The discussion paper looks at the policy coherence for development in the area of research. The focus is less on finding the cases of incoherency, but seeing whether the common EU research and development (R&D) policy is designed and implemented in a manner which provides for positive impact on developing countries. The internationalisation of R&D at the EU level is receiving more attention, there is still significant room for setting the priorities, designing the instruments and organisational procedures which would place policy coherence with development objectives sufficiently high to provide for the synergies of the two areas. Due to the complexity of the EU R&D, the analysis is carried out at the level of common EU R&D policy and does not take account of the Member States activity in the research area. The paper draws mostly on the EU policy documents, strategy papers and evaluations, carried within the European Commission. In addition, a number of interviews was carried out at different EU institutions to support the literature and provide additional information.

The concepts of 'green economy' and 'sustain¬able consumption and production' determine the direction of political and legal changes as the goals of the 2030 Agenda followed also by the European Union and its Member States.'Circular economy' as an element of those con¬cepts includes waste management and is a vital element of EU environmental policy. Turning waste into resources presents a multidimensional challenge. In the years 2015–2018, the European Commission conducted works on the changes in the community law on waste which will enable the enforcement of 'circular economy' goals. In May 2018, four directives which will significantly remodel the obligations of Member States in the scope of waste management were enacted. Also in 2018, the Commission announced new proposals, as well as law changes, emphasizing the problem of plastic waste.

International audience ; We extend the literature on Cohesion Policy effectiveness by considering how the cohesion policy affects both within regional disparities and economic growth. For that purpose, a panel database of 205 NUTS2 regions of the UE-25 for 2000-2014 is used. We estimate panel data regressions with fixed effects and a spatial autoregressive term in order to control for unobservable characteristics and spatial dependence. Our results emphasize a trade-off between within and between regional disparities for EU-25 regions over the 2000-2014 period.
