A theoretical framework is presented as a first step in constructing a body of theory for understanding certain types of policy outcomes. While the framework operates at a somewhat general level, it does not apply to all policy problems. Nevertheless, it does permit the coding of most policy studies & offers some potential for developing generalizations which transcend a number of policy sectors. General variables are combined with an interest group approach to the study of public policy. By knowing the relative power of specific interest groups, the predictability of what policy outcomes will prevail is increased. This type of analysis should help to more clearly establish the constraints under which policy-makers operate & to clarify the consequences that are likely to follow when certain kinds of policies are adopted. 9 Figures.

Throughout the war and the post‐war period, the field of social work in Croatia has developed at an accelerated rate. The involvement and assistance from international agencies and individuals created numerous fora for exchange, collaboration and mutual learning among all the helping professions. The research process represented a collaborative effort of faculty, lecturers and students in the Study Center for Social Work in the University of Zagreb's Faculty of Law. The sample was convenient, composed mainly of the urban population of Croatia. The instrument consists of two main parts, one regarding the content of a social worker's work, and the other regarding the attitudes toward that profession. We believe that the results of our study demonstrate that social work, as a profession, is relatively well known among the citizens of Croatia. Those markers pertaining to the attitude towards social work profession, which are negative in nature, are ranked by our participants as lowest in importance on the scale.

This article explores continuity and change in Spain's reformatories. Looking at legal and normative documentation, we could argue, on the one hand, that the Franco dictatorship (1939–1975) found little need to change how the reformatories worked. The juvenile court system, on which they depended, displayed strong similarities to those operating elsewhere in the West, and my empirical study of 2,300 personal and administrative records indicates that the reformatories were always characterized by archaic practices and were chronically underfunded throughout Francoism. On the other hand, after analysing the evolving profiles of adolescents confined under Francoism, we can see the connections with both specific processes of regime-sanctioned change from the end of the 1950s – in particular massive, accelerated, internal rural-to-urban migration – and the goal of the dictatorship of preserving a particular form of social order by maintaining tight control of those sectors of the population it considered a danger (i.e., predominantly marginalized, male adolescents living on the edges of Spain's cities – in the shanty towns ( chabolas) or poor suburbs ( banlieues)). The article also looks at how families from different social classes interacted with the reformatories to achieve their own goals, which overlapped with the dictatorship's while remaining partly distinct.

AbstractThis paper explores partnership in the Catholic Church‐aid chain. The focus for the research was the wielding of power in relationships and the notion that agencies involved in a relationship will be motivated to represent this as a partnership even if it is far from being so (a 'social pathology'). The aid chain selected for the research comprised a number of dioceses in Nigeria and two of the major International Catholic Church‐based donors. In the Catholic Church‐based aid chain there is the time and determination to work matters out, which suggests inter‐dependency between all involved and avoidance of 'social pathology'.
