THIS ARTICLE EVALUATES THE REFORM MOVEMENT IN THE SOVIET UNION KNOWN AS GLASTNOST (OPENNESS) AND PERESTROIKA (RESTRUCTURING). THESE REFORM ACTIONS ARE ANALYZED IN TERMS OF WHAT CHANGES HAVE BEEN MADE, WHAT CHANGES ARE EXPECTED, AND WHAT POLICIES THE WESTERN COUNTRIES SHOULD ADOPT IN THE LIGHT OF THE SOVIET REFORMS.
