On 8 November Luis Arce and David Choquehuanca took office as the new president and vice-president of Bolivia, respectively. Less than a month earlier, they had won the elections in the first round with more than 55 per cent of the vote. Thus, the Move­ment towards Socialism (Movimiento al Socialismo or MAS) was returned to power and obtained an absolute majority in the parliament after a one-year interregnum follow­ing the fraudulent ballot in 2019. This outcome can be attributed not only to the desire of the people for economic and political stability as well as social peace but also to the poor performance of the transitional government of Jeanine Áñez and the oppo­sition's fragmentation and polarizing campaign. The dethronement of Evo Morales and the current adverse conditions - not least Covid-19 - are among those factors that will make it impossible for the MAS to conduct business as usual. The protests in Chile, which began in October 2019, have resulted, among other things, in a constitutional initiative, which citizens had been demanding for a long time. Government and opposition parties have now agreed to it. It is supposed to begin with a referendum on whether a new constitution is desired and which col­lective body should elaborate it. Since 26 February, Chile has officially been engaged in the election campaign for this referendum. Due to the Covid-19 pandemic, it has been postponed from 26 April to 25 October. The potential election of the constituent body is now scheduled for 11 April 2021. It is still uncertain to what extent a new con­stitution will contribute towards overcoming this social, political, and institutional crisis. Nevertheless, the vast majority of the population believes that it is an indispen­sable cornerstone for a necessary new social contract. (author's abstract)

Die Proteste in Chile, die im Oktober 2019 einsetzten, haben unter anderem eine Verfassungs­initiative nach sich gezogen, die Bürgerinnen und Bürger schon lange gefor­dert hatten. Nun haben sich auch Regierungs- und Oppositionsparteien darauf geeinigt. Sie soll mit einer Volksabstimmung darüber beginnen, ob eine neue Ver­fassung ge­wünscht wird und welches Kollektivorgan sie aus­arbeiten soll. Seit dem 26. Februar befindet sich Chile offiziell im Wahlkampf für dieses Referendum. Wegen der Covid-19-Pan­demie wurde es vom 26. April auf den 25. Oktober verschoben. Die gegebenenfalls abzuhaltende Wahl des verfassunggebenden Organs soll nun erst am 11. April 2021 stattfinden. Zwar ist noch ungewiss, inwiefern eine neue Verfassung dazu bei­tragen wird, die soziale, politische und institutionelle Krise zu bewältigen. Dennoch glaubt die große Mehrheit der Bevölkerung, dass sie unabdingbarer Grund­stein für einen notwendigen neuen Gesellschaftsvertrag ist. (Autorenreferat)

The Covid-19 pandemic and Russia's war of aggression against Ukraine have posed major challenges - in different ways - to Latin American and Caribbean (LAC) coun­tries as well as to the European Union (EU). At the same time, these international crises have revealed how little resilience there is in the narratives that are supposed to inform normative relations between the two regions: shared values, strategic part­nership, and dialogue at eye level. In fact, this rhetoric is based on wishful thinking and does less and less justice to the reality of mutual relations. Common ground is crumbling, and there is a lack of projects that give meaning and purpose to cooperation. Such projects would have a chance of success especially if divergent views were addressed and mutual expectations were openly negotiated. Instead of building on commonalities, future-oriented cooperation should rely more on complementarities - within the framework of varying formats. (author's abstract)

Die Covid-19-Pandemie und Russlands Angriffskrieg gegen die Ukraine haben die Staa­ten Lateinamerikas und der Karibik ebenso wie die Europäische Union - auf unterschiedliche Weise - vor große Herausforderungen gestellt. Zugleich offenbarten diese internationalen Krisen, wie wenig belastbar die Narrative sind, von denen die Bezie­hungen zwischen beiden Regionen normativ geprägt sein sollen: gemeinsame Werte, strategische Partnerschaft, Dialog auf Augenhöhe. Tatsächlich handelt es sich dabei um eine von Wunschdenken bestimmte Rhetorik, die der Wirklichkeit im wechsel­seitigen Verhältnis immer weniger gerecht wird. Die gemeinsame Grundlage bröckelt, und es fehlt an Projekten, die der Zusammenarbeit Sinn und Zweck ver­leihen. Solche Vorhaben hätten vor allem dann eine Chance auf Erfolg, wenn ab­weichende Sicht­weisen thematisiert und gegenseitige Erwartungen offen verhandelt würden. Anstatt von Gemeinsamkeiten auszugehen, sollte eine zukunftsträchtige Kooperation sich - im Rahmen variabler Formate - verstärkt auf Komplementari­täten stützen. (Autorenreferat)

En la literatura de la ciencia política, la noción muy común de enfoque se utiliza a menudo de manera ambigua y vaga, algunas veces se iguala a la teoría, se dice en vez de teoría enfoque, a veces al método se dice enfoque en vez de método, algunos autores lo ubican entre teoría y el método, en el intermedio, otros entre el método y la técnica de investigación también en el intermedio, pero ubicado entre diferentes elementos teóricos, también se encuentran combinaciones como enfoque teórico o enfoque metodológico, este uso poco nítido hace que el término siempre parezca adecuado pero da lugar a una confusión conceptual. No obstante, el enfoque expresa de hecho algo específico, que no es sinónimo de método ni de teoría. A lo largo de los trabajos que componen este libro, se aborda esta noción y sus características e implicancias como herramienta epistemológica.
