The appraisal process work achievement officer at University of Jambi is currently based on Government Regulation No. 46 year 2011 about appraisal of work achievements civil servants, which is done once a year. Aspects of appraisal divided into two part, namely Employee Performance Goals (SKP) and Appraisal of Work Behavior. Basis for the appraisal of SKP is based on 4 aspects, namely quantity, quality, time and cost. Appraisal of Work Behaviour based 6 aspects, such as service orientation, integrity, commitment, discipline, cooperation and leadership. To achieve the result of employee performance appraisal required two components that is employee performance target value (60 percents) and work behavior value (40 percents). The final result of this research is design of information systems employee performance appraisal process based on SKP and behavioral appraisal. The method to make the desain using Unified Modelling Language (such as: use case diagram, activity diagram, sequence diagram) and entity relationship diagram. Whereas to rate the user interface design of employee work achievement appraisal information system using System Usability Score (SUS).
This article described the elements of criminal acts against falsification of inheritance certificate, the responsibility of a notary and the one whose certificate of inheritance had been falsified by the others, and the legal consequences of a court decision on the land which certificate of inheritance had been falsified by the other. The method used normative juridical by using a legislative approach and conceptual approach. The results of the study showed that the element of criminal acts against forgery of inheritance certificate is the intention and intent to falsify, the act violates the provisions of the Notary Position Act (UUJN), and the notary didn't an act outside his authority. The criminal responsibility of a notary carried out his place it is proven to have committed a violation. The regulation didn't specifically regulate criminal sanctions against notaries who have been falsified letters due to fraud and errors committed by the complainants. The legal consequences of a certificate of inheritance forged by one of the parties made by a notary were null and void because it has removed one of the heirs and the letter would be cancelled if the postulating party can prove in court in court.DOI: http://dx.doi.org/10.17977/um019v3i12018p022
Agam District Government has the goal of improving economic growth rate of 5.94 percent in 2011 to 7.98 percent in 2017. However, the constraints experienced by the development of the animal husbandry sector is a decrease in the growth rate of the animal husbandry sector and the contribution to the GDP, it is necessary for the development of the animal husbandry subsector in Agam by taking into account various aspects. This study aims to analyze the potential and role of formulating priority strategies of alternative development strategy animal husbandry subsector. Results of the analysis of the animal husbandry subsector LQ is a commodity basis. The shift results proportional growth 10.72 percent negative growth. Region share growth of 2.33 percent. The results obtained from the alternative strategies SWOT matrix were analyzed using QSPM. development and coaching each region based on the existing potential (6.278), increasing the promotion and development of human resources breeder (5.773), to build and develop patterns of cooperation and mutual benefit (5.618), examination of animal health and disease prevention (5.406), implementation and development appropriate technology (5.330) and optimization in securing local resources (4.982). Selected strategic alternatives of highest appeal total development strategy as well as coaching is done each region based on the existing potential (6.278), then the suggestions can be made to the Government Agam namely increasing the number of livestock extension workers and attract investors to develop the livestock subsector in Agam District.

For that, this research is conducted in the government of Papua province with an examination of the influence of the quality of local officials, regulations, information system for asset managements, and commitment to the asset management. A method of descriptive applied by using questionnaire for data collection and regression to data analysis. The results of the research showed that the quality of apparatus significant and positively correlate. Hence, increasing the quality of apparatus needs to be improved through formal education and relevant technical training. Another thing to do is placement staff has to be in accordance with competence. Regulating factor showed a positive and significant influence and the binding regulations existence become a weighted point in handling regional assets. Information systems factor has a positive and significant impact for assets managements in government of Papua province. Information technology application usage has to be an important part for managing regional assets because of efficient and accurate. Leaders' commitment factor have a positive and significant impact, so that the head of SKPD which is responsible for asset usage has to make written commitment as a pact of integrity. Five factors are to be considered in managing regions assets, so that attention and act are required to increase those five factors as well. The first batch of Tax Amnesty policy in Indonesia can affect the economy in other countries because of international cooperation, especially in ASEAN. This study tried to see the cointegration and the causality between stock market indices in the Big 5 ASEAN countries before the policy (October 5th 2015-July 01st 2016), during the policy (July 03rd 2016 - September 30th 2016), and after the policy (October 03rd 2016 - November 04th 2016). The data used is the closing value of daily stock market indices of the Big 5 countries in the ASEAN during those periods. The results showed that there is no cointegration relationship before and during the implementation of the first batch of Tax Amnesty policy. Otherwise, there is a cointegration relationship after the policy implemented. In addition, there is a causality relationship for the stock market index before the policy, such as Indonesia (JKSE) affects Singapore (STI) and Thailand (SET), while the Philippines (PSEi) affects Thailand (SET). During the policy, Thailand (SET) affects Indonesia (JKSE) and the Philippines (PSEi), while the Philippines (PSEi) affects Thailand (SET). After the policy, Thailand (SET) and Singapore (STI) affect each other, while Thailand (SET) affects Malaysia (KLCI).
Abstract: The performance assessment conducted by the government institutions listed in the Performance Accountability Report of Government Institution (LAKIP) is merely described from the financial perspective. Meanwhile, the main focus of the government organizations is not the financial objective, but its customers, i.e., the community and the central government. This research analyzes financial and non-financial performance assessment of the Family Planning Office in Situbondo Regency by applying the balanced scorecard approach (descriptive analysis method). Data were analyzed following Miles and Huberman's recommendation: data reduction, data display, and deduction and verification using the triangulation techniques to check data validity. Results show that from the financial perspective, by applying Accrual Financial Information System (SIRKA) the finances can be managed easily, quickly, and precisely. From the customer perspective, the family planning service is in line with customers' expectations based on interview results with several program acceptors in 2015. From the internal business perspective, the performance also has a good achievement. Meanwhile from the growth and learning perspective, the lack of HR personnel inhibits the program implementation that can be overcome by increasing the role of the program's local assistant (PPKBD) in the villages in Situbondo. Increased Local Revenue is highly determined by its components, such as local taxes, and local taxes are also determined by the components of the tax itself. The boarding house is one of the tax types incorporated in the hotel tax as stipulated in Law no. 28/2009 concerning Regional Taxes and Regional Levies on the provisions of which the hotel reads is the facility of providing lodging services, lodging including other related services with fee, which includes as well as motels, guesthouses, tourism huts, pensions, lodging houses and the like and boarding houses with more than 10 rooms. The purpose of this study is to determine the potential and effectiveness of local taxes on boarding houses in Kotamobagu City. The method used in this research method is qualitative. Tax receipts earned from 5 months will potentially increase PAD. As well as tax collection of boarding houses in Kotamobagu City experienced an effective increase in the first 5 months. The researcher concludes that the boarding house tax has big enough potency to be developed by Kotamobagu City Government where the Revenue Service, Finance and Regional Asset itself, with taxable boarding house can increase PAD Kotamobagu City.Keywords: PAD, Rumah Kos

It is in the interest of clientele of the resulting governments to attempt to levy inflation taxes in order to erode the real value of debt service and redistributive from the rich to poor.
This study aims to determine investment, labor and government spending to economic growth in Indonesia. Estimation results indicate that simultaneous variable investment, labor and government spending have a significant effect on the growth of ekonomi.di Indonesia. Economic growth can be explained by the variable investment, labor and government spending ebesar 74.1 percent and the remaining 25.9 percent can be explained by other variables not included in this study. The estimation results of labor variables significant and positive impact on economic growth in Indonesia. Hasil estimates for investment variables significant and positive impact on economic growth in Indonesia. Results estimates for government expenditure variable significant and positive impact on economic growth in Indonesia.
This study aims to determine the factors that influence consumer preferences in purchasing fruit of tangerine, citrus fruit attributes that are preferred by consumers in choosing fruits tangerines and marketing strategies that can be applied in marketing of fruit tangerine. Factors of consumer preferences on tangerine fruit analyzed in this study were sex, education level, occupation, age, income level and number of family members or dependents in the family. The results show that factor income effect on consumer preferences tangerine fruit in Bojonegoro. While the factors gender, education, age,jobs and the number of family members does not affect the consumer's preferences tangerine fruit in Bojonegoro. Based on the analysis Fishbein of research shows that consumer attitudes to attribute more importance tangerine fruit freshness and fruit flavors tangerine which has a value of 1.72 and 0.85 respectively. Meanwhile, the price factor is not a major consideration in selecting fruit consumers tangerines. Based on these factors and attributes that influence consumers to choose fruits tangerines can be formulated alternatives marketing strategies in the fruit tangerine. Strategies that can be done is to optimize the use of seeds prefetch queue, optimizing the mutually beneficial relationship between farmers and traders, increased knowledge of farmers in the cultivation of fruits tangerines and optimize the role of the government to farmers.
Public welfare is goal of development. Its can be seen from increasing economic growth and inequality in income distribution. Although welfare of Bali is increasing every year, but increase is still relatively low and still occurregionalincome disparities. This study aims to determine regional income disparitiesof Bali and the relationship between economic growth, regional income disparities ofpublic welfare. This study uses secondary data was analyzed using analysis of Index Williamson and path analysis. The analysis shows income disparity between regions of Bali Province in 2001-2012 decreased by an average value of 0.29 means that relatively low levels of disparity. Economic growth in a negative and significant impact on regional income disparities, but a positive and significant impact on public welfare. Regional income disparities in a negative and significant impact on public welfare. Economic growth was indirect effect on public welfare through regional income disparities. Local governments in development policy to pay attention to economic growth and income distribution in order to create a public welfare.
ABSTRACT SUPERIOR COMMODITY POTENTIAL OF HORTICULTURE AGROBUSSINESS AND DEVELOPMENT STRATEGY IN SOUTH HALMAHERA REGENCY. This study was conducted to evaluate the potential of the horticulture superior commodity, growth structure, relation of farm income and to define strategy formulation of superior commodity development in South Halmahera regency. Study was done using survey approach on location basis of horticulture superior commodity. Location was defined by multistage random sampling in South Halmahera regency. Samples were taken by purposive sampling method, based on the criteria including the stakeholders of horticulture commodity spreading around research location. Data were analyzed using Location Quotient (LQ) method comparing the regency PDRB and the province PDRB, using localization coefficient (αi) by defining growth structure of commodity focusing on either one areal or not; using specialization coefficient on one or more of commodities at one certain areal location, using Basic Service Ratio (BSR, the comparison of commodity basis and non basis of commodity, and SWOT analysis formulating the internal and external strategy. Based on LQ analysis, commodities of red pepper, lanseh and durian fruits had LQ value > 1, indicating that these commodities were categorized sector basis and tomato commodity LQ 1 indicated that correlation between sector basis of commodity contributed positively on development of non basis sector of commodity, while year of 2010 was 0.77 and year of 2011 was 0.833. Value of BSR < 1 was indicating negative contribution of commodity sector basis on non basis sector, especially in South Halmahera regency. Based on analysis results, the average income of each respondent for tomato was IDR 33,843,720.-; red pepper was IDR 10,782,350.- ; lanseh fruit was IDR 43,074,200.- and durian fruit was IDR 75,838,040.-. Development strategies based on SWOT analysis were (1) increase of product and agricultural commodity quality, (2) Focused and clearly political will of government, (3) Increase of farmer resource, (4) Self seedling development training, (5) Government regulation on prohibiting exploration of the agricultural potential areas, (6) Increasing activity of the industrial and trade office on easily market information, (7) Effective utilization of productive areas, (8) Collaboration between government and private entrepreneurship, (9) Adoption of modern agricultural technology, (10) Optimizing of the function of economical institution (corporation institution) and banking institution, and (11) Optimizing the role of field agricultural extension. Therefore, based on this research, it can be concluded that South Halmahera regency had high potential of superior commodity of the horticulture sub sector that can be developed due to higher supporting of potential location areas. Accountability performance is a performance accountability to various stakeholders such as local government and the wider community. This has an impact on the support elements for performance accountability. The purpose of this study was to examined the influence of the accuracy of the budget and managerial control of the accountability of public sector performance. This research was conducted in the city of Denpasar SKPD of 33 SKPD with the method of data collection used the questionnaire technique. The number of samples taken an overall total of 33 SKPD SKPD the total sample method. Technique multiple linear regression analysis used in study. The results show the accuracy of the budget and managerial control of the public sector is a significant positive effect on performance accountability. This proves that the better the accuracy of the budget and managerial control of the public sector , the better accountability of local government performance .
