This paper studies the national projects defended by Spanish political parties on the basis of the image they project in relation to women's roles. To do so, we start with a critical review of nations and welfare states as masculinized projects, and from this we design a strategy based on the analysis of the manifestos issued by each political party in 2020 on International Women's Day. The results obtained reflect the existence of three different ways of understanding the nation from a gender perspective: the first bloc, formed by the two conservative parties, PP and VOX, reproduces the nation by basing their discourse on gender inequalities, with a great weight of care for women ; the second, formed by the most progressive parties (IU and Podemos), is situated in a clearly feminist perspective ; the third, formed by the PSOE, shows a mixture of ideas that is reflected in considering both sexes as political subjects of feminism, and in presenting a discourse of the liberal and socialist current.

The coronavirus disease 2019 (COVID-19) outbreak in China was first reported to the World Health Organization on 31 December 2019, after the first cases were officially identified around 8 December 2019. However, the case of an infected patient of 55 years old can probably be traced back on 17 November. The spreading has been rapid and heterogeneous. Economic, political and social impacts have not been long overdue. This paper, based on English, French and Chinese research in national and international databases, aims to study the COVID-19 situation in China through the management of the outbreak and the Chinese response to vaccination strategy. The coronavirus disease pandemic is under control in China through non-pharmaceutical interventions, and the mass vaccination program has been launched to further prevent the disease and progressed steadily with 483.34 million doses having been administered across the country by 21 May 2021. China is also acting as an important player in the development and production of SARS-CoV-2 vaccines.

International audience ; Digital Government (traditionally known as e-Government) focuses on value delivery to citizens through information and communication technology (ICT) support for processes, activities and resources. Digital government's collaborative processes involve organizations (employees, technologies), partners (providers, consumers), and users (citizens, foreigners), leading to complex interactions within different e-Government models and available technologies.Business Process Management (BPM)constitutes a real asset for enhancing the services of an organization and their coordination, as well as the products that each actor of a virtual network delivers to meet clients' expectations (citizens, patients, etc.). Successful inter-organizational process management within e-Government collaborative organizations will lead to better conceptual and technological integration, not only with each other but also with citizens and users in general. To this end, it is necessary to devise new ways to deal with the complexity of e-Government collaborative process definition, modeling, analysis, enactment and monitoring from various dimensions and points of view including theory, engineering, interoperability, agility, social aspects, etc.

This paper aims to unbundle the antecedents of competence-based synergy in the strategic alliance formation process by employing the ARCTIC framework. The current research provides a new empirical application of the ARCTIC framework to reveal the success factors of reciprocal synergies of the Renault–Nissan–Mitsubishi strategic alliance in the automotive industry. By taking a resource-based view on the sources of competitive advantage, the current paper contributes to theoretical and practical issues of global strategic alliances as part of the existing literature on strategic management, international business, and corporate finance. By bridging qualitative and quantitative research methods, the paper provides validity to the ARCTIC framework with an application of the real option valuation. A conceptual model of research helps practitioners and scholars to explore critical success factors of alliance formation and to predict a competence-based synergy of strategic alliances. Future research may explore the institutional context of strategic alliances, specifically, exploring the impact of the French and Japanese governments on the Renault–Nissan–Mitsubishi alliance's synergies.

Political bots, through astroturfing and other strategies, have become important players in recent elections in several countries. This study aims to provide researchers and the citizenry with the necessary knowledge to design strategies to identify bots and counteract what international organizations have deemed bots' harmful effects on democracy and, simultaneously, improve automatic detection of them. This study is based on two innovative methodological approaches: (1) dealing with bots using hybrid intelligence (HI), a multidisciplinary perspective that combines artificial intelligence (AI), natural language processing, political science, and communication science, and (2) applying framing theory to political bots. This paper contributes to the literature in the field by (a) applying framing to the analysis of political bots, (b) defining characteristics to identify signs of automation in Spanish, (c) building a Spanish-language bot database, (d) developing a specific classifier for Spanish-language accounts, (e) using HI to detect bots, and (f) developing tools that enable the everyday citizen to identify political bots through framing.

The 1960s were marked by profound political and cultural transformation and Berkeley was one of most deeply involved institutions. Though much has been written about the students' movement, no research has stopped to consider the experience of the Berkeley Free Church, the subsequent publication of the journal Radical Religion and the constitution of the American Christians toward Socialism movement. The young people who were the key figures in this experience are an emblem of the Christians of the times, open as they were to ecumenical exchange and attentive to the problems of the poor and the socially excluded. The international and national context led them to progressively assume more radical positions, to use Marxism as a method for interpreting society's "contradictions" and to seek a political dialogue with the world of the Left. This path of theoretical and political quest concluded in the 1980s, when a new wave of conservatism put an end to any hope of radically transforming Western societies.

It has been argued recently that Uganda's sexual law should be interpreted as a part of gender power struggles, rather than in the original neo-colonial interpretation or as a result of structural changes and President Museveni's pragmatic policy. Based on our intensive fieldwork during the dry season in 2017, we argue that an understanding of this development as a combination of the US proxy culture wars–US cultural wars being fought worldwide-interacting with local religious sensitivity is more plausible. The "sexual law" is a product of the clash between conservatives and progressivists over Uganda's future. The Neo-Pentecostals—typically supported by conservative circles from the USA and Canada—stand against the influence of secular NGOs—mostly connected with the LGBTQ and progressivist circles from the USA and EU. However, the effect of international influence is limited due to religious sensitivity, shaped by local tradition. Uganda's people are not passive victims of any kind. They take an active part in the global contest between cultural progressivists and conservatives.

The author introduces an approach for a consensual economic policy for a group of rapidly developing countries as a response to contemporary global economic challenges. This article reconsiders the problems of international economic integration in the period of deglobalization. The author puts forward the hypothetical model of a debt market of BRICS-bonds. The paper discusses approaches to servicing government debt and budget deficits in the BRICS based on the shared framework of financial and economic institutions. The author formulates the possibilities of a shared economic policy in the BRICS that could help overcome the consequences of the crisis caused by COVID-19. The author proposes a unique budget deficit optimization approach for the BRICS. The article evaluates the options for automatic and state-run budget deficit services and identifies the optimal level of taxation and the average weighted tax rate for the BRICS. The author investigates the potential of the BRICS to use financial resources of the shared debt market based on the gradualist approach for a consensual economic policy.

International audience ; The COVID-19 pandemic has led to widespread school shutdowns, with many continuing distance education via online-learning platforms. We here estimate the causal effects of online education on student exam performance using administrative data from Chinese Middle Schools. Taking a difference-in-differences approach, we find that receiving online education during the COVID-19 lockdown improved student academic results by 0.22 of a standard deviation, relative to pupils without learning support from their school. Not all online education was equal: students who were given recorded online lessons from external higher-quality teachers had higher exam scores than those whose lessons were recorded by teachers from their own school. The educational benefits of distance learning were the same for rural and urban students, but the exam performance of students who used a computer for online education was better than those who used a smartphone. Last, while everyone except the very-best students performed better with online learning, it was low achievers who benefited from teacher quality.

International audience ; In this paper, we investigate the calibration of a mathematical model describing different behaviors occurring during a natural, a societal, or a technological catastrophe. This model was developed in collaboration with geographers and psychologists. To collect information on the level of stress, psychologists of the LPPL laboratory of Nantes (France) led virtual reality experiments. These experiments consisted in immersing individuals in a situation of catastrophe and measuring their electrocardiogram. From the physical and biological data collected, we present the methodology to calibrate the behavioral model. First, a theoretical analysis is carried out to determine (i) if the parameters can be uniquely estimated, (ii) the minimal number of discrete measurements required for the estimation. Then, from these analyses, an estimation procedure is performed to calibrate the mathematical model or at least to have an order magnitude of the model parameters. Through this work, we will show from simulations that the proposed system makes it possible to apprehend non observable human processes.

Cooperative research programs aimed at reducing biological threats have increased scientific capabilities and capacities in Kazakhstan. The German Federal Foreign Office's German Biosecurity Programme, the United Kingdom's International Biological Security Programme and the United States Defense Threat Reduction Agency's Biological Threat Reduction Program provide funding for partner countries, like Kazakhstan. The mutual goals of the programs are to reduce biological threats and enhance global health security. Our investigation examined these cooperative research programs, summarizing major impacts they have made, as well as common successes and challenges. By mapping various projects across the three programs, research networks are highlighted which demonstrate best communication practices to share results and reinforce conclusions. Our team performed a survey to collect results from Kazakhstani partner scientists on their experiences that help gain insights into enhancing day-to-day approaches to conducting cooperative scientific research. This analysis will serve as a basis for a capability maturity model as used in industry, and in addition builds synergy for future collaborations that will be essential for quality and sustainment.

While insufficient to meet the vast needs, billions of dollars are being invested in girls' education advocacy, program, and policy solutions around the world. At the same time, hundreds of millions are invested in research about what works in education. And yet, the policies and approaches that are pursued often don't line up with what researchers find is effective. The result is that governments, international organizations, and NGOs are too often investing scarce resources in policies or interventions without knowing whether they work. In partnership with Echidna Giving, the GIRL Center at the Population Council developed the Evidence for Gender and Education Resource (EGER), an interactive online database that practitioners, researchers, donors, and decisionmakers can use to drive better results for girls, boys, and communities around the world. EGER addresses how to ensure that limited resources are invested in the most effective solutions to achieve gender equality in education. The resulting data provide valuable insights into gaps and opportunities for the global girls' education field, and this report shares those insights.

Enabling the City is a collaborative book that focuses on how interdisciplinary and transdisciplinary processes of knowledge production may contribute to urban transformation at a local level in the 21st century, striking a balance between enthusiastic support for such transformational potential and a cautious note regarding the persistent challenges to the ethos as well as the practice of inter and transdisciplinarity. The rich stories reflect different research and local practice cultures, exploring issues such as ageing, community, health and dementia, public space, energy, mobility cultures, heritage, housing, re-use, and renewal, as well as more universal questions about urban sustainability and climate change, and perhaps most importantly, education. Against this backdrop, aspirations for the 21st century are related to the international, national, and local agendas expressed in the Sustainable Development Goals (SDGs) and in the New Urban Agenda (NUA), raising fundamental questions of how to enable development. We highlight aspects of transformative learning and ways of knowing, critical to any collaborative and participatory process.
