In this paper, we present a dynamic scoring analysis of tax reforms for European countries. In this analysis we account for the feedback effects resulting from the adjustment in the labour market and for the economy-wide reaction to tax policy changes. We combine the microsimulation model EUROMOD, extended to incorporate an estimated labour supply model, with the new Keynesian DSGE model QUEST, used by the European Commission for analysing fiscal and structural reform in EU member states. These two models are connected in two ways: by introducing tax policy shocks in QUEST, derived from computing changes in implicit tax rates using EUROMOD; and by calibrating the elasticity of labour supply and the non-participation rates, by skill categories, in QUEST from values calculated using EUROMOD and the estimated labour supply function. Moreover, we discuss aggregation issues and the consistency between the micro and macro modelling of labour supply and interpret the model interaction in terms of tax incidence analysis. We illustrate the methodological approach with the results obtained when scoring specific reforms in three EU Member States, namely, Italy, Belgium and Poland. We compare two different scenarios - one in which the behavioural response to tax changes over the medium term is ignored and another scenario where this behavioural dimension is embedded into the microsimulation model. Our results suggest that accounting for the behavioural reaction and macroeconomic feedback to tax policy changes enriches the tax reforms' analysis, by increasing the accuracy of the direct fiscal and distributional impact assessment provided by the microsimulation model for the three reforms considered. Our results are also in line with the evidence on dynamic scoring exercises, showing that most tax reforms entail relatively small feedback effects (see Gravelle, 2015, for a recent review focusing on the US dynamic scoring experience). In our particular setting, the relatively small behaviour effects are directly linked to the nature of the tax reforms implemented, where a decrease of the employees tax burden generates opposite wage and employment effects in the labour market.

Our paper addresses the relevance of a set of continuous and categorical variables that describe industry characteristics to differences in performance between foreign versus locally owned companies in industries with dissimilar levels of technological intensity. Including data on manufacturing sector performance from 20 European Union member countries and covering the 2009–2016 period, we used the random forests methodology to identify the best predictors of EU manufacturing industries' a priori classification based on two main attributes: ownership (foreign versus local) and technological intensity. We found that EU foreign-owned businesses dominate locally owned ones in terms of size, which gives them an edge in obtaining higher profits, cash flow and investments and coping with higher personnel costs. Furthermore, ownership is a more important differentiator of performance at the industry level than the industry's technological level. The performance of foreign-owned high-tech manufacturing industry units across the EU is the most heterogeneous compared to the other four categories, indicating particularities linked to technological level, ownership, and even location. Our findings suggest that multinational enterprises in high-tech industries transfer to eastern EU countries' activities and processes with lower technological intensity and higher labour intensity, but also that locally owned businesses, even within high-tech industries, have lower technological levels.

However obsolete it may appear in the environment of the post-1989 Czech Republic, dissident activity has left its imprint on Czech society and politics. In Czech foreign policy, there is something like a dissident tradition, which dissidents themselves seem to uphold. In the Czech foreign policy process, there exists an explicit mechanism that has incorporated the dissident tradition, which, in quite a few cases, has affected policy outcomes. The introduction of the dissident tradition into Czech foreign policy was facilitated by the dissidents' great concern for foreign policy and for human rights issues, and, in particular, for human rights issues outside the Czech Republic. We present evidence that dissidents have been concerned with foreign policy and with human rights issues by analyzing the membership of parliamentary committees of both chambers of the Parliament as well as the dissidents' activities in the Senate and the Chamber of Deputies. Significantly, when activities tied to the dissident tradition emerge in the Parliament, the initiators of such activities are always (although not exclusively) dissidents; the opponents, always nondissidents. The globalisation of economic activity and the growing importance of multinational corporations have far-reaching consequences for national tax policies. Since 1995, the average corporate tax rate in the EU has fallen from 35% to 23%. In addition, differences and incompatibilities between the national systems of corporate income taxation distort investment, complicate the tax system and give rise to conflicts between taxpayers and tax authorities as well as between tax authorities of different countries. Given this, there is a widespread view that greater coordination of corporate taxation is required. Recently, the European Commission proposed introducing a Common Consolidated Corporate Tax Base (CCCTB) in Europe. This article discusses the economic advantages and the drawbacks of the CCCTB concept.

It has been said that Central and Eastern Europe can be seen as an interesting direction for Indian political and economic expansion. Both the data on diplomatic activity and India's trade with the countries of CEE, however, prove that the region is not of key importance for New Delhi's foreign policy. On the other hand, a steadily growing trade turnover allows assuming that the current situation will gradually change. The conclusions may be confirmed by the analysis of New Delhi's diplomacy directions in the region. The Indian leaders (not the most important figures, taking into account symbolism and real significance) visited in the years 2014-2019 the CEE countries with the highest trade turnover with India, namely Poland, the Czech Republic, Hungary and Romania. They also paid visits to Bulgaria, Croatia and Serbia, that is countries with which India's trade turnover is relatively low, but steadily growing. It may indicate a desire to establish more active diplomatic and economic involvement in this region than previously.
