A review essay on P. J. Katzenstein's Corporatism and Change. Austria, Switzerland, and the Politics of Industry & Small States in World Markets. Industrial Policy in Europe (Ithaca & London: Cornell U Press, 1984 & 1985, respectively); R. O. Keohane's After Hegemony. Cooperation and Discord in the World Political Economy (Princeton, NJ: Princeton U Press, 1984); & International Regimes (Krasner, S. D. [Ed], Ithaca & London: Cornell U Press, 1983 [see listings in IRPSPPD No. 16]). Keohane & Krasner adopt an "international regime" approach, & Katzenstein a political-institutional or "corporatist" view, with respect to economic policy formation & economic performance. Both perspectives can contribute to a better understanding of why economic interdependence is such a vital factor for domestic politics & policies, though all these works have theoretical & methodological weaknesses: they are vague, empirically difficult to pin down, & unable to account for much extant discord. In addition, corporatism tends to overexplain certain developments, rendering cross-national differences in economic performance incomprehensible; however, it can be an asset in weathering the effects of growing international economic pressures. More sophisticated methodology is needed if political science is to adequately assess the value of these theoretical approaches. 30 References. Modified HA

The state makes law. But the state is also subject to law in two realms: international law and constitutional law. But how in the international realm can law be enforced against powerful states in the absence of a super-state standing above them? How far can moral and legal frameworks developed around ordinary persons be extended to apply to personified Leviathans? The book argues that these kinds of questions are equally applicable to the second major regime of law for states, constitutional law. By assimilating constitutional and international law as parallel projects of imposing law upon the state, this book brings focus to the concept of "law for Leviathan" as a distinctive legal form.

I am going to consider the UN Foreign (Terrorist) Fighter FTF regime
from a different perspective, by exploring how the regime interacts with
both the international law relating to terrorism and international criminal
law. I will to do this by looking first at the definition of terrorism and
then at how the UK Supreme Court approached the issue of terrorism and armed
conflict. In addition, I am going to apply a little prosecutorial pragmatism
to these difficult legal issues, and suggest that we focus on
the crime.

Dieser deutsche Technikstil wird maßgeblich durch Ingenieure und Facharbeiter geprägt. Er ist historisch gewachsen, seine Kennzeichen sind der Hang zur Herstellung von hochentwickelter und maßgeschneiderter Technik. Die traditionell starke Stellung der deutschen Industrie basiert wesentlich auf diesem hohen technischen Vermögen von Facharbeitern und Ingenieuren. Immer klarer wird aber seit einigen Jahren ein Nachteil des deutschen Technikstils: die Vernachlässigung des Kostengesichtspunkts schon bei der Entwicklung und Konstruktion von Technik. In dem Beitrag wird die These vertreten, daß Facharbeiter und Ingenieure auch zukünftig - angesichts des sich verschärfenden internationalen Wettbewerbs - ein unverzichtbares Potential für den Industrie- und Wirtschaftsstandort Deutschland darstellen. Es muß erhalten und gepflegt werden, es muß die 'ökonomische Lektion' (Kostenbewußtsein) lernen - dann gibt es weiterhin gute Chancen für die deutsche Industrie auf dem Weltmarkt." Negotiated conditionality is a core strategy of international organizations to encourage candidate countries to comply with their political or economic standards. Its key feature is given by its strategic calculations. The argument of this paper is that the conditionality mechanisms can be topped by rather complicated bargaining rational thinking which results in half-finished reforms conducted with delays and which often match yesterday’s development preferences of the international actors. The focus of the paper is to propose a concept and to illustrate a model of Romania’s strategic practices as a newcomer country aspiring to integrate within international actors’ clubs.
