This article extends the spatial model of voting to study the implications of different institutional structures of federalism along two dimensions: degree of centralization and mode of representation. The representation dimension varies the weight between unit representation (one state, one vote) and population-proportional representation (one person, one vote). Voters have incomplete information and can reduce policy risk by increasing the degree of centralization or increasing the weight on unit representation. We derive induced preferences over the degree of centralization and the relative weights of the two modes of representation, and we study the properties of majority rule voting over these two basic dimensions of federalism. Moderates prefer more centralization than extremists, and voters in large states generally have different preferences from voters in small states. This implies two main axes of conflict in decisions concerning political confederation: moderates versus extremists and large versus small states. (American Political Science Review / FUB)

Im Vorfeld des 33. Gipfeltreffens der OAU in Harare vom 2.-4.6.1997 stellt sich die Frage nach den aktuellen Problemen der Organisation. Trotz erfolgter Umstrukturierungen in den vergangenen Jahren ist bisher eine politische Reform ausgeblieben. Die Zaire-Krise hat die Schwerfälligkeit des bestehenden Apparats erneut bewiesen. Eine Bilanz der letzten Jahre wird ein einem Interview mit Salim Ahmed Salim gezogen, in dem dieser seine dritte Kandidatur für den Posten des Generalsekretärs begründet und sich für Demokratisierung und Wirtschaftsreformen ausspricht. Das Wahlverfahren für diesen Posten ist wie andere Probleme durch die Statuten nur wenig geregelt. Eines der wichtigsten Themen innerhalb der OAU ist der Westsahara-Konflikt, der zum Austritt Marokkos geführt hatte. Das Maghreb-Land konnte seine Position in den letzten Monaten verbessern, da mehrere Länder ihre Anerkennung der Republik Westsahara zurückgezogen haben. Ein anderes wichtiges Problem sind die Finanzprobleme der Organisation. Trotz einiger Verbesserungen gibt es weiterhin ausstehende Mitgliedsbeiträge in beträchtlicher Höhe. (DÜI-Wgm)

Die Parlaments- und Lokalwahlen des Jahres 1996 stärkten noch die Machtposition der führenden politischen Partei Albaniens, der Demokratischen Partei. Die Opposition übte jedoch scharfe Kritik an Präsident Sali Berisha wegen dessen autoritärer Politik und warf ihm Wahlfälschung vor. Wenngleich letzteres von internationalen Wahlbeobachtern bestätigt wurde, haben sich die Beziehungen Albaniens zum Westen 1996 dennoch kontinuierlich verbessert. (BIOst-Mrk)
