Die Kritik über geringe kommerzielle Spin-Offs militärischer Forschungs- und Entwicklungsprojekte wurde bislang hauptsächlich dadurch bestimmt, daß subjektiv militärische Interessen und Interventionspraktiken das objektiv vorhandene duale Potential von Technologien frühzeitig unterminierten. In diesem Aufsatz wird dargelegt, daß diese im Kern richtige These stark ergänzungsbedürftig ist. Daß sich mit der Verlagerung von Antriebskräften moderner Hochtechnologien auch ursprünglich gegebene duale Zusammenhänge zwischen militärischen und kommerziellen Innovationen auflösen. Diese Tendenz hat gravierende Auswirkungen auf die Gestaltungsfähigkeit nationaler Forschungsförderungs-, Industrie- und Technologiepolitik. Zum anderen würden sich mittelbar Folgen für den außenwirtschafts- und sicherheitspolitischen Zusammenhang der Atlantischen Gemeinschaft einstellen. Der Zusammenhang beider Entwicklungen wird in diesem Beitrag dargestellt. (GF)

El presente trabajo constituye un analisis de las relaciones entre la iglesia catolica de Cuba y el estado desde de los anos 50, acentuando la tension entre los factores internacionales y nacionales que moldean esta relacion. El gobierno cubano ha tratado a menudo a la iglesia como un sujeto de politica exterior y no de politica domestica; a su vez, la iglesia se ha apoyado en recursos internacionales como un modo de garantizar su sobrevivencia. Cette contribution introductive fait le bilan des approches dominantes retenues en particulier par les comparatistes français dans les deux dernières décennies. L'approche systémique met l'accent sur la spécificité des interrelations entre différentes sphères de la vie sociale d'un pays donné. Empruntant davantage à l'analyse historique, l'approche culturelle approfondit l'étude des règles du jeu dominantes qui président au vivre ensemble. L'approche politique, souvent ignorée dans les analyses du travail, retrace la façon dont les agents politiques nationaux (Etat, syndicats , partis ) contribuent à réguler le collectif de travail et l'appareil de gestion interne à l'entreprise. Quant à rapproche stratégique, elle part plus prosaïquement des stratégies des firmes pour délimiter les coupures spatiales pertinentes pour l'analyse comparative entre pays.

The economy of Pakistan is practically dependent upon foreign
resources for its development. This is reflected in the foreign debt of
Pakistan which is currently S 14 billion (Government of Pakistan 1989).
The purpose of this study is to find out whether Pakistan will end up
accumulating a very heavy burden of foreign debt if the present tendency
of borrowing were to continue. Also, how would debt servicing affect
further demand for external financing. Finally, how could the country
break out of this vicious circle of dependency on foreign loans by
following alternative strategies of development.

Before the end of 1988, 300,000 cases of acquired immune deficiency syndrome (AIDS) are expected to have been reported worldwide since 1981. Three epidemiological patterns have emerged. One, in the Americas and Europe, is where transmission is primarily among homosexual men and intravenous drug users. In Africa, the virus primarily is spread heterosexually. A third pattern, in Asia, the Middle East, and Eastern Europe, is manifested by low prevalence but transmission through homosexual and heterosexual contact and contaminated needles. AIDS cases will increase in number dramatically over the next three years, with devastating social and economic consequences. Health-care systems and economic resources in large cities in the United States will be severely strained. African countries will lose many educated and economic leaders. Many Third World countries will have lower productivity and economic output. A global strategy is emerging to understand and control the spread of AIDS. To provide the commitment and leadership necessary to control AIDS in the rest of the world, the United States must first demonstrate a stronger moral conviction and societal will to control the disease in this country.
