Seit dem Ende der Erbschaft- und Schenkungsteuer 2008 gibt es in Österreich kaum Daten über die Verteilung und das Volumen von Erbschaften. Freiwillige Haushaltserhebungen erfassen vergangene Erbschaften, aber es mangelt an aktuellen Werten sowie an Prognosen über die zukünftige Erbschaftsentwicklung. Auf Basis der Vermögenserhebung HFCS und des Mikrosimulationsmodells INTAXMOD wird in diesem Beitrag das jährlich vererbte Vermögen sowie das potenzielle Steueraufkommen bis 2050 geschätzt. Die Ergebnisse zeigen (a) eine Verdoppelung des jährlichen Erbvolumens zwischen 2025 und 2050 von rund 21 auf 41 Mrd. Euro, (b) eine starke Konzentration im obersten Perzentil der Erbschaftsverteilung und (c) potenzielle Steueraufkommen von über 1 Mrd. Euro pro Jahr bei Tarifen mit Freibeträgen von 1 Mio. Euro.
Italy's banks are struggling under high amounts of non-performing loans on their balance sheets and the Italian government is fighting with the European Commission over putting 50 billion Euro of problem loans into a bad bank, which needs funding of 10 billion Euro with public money. Calculations of the Cologne Institute for Economic Research reveal that banks need to be recapitalised with additional 21.7 billion Euro under this plan.
Im vorliegenden Papier werden die Ruhegehaltsausgaben am Beispiel des Landes Baden-Württemberg bis zum Jahr 2050 projiziert. Wir zeigen, dass sich im günstigsten Fall die Ruhegehaltsausgaben von heute 2,38 Mrd. Euro auf 4,68 Mrd. Euro im Jahr 2030 bzw. 6,12 Mrd. Euro im Jahr 2050 erhöhen werden. Besonders unter dem Gesichtspunkt, dass die deutschen Bundesländer ab dem Jahr 2020 gemäß den Beschlüssen der Föderalismuskommission II keine neue Kredite mehr aufnehmen dürfen, wird der starke Anstieg der Ruhegehaltsausgaben die fiskalische Handlungsfähigkeit der Politik deutlich verringern. Eine Übertragung der Reformen der Gesetzlichen Rentenversicherung kann den Anstieg der Ruhegehaltsausgaben signifikant dämpfen, jedoch reicht dies für eine Stabilisierung der Ausgaben nicht aus.
Erneut hat die Gesetzliche Krankenversicherung (GKV) ein Geschäftsjahr mit einem positiven Ergebnis abgeschlossen. Einnahmen von 149,5 Milliarden Euro standen Ausgaben von 147,6 Milliarden gegenüber. Der Überschuss von 1,73 Milliarden Euro fiel damit noch etwas höher aus als im Jahr zuvor, ergab eine Auswertung der vorläufigen Finanzergebnisse.
The application of exchange rates target zones modeling to interest rates allows interpreting the puzzles that emerged with the public debt euro area crisis, namely the nonlinear behavior of the interest rates and the fact that some stand-alone countries, not belonging to the euro area, have not been subject to speculative attacks in spite of equally large public debt-to-gross domestic product (GDP) ratios. As a matter of fact, this model shows that in the case of a noncredible upper threshold for the interest rate (that may be due to both the lack of room for increasing further the required government primary surplus and/or the absence of a monetary authority acting as a lender of last resort), the resulting public debt unsustainability determines an interest rate nonlinearity and makes the crisis possible for public debt levels that would be stable in the presence of a credible interest rate target.

In this article it is argued that citizens take into account the degree of a government's political autonomy to implement particular policies when expressing their views on satisfaction with democracy (SWD) but, in order to do so, they need to perceive it. When citizens directly observe the external constraints that reduce their government's autonomy, then variations in levels of regime satisfaction may no longer be exclusively about government performance – as widely argued by political economists – but also about democratic choice. The argument develops after comparing the existing scenarios in the Eurozone before and after the Great Recession. Citizens only began to perceive their own lack of choice to decide between policy alternatives when the sovereign debt crisis broke out in May 2010, the date of the first Greek bail‐out. It is then when citizens started to update their beliefs about the functioning of democracy as a system in which alternative policies can be adopted as bail‐out deals were signed between national governments from the Euro periphery and the Troika. This updating process towards the way democracy works explains the increasing gap in the levels of SWD between bailed‐out economies and the rest of the countries in the Eurozone. Empirical confirmation for this claim is found after analysing Eurobarometer surveys from 2002 to 2014 and using a two‐step difference‐in‐difference analysis that combines individual and aggregate data.
The Chinese economic development affects GDP growth and inflation in the advanced countries. A GVAR approach is used to model the interdependencies between the business cycles in China and industrial countries, including the US, the euro area and Japan. For robustness, the results are compared to those obtained by leading structural econometric models, such as NiGEM and OEF. Evidence is based on the responses to a Chinese shock stemming from the recent fiscal stimulus package. The results indicate that the impact on GDP growth in the advanced economies is substantial for the Asian region. The expansionary effects to the US and the euro area responses are much lower and decrease due to rising inflation pressure. The analysis also reveals that China is still highly vulnerable to shocks in industrial countries, including the government debt crisis in the euro area.
The crisis has underlined the strong interdependence between the euro-area banking and sovereign crises. To understand the role domestic banks have played in holding sovereign debt, a breakdown of government debt by holding sectors is required. The data shows that at the start of the crisis, most continental euro-area countries were characterised by the large size of their banks' portfolios of domestic government bonds, which were markedly larger than in the UK or the US. Consequently, concern about sovereign solvency was bound to have major consequences for banks. The structural vulnerability of euro-area countries has increased, reinforcing the sovereign/ banking crisis vicious cycle. All countries for which concerns about state solvency arose in recent years have seen a reversal in the previously steady increase of the share of government debt held by non residents. Germany, by contrast, has seen an increase in the share held by non residents. In the short term, these observations raise a question about the effectiveness of ECB provision of liquidity to banks as a means to alleviate the sovereign crisis. At a point when government bonds are considered risky assets, euro-area banks are faced with both balance sheet and reputational risks compared to their non-euro area counterparts, and may prove reluctant to increase this exposure further. In the longer term, the question is if and how euro-area regulators should set incentives to reduce banks' heavy exposure to sovereigns. This issue should be given more attention in European policy discussions on how to strengthen the euro area.

Slovak Republic entered the ERM II in the end of 2005 whereby it came nearer to its strategic objective -- joining the euro area. In this paper we try to answer two questions. Section 1 examines the features and risks of the EMU. Is EMU an optimum currency area and what is the OCA scorecard of euro area? We conclude that euro area -- in spite of its indisputable benefits -- is rather a premature monetary union with asymmetric monetary policy effects and other policy asymmetries. Section 2 analyzes possible effects of the EMU on the Slovak economy. We examine the experience of other countries and compare their real convergence to average level of euro area before and after joining the EMU. The readiness of Slovak economy for euro adoption, possible obstacles on this uneasy way and the connection between income level, price level and real convergence are analysed at the end of the paper. "Die jüngste Wohngeldnovelle mit ihren Auswirkungen ab dem Berichtsjahr 2001 erbrachte umfangreiche Änderungen. So gab es unter anderem allgemeine Leistungsanpassungen unter Berücksichtigung der Mieten- und Einkommensentwicklungen seit 1990, familienfreundliche Verbesserungen der Leistungen für Empfänger von Allgemeinem Wohngeld und die Wiederherstellung des Gleichgewichts zwischen dem Besonderen Mietzuschuss (früher pauschaliertes Wohngeld) für Sozialhilfe- und Kriegsopferfürsorgeempfänger und dem Allgemeinen Wohngeld (früher Tabellenwohngeld) durch nunmehr neue Berechnungsregeln beim Besonderen Mietzuschuss. In Bayern gab es Ende 2001 insgesamt rund 225.000 Haushalte mit Wohngeldbezug, und zwar überwiegend Haushalte von Rentnern und Arbeitern. Davon erhielten nahezu 60 v.H. das Allgemeine Wohngeld und die übrigen mehr als 40 v.H. den Besonderen Mietzuschuss. Gut die Hälfte aller Wohngeldbezieher waren Einpersonenhaushalte. Bewirkt in erster Linie durch die Gesetzesänderung erhöhte sich der durchschnittliche monatliche Wohngeldanspruch je Empfängerhaushalt mit Bezug von Allgemeinem Wohngeld Ende 2001 gegenüber dem entsprechenden Tabellenwohngeld im Jahr zuvor um fast 40 v.H. auf 98 Euro. Das nach neuen Berechnungsregeln ermittelte durchschnittliche monatliche Wohngeld je Empfänger von Besonderem Mietzuschuss betrug dagegen 155 Euro. Im Laufe des Jahres 2001 wurden in Bayern insgesamt rund 294 Millionen Euro an Wohngeld ausbezahlt. Aufgrund der Wohngeldgewährung konnten in diesem Jahr die durchschnittliche monatliche 'Kalt'-Miete der Mietzuschussempfänger in Höhe von 324 Euro um rund 30 v.H. und die entsprechende Miete der Bezieher von Besonderem Mietzuschuss (335 Euro) um rund 46 v.H. verringert werden. Der Anteil der Miete an den Bruttoeinkommen der Mietzuschussempfänger betrug 2001 im Durchschnitt vor Bezug des Wohngeldes rund 37 v.H., danach aber 'nur' mehr als 26 v.H." (Autorenreferat)
In this paper we estimate disaggregated labour demand equations using panel data involving observations across time (1970-2007) for twenty-three industries across eleven euro area countries. By using the EU KLEMS database, which provides data across countries, we provide industry-by-industry estimates of the labour demand function. The values of our estimated (own-price) elasticities of labour demand are substantial, and in accordance with the findings of the empirical literature. Independently of whether we use level or time-differenced data, the (absolute value of the) estimated conditional elasticities are bracketed in the interval [0.05, 0.80], with the (un-weighted) mean elasticity across the various methods ranging from 0.26 to 0.43. The values of the estimated unconditional elasticities are similar in size and range, and the same holds true for country-specific wage-elasticities of labour demand. Our results indicate that the experienced wage declines in the periphery countries of the euro area can, when the contractionary credit and budgetary policies come to an end, have a non-negligible, albeit modest, effect on future employment growth.
Although the increasing heterogeneity as an effect of European Union enlargement, referring especially to the last two waves, is perceived as a single internal market and also euro single currency risk, European Monetary Union represents an important step towards deepening economic integration. Controversy on the Optimum Currency Area issue has created difficulties in empirical research effort to find appropriate responses to the EMU dilemma: is Euro zone an "optimum" or rather "viable" currency area?
