one of the largest US Federal government agencies—as a cultural policy agency and explores how it uses cultural policy to act within and upon the cultural field. It presents a study of one important DoD cultural policy agency (the Public Affairs Office's Special Assistant for Entertainment Media) and one significant DoD cultural policy doctrine (DoD Instruction 5410.16 DoD Assistance to Non-Government, Entertainment-Oriented Media Productions). This particular DoD cultural policy formation acts upon the cultural field, and in effect, supports and legitimizes the current and ongoing militarization of the cultural industries, popular culture and national identity.
This text constitutes a reflection starting from an empiric investigation made in the field of the citizenship and the way in that new sensibilities and practical juvenile they offer a new configuration to the traditional notions of this political category. In particular, it is verified that the cultural dynamics mark more and more the interactions of the new generations, their imaginary and their own perceptions; this culture crossing and citizenship, in the youths, cause interesting work hypothesis that allow to glimpse the possibility to affirm the emergency of cultural citizenships. ; Este texto constituye una reflexión a partir de una investigación empírica hecha en el campo de la ciudadanía y la manera en que nuevas sensibilidades y prácticas juveniles reconfiguran las nociones tradicionales de esta categoría política. En particular; se constata que las dinámicas culturales marcan cada vez más las interacciones de las nuevas generaciones, sus imaginarios y sus propias percepciones. Este cruce de cultura y ciudadanía, en los jóvenes, provoca interesantes hipótesis de trabajo, que permiten vislumbrar la posibilidad de afirmar la emergencia de ciudadanías culturales.
The aim is to examine regional cultural development as a counter-movement in the context of rising illiberalism around the world. It focuses on the cultural strategic approaches to decentralize and diversify cultural policies and emphasising cultural rights to all. This presentation examines the existing inclusion/exclusion factors. It examines the drafting process of regional cultural policies (2018-2020) to develop horizontal overarching strategies for the five distinctive regions of Malta (Southern Harbour, Central, South Eastern, Northern, and Gozo and Comino).
