As climate protests are mounting across Italy, there is a corresponding escalation in repressive responses from public authorities. This trend is not unique to Italy but is rather widespread throughout Europe, as evidenced by frequent reports in national newspapers and posts on this blog. What sets Italy apart from other European nations is the spectacular increase in the use of preventive measures by the public security administration.

This book provides unique and detailed perspectives on different aspects of dissent, protest and disputes and how these have, in turn, continued to pose challenges in Africa. The contributors argue that dissent, protest and most forms of disputes in Africa are the result of daily challenges that its people have face and continue to encounter to this day. These challenges include, amongst others, demands for transparency, good governance and accountability, waves of instability that have created insecurity in most parts of the continent, an unsustainable level of youth unemployment, rapid population growth, continent-wide healthcare and poverty crises, and numerous environmental challenges. The chapters elevate the debates on dissent, protest and disputes/conflict in Africa by adding new ideas and introducing new and useful interpretations. The book's strength lies in the contributors' ability to conflate colonial and post-colonial tendencies to show how challenges of the past are not so different from those of today, while also presenting important historical issues from various scholarly perspectives. Dissent, Protest and Dispute in Africa will be of interest for students and scholars of African history, politics, and culture as well as those interested in social movements and civil society.

Social psychological research has taught us a lot about why people protest. This article provides a theoretical and empirical overview. Discussed are grievances, efficacy, identification, emotions and social embeddedness, followed by the most recent approaches, which combine these concepts into dual pathway models. Finally, two future directions are discussed: (1) to shed light on the paradox of persistent participation, and (2) to clarify how perceptions of sociopolitical context affects protest participation.

Die aktuelle Planungsdiskussion wird geprägt durch das Spannungsfeld zwischen politischen und gesamtgesellschaftlichen Zielen einerseits und Fragen der lokalen Umsetzung andererseits. Die Öffentlichkeit und einzelne Bürger sind Kernelement jedes Planungsprozesses. Dabei reicht die Bandbreite im Planungsalltag von Protest gegen die Planung über kooperative Zusammenarbeit bis zu Desinteresse. Lücken gibt es im Wissen darüber, welche Einflussfaktoren in Alltagssituationen der Praxis auf planerische Festsetzungen wirken. Auf Basis empirischer Grundlagenforschung in deutschen Kommunen aller Größenklassen entwickelt dieser Beitrag einen explorativen Vergleich zwischen der planerischen Herausforderung der Energiewende und der Integration des planerischen Störfallschutzes in die Bauleitplanung. Herausgearbeitet werden Unterschiede, die Bedeutung interner und externer Einflussfaktoren sowie Anknüpfungspunkte auf dem Weg zu mehr kooperativer Zusammenarbeit im täglichen Planungsalltag. ; Current planning debates are characterised by the tension between political and societal goals on the one side and questions of local implementation on the other side. The wider public and individual citizens are core elements of any planning process. The bandwidth in daily practice reaches from protest against planning to cooperative work to indifference. Gaps exist on knowledge about influencing factors for planning designations in all-day practice situations. Grounded on empirical basic research in German cities of all sizes, this article develops an explorative comparison between the planning challenge of the German energy transition and the integration of major accident prevention in local land-use planning. It develops differences and the importance of internal and external influencing factors as well as anchoring points on the way to achieving more cooperative work in daily planning practices.

China has witnessed numerous incidents of social protests over the past three decades. Protests create uncertainty for authoritarian governments, and the Chinese government has created, strengthened, and coordinated multiple dispute-resolution institutions to manage social conflicts and protests. Accommodating the aggrieved prevents the accumulation of grievances in society, but concessions require resources. As the frequency and scale of collective action are closely tied to the political opportunity for action, the Chinese government has also contained protest by shaping the political opportunity available to the aggrieved. Cai and Chen show that when the Chinese central government prioritizes social control, as it has under Xi Jinping's leadership, it signals that it will tolerate local governments' use of coercion. The result is an environment that is not conducive to the mobilization of collective action, large-scale occurrences of which have been uncommon in China in recent years.

AbstractWhen grievance shocks have heavy tails, large sudden increases in grievances coordinate behavior far more effectively into protests than a sequence of small grievance shocks that generate the same final distribution of grievances in society. That is, society as a whole behaves like the legendary boiling frog, even though each individual does not. An implication is a strong form of path‐dependence in collective action. To assess a society's potential for protest, it is not enough to know the current distribution of antiregime sentiments; we also need to know how they came about: suddenly or gradually. The theory also provides a rationale for the classic J‐curve theory of revolution. We provide a quantitative analysis of the relationship between grievance shocks and protests in Chile in 2014–2019. Consistent with the theory, results suggest that, even after controlling for grievance levels, large grievance shocks increased the number of protests.

"Der 150. Jahrestag des Hambacher Festes vom 27. Mai 1832 wirft Fragen zur historischen Identität der Deutschen auf. Antworten darauf lassen sich nur finden, wenn die Hambacher Ereignisse in den historischen Zusammenhang des deutschen Frühliberalismus eingeordnet werden. Als politische Verfassungsbewegung und als gesellschaftliche Emanzipationsbewegung war der deutsche Liberalismus nicht revolutionär. Die Hambacher Bewegung ist deshalb als politischer Höhepunkt einer Volksbewegung anzusehen, die man am besten als politische Protestbewegung bezeichnen kann. Ihre Entstehung ist nur aus den besonderen politischen Voraussetzungen der bayerischen Pfalz um 1830 zu verstehen; ihre Stärke erreichte sie auf Grund einer gleichzeitig bestehenden sozialen Unruhe. Der liberale Protest bediente sich öffentlicher Resolutionen und politischer Feste. Organisatorisch sammelte er sich im Preß- und Vaterlandsverein. Ihrer sozialen Qualität nach war die Hambacher Bewegung eine Volksbewegung mit einem breiten bürgerlichen Spektrum." (Autorenreferat)

Zusammenfassung
In den deutschsprachigen Gesellschaften sind bezüglich der Deutung einer pandemischen Lage und des richtigen Umgangs mit der Pandemie politische Konflikte entstanden. Das empirische Forschungsprojekt "Politische Soziologie der Corona-Proteste" zeigt auf, dass es trotz motivationaler, inhaltlicher und weltanschaulicher Heterogenität dieser Protestbewegung eine zentrale verbindende Gemeinsamkeit gibt: Die Teilnehmer*innen und Sympathisant*innen der Proteste, die sich gegen die Corona-Maßnahmen richten, "vergemeinschaften" sich über ein starkes Selbstverständnis als Kritiker*innen. In diesem Beitrag erfolgt eine Charakterisierung der "Coronakritiker*innen" und Interpretationsvorschläge für eine soziologische Einordnung dieser Bewegung werden unterbreitet.

Der Verfasser geht Ursachen und Auswirkungen der Proteste gegen Sozialabbau in Frankreich 1995/96 nach. Der Autor charakterisiert die französische soziale Bewegung als eine Mischung von sozialer Dynamik und diffuser Angst, in der die Beschäftigten des öffentlichen Dienstes eine erstrangige Rolle gespielt haben. Dem öffentlichen Dienst in Frankreich kommt eine Sonderrolle zu: Er ist Teil einer kollektiven Identität, die über die Arbeiterklasse hinausreicht. Wird er in Frage gestellt, trifft dies auf starken Widerstand. In diesem Zusammenhang betont der Verfasser die Schwäche und Uneinigkeit der französischen Gewerkschaftsbewegung: Lediglich die CGT hat die soziale Protestbewegung wirkungsvoll begleitet, andere Gewerkschaften blieben im Hintergrund. Der Autor bemerkt intellektuelle und soziale Folgewirkungen der Protestwelle: Intervention der Intellektuellen, Streik der Lastwagenfahrer und schließlich der Sieg der politischen Linken bei den Parlamentswahlen. Für die Gewerkschaften bedeutet die neue Lage die Gelegenheit zu einem konzeptionellen und organisatorischen Neubeginn. (ICC)
