The article analyses the Europeanization policy of the European Union towards the Eastern Partnership participant countries. Suffering from the lack of clear strategy and ultimate goal in the European Neighbourhood Policy the European Union enhances external democratization and its governance in post soviet states without immediate Union's membership perspective. Underestimation of common neighbourhood geopolitical duality in the context of growing rivalry between European (EU) and Eurasian (Custom Union/Eurasian Economic Union) integration gravitation centers presents the Eastern partners of the EU with a fierce dilemma of externally forced immediate geopolitical and civilizational choice while not all of them are well prepared to such a choice. The mutual Europeanization trap here to be studied both for the EU and its Eastern partners (involving Russia) is a deficiency of regulating cooperation mechanism in the situation of European and Eurasian free trades zones overlapping. Vilnius Summit 2013 results test the "European aspirations" of the New Independent States and upset the ongoing process of the European Neighbourhood Policy in the context of growing economic interdependence in Wider Europe. Besides, the Ukrainian crisis escalation during 2014 as a new seat of tension provokes unbalance of the whole European security system and creates new dividing lines in Europe from Vancouver to Vladivostok.

The need to redefine the European Union's relations with neighbouring countries in the southern Mediterranean and Eastern Europe has become critical in light of the EU's most recent enlargement and the institutional reform process now underway. This paper explores the main instruments of the EU's external policy: the "integration without accession" principle of the European neighbourhood policy (ENP) and the idea of a "special relationship" proposed in the Lisbon Treaty. As the ENP and the Reform Treaty appear somewhat ambiguous and vague, the authors suggest "decentralised integration" as a new paradigm to craft the "special relationship" between the EU and its neighbours.
This book analyses the revised European Neighbourhood Policy (ENP) which entered into force in May 2011, thereby replacing its predecessor of 2003/2004. The edited volume provides a structured and comprehensive overview of the most recent developments in EU foreign policy (EUFP) towards the EU's southern and eastern neighbourhood through the prism of continuity and change. Topics covered include: conceptual, theoretical and methodological issues; the legal and institutional aspects of the revised ENP and the changes brought by the entering into force of the Lisbon Treaty; and conflicts and crises in the EU's neighbourhood, such as the Western Sahara conflict, the Israeli-Palestinian conflict, the South Caucasus conflicts and the crisis in Ukraine. The authors also focus on sectoral cooperation, analysing the changes brought by the revised ENP of 2011 in the domains of energy cooperation and migration. This volume will appeal to scholars and upper level students in EU/European Studies, International Relations, Political Science, as well as practitioners and policy-makers in the field.

Автор анализирует структуру коммуникаций между ними, а также рассматривает новые подходы, нацеленные на стабилизацию соседства посредством построения более тесного партнерства через экономическое развитие и торговлю, усиление безопасности в регионе и противодействие международной преступности. На основании результатов данного анализа автором выдвинуты рекомендации по дальнейшему обсуждению в процессе создания нового механизма взаимодействия в рамках Европейской политики соседства между странами-партнерами и ЕС. = The article is devoted to the recent joint initiative of the European Commission and the High Representative of the EU for Foreign Affairs and Security Policy to review the European Neighbourhood Policy in order to ensure its more effective implementation and greater involvement of all the partners. The author analyses the structure of the communication and new approaches aimed at stabilizing the neighbourhood, building stronger partnerships through the economic development and trade, strengthening the security of the region and combating the international crime. Based on the result of this analysis some recommendations are made for further consideration in the process of forming a new mechanism of cooperation within the ENP between the partner countries and the EU.

Inspired by the experience of Eastern enlargement, much of the academic debate on EU external relations and the European neighbourhood policy conceives of external influence in terms of the Union's ability to induce third countries' adaptation to predetermined EU norms and regulations. This article introduces a more structural perspective on EU external influence that scru- tinizes the institutional extension of sector-specific governance frameworks beyond EU membership. Whereas the traditional notion of influence only focuses on the shift of the EU's regulatory boundary, extended governance involves also the opening up of organizational structures within the relevant policy field. These new forms of horizontal flexible integration are made possible through the internal flex- ibilization of the modes of policy-making within the EU, and, in particular, the advent of network governance. Despite its integrative potential, case studies from three policy sectors also document that, under current circumstances, extended network governance is not void of hegemonic traits.

Although this policy does not denote full membership, its vision anticipates the integration of the nations in question within the framework of the political, economic and social values of the Union, and it was born with the aim primarily to resolve some of the major problems the Union faces and implement certain global strategies of the Union. The primary aim of the European Neighbourhood Policy is to resolve especially issues such as illegal migration, drug trafficking, trafficking in women, and energy shortages from which the Union suffers, while its secondary aim is to act as a tool toward expanding the Union"s zone of influence and have a say in global balances
