Many studies in international relations have investigated relationships between pairs of countries and the likelihood of conflict, yet none have connected the overall structure of the network of relationships between countries with the total level of international conflict. Here, we blaze a new path in the study of international conflict by introducing a measure of the overall fractionalization in the network of international relationships which we call Kantian fractionalization and demonstrating that this measure has been closely correlated with the number of new international conflicts in the following year. Moreover, we show that jointly democratic pairs of countries contribute negligibly to Kantian fractionalization, casting doubt on one of the most prominent concepts in international relations and policy prescriptions in Washington.

In diesem Beitrag werden erste Ergebnisse des Projekts "Duale Ausbildung als betriebliche Strategie der Fachkräftesicherung - Motivation und Organisation im internationalen Vergleich" vorgestellt. Dies geschieht auf der Basis von ausgewählten Betriebsfallstudien aus der Kfz-Service-Branche in Spanien und Italien. Im Abschluss des Beitrages stehen einige Folgerungen für die weitere Arbeit in dem noch laufenden Forschungsprojekt sowie eine Gegenüberstellung der identifizierten Formen von Ausbildungsengagement im Vergleich mit dem in den beiden Ländern vorliegenden formalen Rahmen, der durch das Berufsbildungssystem strukturiert ist. Der Beitrag zeigt anhand einiger ausgewählter Fallstudien, dass es eine Diskrepanz zwischen den vom Bildungssystem vorgesehenen Möglichkeiten betrieblichen Engagements und den tatsächlichen Aktivitäten der Betriebe geben kann. So tragen die Betriebe teilweise erheblich zur beruflichen Kompetenzentwicklung der jungen Erwachsenen bei, ohne dass diese Aktivitäten im formalen Bildungssystem gespiegelt werden. Dieses Ergebnis kann für die Entwicklung berufsbildungspolitischer Strategien relevant sein.

Research on international election observation shows that observation reduces fraud, encourages participation, and boosts confidence in the election. However, this conventional account misses the negative, violence-inducing potential of observer criticism. This is the first study examining how observer criticism influences post-election violence. Democracy depends on the loser's consent, and the willingness of election losers to be governed by the winners can be influenced by observer criticism. When reputable observers criticize the credibility of an election, they can encourage losers to challenge the result. Observer criticism strengthens the electoral loser by legitimizing a challenge and serving as a focal point for mobilization. Using data on post-election violence in thirty-eight countries in sub-Saharan Africa since 1990, I show that internationally condemned elections are more likely to turn violent than not-condemned elections. These results are robust to various control variables (including observer presence and election fraud) and accounting for potential selection, spuriousness, endogeneity, and omitted variables.
