Résumé La pensée internationale de Jeremy Bentham reste méconnue et mal comprise. Parce qu'ils se focalisent à l'excès sur le célèbre essai « A Plan for an Universal and Perpetual Peace », les commentateurs la rattachent généralement à la tradition libérale en lui rendant un hommage convenu ou en critiquant sa supposée naïveté. Ce faisant, ils méconnaissent certains aspects essentiels de la pensée de J. Bentham, en particulier sa volonté constante de concilier les deux antagonismes jaloux que sont la liberté et la sécurité. J. Bentham a ainsi élaboré une synthèse fragile entre les principes libéraux et les considérations du réalisme politique, qui lui confère une place singulière dans les efforts de définition systématique des conditions de la paix et de la sécurité internationale.

Es ist bemerkenswert, dass wir mit der Geschichte der österreichisch-mexikanischen Beziehungen im neunzehnten Jahrhundert zu der großen historischen Wiederbegegnung kommen, die durch die Episode des Anschlusses vor 80 Jahren ermöglicht wurde. Wie wir heute sehen können, war es letztlich eine völkerrechtliche Wiederbegegnung. Mexiko und Österreich teilen einige wichtige inhaltliche Übereinstimmungen in der Umsetzung ihrer Außenpolitik, die sich zwangsläufig aus der Notwendigkeit ergeben, ihre jeweiligen nationalen Interessen auf der Weltbühne zu wahren, sei es auf multilateraler, regionaler oder bilateraler Ebene. Diese Interessen werden nicht geringem Maße von ihren historischen Erfahrungen diktiert. Der Artikel beleuchtet Gründe, die für eine internationale Rechtspartnerschaft sprechen. ; Mexico and Austria share some important substantive coincidences in the conduction of their foreign policy, which necessarily result from the need to uphold what they perceive as their respective national interests in the world stage, be it at the multilateral, regional or bilateral levels, interests which are dictated in no small measure by their historical experience. Handelsmarken weisen in den letzten Jahren erhebliche Wachstumsraten auf. Neben dem Wachstum der Handelsmarkenanteile am Umsatz der Handelsunternehmen wird der Lebensmitteleinzelhandel stark durch die zunehmende Internationalisierung geprägt. Im Rahmen der internationalen Expansion von Handelsunternehmen gewinnen Eigenmarken vermehrt an Bedeutung. Das Einkaufsverhalten in Bezug auf Handelsmarken im interkulturellen Vergleich hat aber bis jetzt nur eine untergeordnete Rolle in empirischen Untersuchungen gespielt. Besonders interessant ist es, die Einstellung der Konsumenten zu Handelsmarken in Ländern Ost- und Westeuropas zu vergleichen, in denen Handelsmarken noch sehr unterschiedliche Entwicklungen aufzeigen. Im Rahmen dieser Arbeit wird Deutschland als ein westeuropäisches und Russland als ein osteuropäisches Land analysiert. Im deutschen Lebensmitteleinzelhandel sind Handelsmarken weitgehend etabliert. Sie ziehen erhebliche Marktanteile auf sich und sind dem Verbraucher seit Jahrzehnten vertraut. Für Märkte wie Russland, die sich noch in einem gering entwickelten Stadium befinden, stellt sich die Frage, ob die aus Deutschland bekannte Handelsmarkenpolitik unverändert auf diesen Markt übertragen werden kann. Dazu müssen die Reaktionen der Konsumenten auf Handelsmarkenangebote und die Faktoren in der Kultur des jeweiligen Landes, die diese unterschiedlichen Reaktionen hervorrufen und damit den Erfolg einer Handelsmarkenpolitik in einem Land bestimmen, erforscht werden. Anliegen dieser Arbeit ist deswegen, neben einer Konkretisierung der Größe �Erfolg einer Handelsmarkenpolitik bei den Konsumenten in einem Land� jene Größen zu erkennen, die das Urteil der Konsumenten und damit ihr Verhalten in Bezug auf Handelsmarken in einem internationalen Kontext bestimmen.

International audience ; The article gives an account of the first Austrian nationwide Danish-style consensus conference, held in the summer of 2003, treating policy issues related to genetic data. Consensus conferences are currently widely discussed for their promise to democratize fields of technological decision-making which are both crucial to the fate of modern society and inaccessible to public involvement. Instead of evaluating the "democratic efficiency" of the deliberative exercise, the essay will contextualize the event in local, as well as international developments comprising discursive, institutional and political elements. Rather than offering definitive claims about the normative significance of the rapidly diffusing deliberative technique, the discussion of a local experience with it will arrive at ambivalent conclusions.

Background  The World Health Organization has adopted two classifications relating to disability, one was published in 1980 and the more recent one in 2001. Although the international classification of functioning, disability and health (ICF) was drafted as a revision of the international classification of impairments, disabilities and handicaps (ICIDH), the ICF is based on major changes when compared with the ICIDH. One of them has to do with the environment.Method  Quotations from the classification manuals and related articles are presented in order to make clear the scope of the environment in the ICF.Results  The ICF has a universal application. The gap between capacity and performance reflects the barriers created by the environment.Conclusions  In the ICF, universalism and barriers have specific meanings, reflecting specific policy choices.

AbstractDisaggregated data for twenty‐seven Australian manufacturing industries are used to examine movements in international price competitiveness relative to each of sixteen major trading partners over the period 1968 to 1989. The changes in price competitiveness are decomposed into elements of exchange rates, tariff rates, profit margins and unit production costs. Great diversity in outcomes is found across both industries and trading partners, with differences in the growth of labour productivity and the cost of materials most closely associated with divergence in outcomes. The results show that domestic manufacturing industries have been able to achieve improved international competitiveness, where they have outperformed comparable industries in Australia's trading partners in terms of labour productivity growth or reductions in the costs of materials.

Clearly, private business is but one agent for the diffusion of technology. Yet it is an important one. In the normal pursuit of business, technological knowledge and skills pass over political boundaries and private enterprise takes part in the international diffusion of technology. In this paper I want to try to delineate the means by which private companies have shared in the international diffusion of technology in the nineteenth and twentieth centuries. I will note briefly the "imitation lag" and then what I want to call the "absorption gap." From generalizations, I will turn to some explicit examples and analysis. Finally, in conclusion, I want to return to my concept of the absorption gap and the role of private enterprise in bridging that gap.
