Check My School (CMS) is a community monitoring project that aims to promote transparency and social accountability in the Philippine education sector by tracking the provision of services in public schools. The project uses a blended approach, which combines on-the-ground community monitoring with the use of information and communication technology (ICT). CMS had been initiated and designed by the Affiliated Network for Social Accountability in East Asia and the Pacific (ANSA-EAP) and jointly supported by the World Bank Institute and the Open Society Institute. Although CMS is a young project (the pilot began in early 2011), it has already attracted worldwide attention of governments, civil society organizations, and international donors. CMS is often cited as a 'good practice' in the field, and the governments of several countries, including Indonesia, Kenya, and Moldova, are interested in adapting the CMS model to their country contexts. This case study sheds light on the design and implementation features of the first pilot cycle of CMS in public schools across the Philippines. The case study discusses the general political background and operating environment of the CMS project, its concept and operating principles, the roles and incentives of the major stakeholders involved in its design and implementation, and the ways in which CMS aims to use ICTs. In addition, the case study provides a step-by-step analysis of the first CMS project cycle in 2011, examines its accomplishments and challenges, and provides lessons from the first pilot year of the project's operation. The case study concludes with recommendations for projects that aim to follow the footsteps of CMS.

The increased influx of refugees into Europe in 2015 put a strain on Europe's common asylum system. The European Union was faced with the challenge of solving this urgent problem, and was forced to take interim measures. In September 2015, the Council took two decisions: the first to relocate 40,000 applicants and the second to relocate 120,000 applicants to Member States. The relocation decisions were based on the principles of solidarity and fair sharing of responsibility as expressed in Article 80 of the TFEU. Member States retain the right to refuse to relocate an applicant only where there are reasonable grounds for regarding him or her as a danger to their national security or public order. However, states cannot, on the basis of security considerations, arbitrarily decide not to fulfill the obligations arising from the relocation decisions. Introduction. The article highlights the features of the educational process and technology, ie compliance with the content and sequence of educational stages; the peculiarities of the task in military units are determined, which contain elements of problems, ie conditions are created under which a serviceman finds one correct meaning from several ambiguous decisions or answers.It is noted that both in universities and their units, and in the army, a common type of training is group training. This type of training is conducted with a study group (unit) and aims to consider in detail the theoretical issues, elements of practical activities of commanders and staffs in solving problems, as well as in the study of samples of weapons and military equipment. A characteristic feature of the group lesson is the use of various illustrations (electronic manuals, posters, diagrams, stands, samples of equipment, etc.). Purpose. Teaching material is carried out in close connection with the tasks of professional training of servicemen. There are four periods of transformation of the content of the concept from "technology in education" to "technology of education". The classification of "learning technology" is specified. It is emphasized that pedagogical technology brings pedagogy closer to the exact sciences, and makes pedagogical practice an organized, managed process with predictable positive results.Methods. The article uses some general scientific and special methods of theoretical and empirical research, including analysis of the scientific literature on the problem, systematization and generalization of materials.Results. The organization of the study of new educational material with the training group (unit) will allow the head of the lesson to deeply and concretely reveal its essence, clearly show the application of theory in solving various practical problems, to provide constant feedback to servicemen. Modern didactics presents a variety of learning technologies. Their diversity is due to the fact that each author and performer brings to the pedagogical process something of their own, individual, thereby changing the technology.Conclusion. The practical component is the introduction of interactive forms of education namely business and role-playing games in the educational process of military educational institution, which bring theoretical training as close as possible to real practice, because business and role-playing games are the basis of decision-making both in specific combat situations and in classes, they contribute to the formation of knowledge, laws, trends in military affairs, logical methods of system analysis. Role-playing techniques such as behavioral-game techniques are very important, they are based on stimulating the game interactions of cadets in close proximity to the real professional military combat activities of an officer. Such techniques include: instruction, activation of game parties, correction of the game participants behavior, step and final evaluation techniques. The so-called cognitive-game techniques are of particular importance in the organization of role-playing games in the military training. Such techniques include: a) techniques that promote entry into the role - image (description of each participant role in the game, motivation, encouragement, question-hint, as well as encouragement and humor); b) methods of role correlation (leading questions, comments - questions, support - defence etc). ; В статье освещаются особенности учебного процесса и технологизации, то есть соблюдение содержания и последовательности учебно-воспитательных этапов, а так же определены особенности задачи в военных подразделениях, содержащие в себе элементы проблемности, то есть создаются условия, при которых военнослужащий ищет по нескольким неоднозначным решениям или ответам одно правильное значение.Отмечено, что как в вузах, их подразделениях, так и в войсках распространенным видом занятий является групповое занятие. Этот вид занятий проводится с учебной группой (подразделением) и имеет целью детальное рассмотрение теоретических вопросов, элементов практической деятельности командиров и штабов при решении задач, а также при изучении образцов вооружения и боевой техники. Характерной особенностью группового занятия является применение различного рода иллюстраций (электронных пособий, плакатов, схем, стендов, образцов техники и др.). Изложение учебного материала осуществляется в тесной связи с задачами профессиональной подготовки военнослужащих. Выделены четыре периода трансформации содержания понятия от «технологии в обучении» к «технологии обучения». Конкретизирована классификация «технологии обучения». Отмечено, что педагогическая технология приближает педагогику к точным наукам, а педагогическую практику делает организованным, управляемым процессом с предполагаемыми положительными результатами.Обращено внимание на то, что на практических занятиях есть все условия для внедрения индивидуального обучения. Это объясняется тем, что руководитель имеет возможность наблюдать за работой каждого военнослужащего, изучать их индивидуальные особенности, своевременно оказывать помощь в решении сложных задач. Вместе с тем военнослужащим, которые успешно выполняют задания, руководитель может дать дополнительные задания, а тем кто отстает, уделить больше внимания как на занятии, так и во внеучебное время.Практические занятия отличаются от других видов занятий тем, что основным их содержанием является овладение приемами работы с вооружением и техникой. Они проводятся, как правило, в полевых условиях и в учебных лабораториях, на полигонах. Для оказания помощи руководителю занятия могут привлекаться офицеры и заранее подготовленные инструкторы. Current military and political situation in Ukraine in terms of military aggression and transformations of systems and armament that are happening in our society, make completely new demands to the professional training of experts in the field of missile and artillery armament (MAA) in the Armed Forces of Ukraine (AFU), their adaptive opportunities to work in dynamic environment.Responsibility and reality of nowadays require to educate the officers in the field of MAA who do not only handle MAA and vehicles well, but are also capable to master new models of armament and vehicles in short terms, that are delivered to the units of AFU, to make decisions and be responsible for their outcome, to be independent in their actions and achievements.The aim of the article is to analyze the usage of interactive technologies in the system of skills development of future officers of missile and artillery armament.Interactive technologies of education are defined by researchers as a special form of organizing the learning which has an exact predictable purpose – creating comfortable conditions for education in which every person feels their success and intellectual ability. The point is that the educational process turns around the constant active engagement of all its participants.The efficiency of interactive education is explained by lots of factors. First of all, it provides "turning on" the collective mind of the group of future officers of MAA which is able to solve many problems more intensively and effectively. Solving a commonly agreed learning task, a training group of future officers of MAA cooperates and exercises creativity.The article examines the usage of interactive technologies of education while learning military and specialized subjects as a methodology of conducting practical classes. However, high efficiency of organizing such classes is found out to be provided by the increased inner motivation of cadets to study, which includes the following: responsibility of head cadets for preparing for classes not only to the teacher but also to their group-mates; outcome of final evaluation of head cadets for classes, that includes the level of educating the group-mates in proper technological operations. The inner motivation of the group-mates is enhanced by the relevant examples of the head cadets who have learned the lesson very well and teach their group-mates, as well as by such component of cooperation as personal engagement.The article reveals certain theoretical and methodological aspects of interactive education and analyzes organizational and pedagogical conditions of their applying in training future officers of missile and artillery armament for effective implementation of their duties, that allows to form their professional willingness to meet the requirements of nowadays.Specific instances reveal that organizing the interactive education in the process of training future officers involves modeling the structure and content of practical activity, as well as operational situations, using role plays, collaborative solving of the problem based on the analysis of circumstances. It results in the fact that the process of cadets' educational activity, using interactive means of studying, causes creating the opportunity to model the holistic content of future professional work, to develop the skills; the educational process is intensified, the learning activity of future officers of MAA is increased, an exact, socially significant, not abstract, motivation of education appears. ; Сучасна воєнно-політична ситуація в Україні умовах військової агресії та трансформації систем й озброєння, які відбуваються у нашому суспільстві, висувають принципово нові вимоги до професійної підготовки фахівців у сфері забезпечення ракетно-артилерійського озброєння (РАО) у Збройних Силах України (ЗСУ), їх адаптаційних можливостей до роботи в умовах, які динамічно змінюються.Відповідальність і реалії сьогодення вимагають підготувати офіцерів у сфері забезпечення РАО, які не тільки добре володіють сучасним РАО та технікою, але й здатні, у короткі терміни опанувати нові зразки озброєння та техніки, яка активно надходять у підрозділи ЗСУ, приймати рішення і відповідати за їх результати, бути самостійними у своїх діях і домаганнях.Метою статті є аналіз використання інтерактивних технологій в системі формування вмінь у майбутніх офіцерів служби ракетно-артилерійського озброєння.Інтерактивні технології навчання визначається дослідниками як спеціальна форма організації пізнавальної діяльності, яка має конкретну, передбачувану мету – створення комфортних умов навчання, за яких кожна людина відчуває свою успішність та інтелектуальну спроможність. Її суть полягає в тому, що навчальний процес успішно розгортається за умови постійної, активної взаємодії всіх його учасників.Ефективність інтерактивного навчання пояснюється багатьма чинниками. Насамперед воно забезпечує "включення" колективного розуму групи майбутніх офіцерів служби РАО, що здатний до вирішення багато задач більш інтенсивно та ефективно. Розв'язуючи спільно поставлене навчальне завдання, навчальна група майбутніх офіцерів служби РАО здійснює співробітництво, співтворчість.У статті досліджено, що використання інтерактивних технологій навчання при вивченні військових та військово-спеціальних дисциплін є методика проведення практичних занять. Разом з тим, встановлено висока ефективність організації подібних занять забезпечується підвищеною внутрішньою мотивацією курсантів до навчання, яка полягає у: відповідальності курсантів-керівників за підготовку до заняття не тільки перед викладачем, але і перед своїми товаришами; результатах кінцевої оцінки курсантів-керівників за заняття, де враховується ступінь навченості ними курсантів навчальної групи відповідним технологічним операціям. Щодо курсантів групи, то їх внутрішня мотивація підвищується нагальними прикладами курсантів-керівників, які самі добре засвоїли матеріал заняття і навчають товаришів, а також таким компонентом співпраці, як особистісна взаємодія.У статті розкриті окремі теоретико-методичні аспекти інтерактивного навчання та проаналізовано організаційно-педагогічні умови їх використання в підготовці майбутніх офіцерів служби ракетно-артилерійського озброєння до ефективного виконання службових обов'язків, що дозволяє забезпечувати формування їх професійної готовності на рівні вимог сьогодення.На конкретних прикладах досліджено, що організація інтерактивного навчання в процесі підготовки майбутнього офіцера передбачає моделювання структури і змісту практичної діяльності, а також функціональних ситуацій, застосування рольових ігор, спільне розв'язання проблеми на основі аналізу обставин. У результаті цього встановлено, що у процесі навчальної діяльності курсантів з використанням інтерактивних методів навчання створюється можливість моделювання цілісного змісту майбутньої професійної діяльності, формування сталих вмінь; інтенсифікується процес навчання, підвищується пізнавальна активність майбутніх офіцерів служби РАО, виникає не абстрактна, а конкретна, соціально значима мотивація навчання.

In today's crisis conditions, the functioning of the Ukrainian economy, its significant shadowing, the corruption of power, the excessive indebtedness of the state, low innovation and investment activity and negative demographic trends, there was a discrepancy between the existing system of economic security and its mechanism of counteracting threats, destructive factors of danger and existing threats, and new, specific, generated by a globalized environment and external aggression. The question about the creation of new models of national economic security, that would be effective in solving the problems of protection from modified traditional and new, specific threats, was raised. Despite the significant developments in the theory of economic security, the problem of timely detection, identification and neutralization of threats to the country's economic security remains unresolved, in particular due to the lack of a unified approach to their classification and systematization, especially with regard to modified traditional and new, specific threats. Efficiency and effectiveness of solving problems of protection against traditional and new threats is due, above all, to the correctness of their systematization and classification. In the article the approaches in the scientific literature to the classification of threats to the economic security of the state and systematization and classification of these threats in the system of economic security of the state, taking into account the trends of the current crisis situation in the economy of Ukraine are summarized. The National Security Strategy of Ukraine, approved by the Decree of the President of Ukraine dated May 26, 2015, No. 287/2015, identified, among other things, the main topical threats to the national security of Ukraine in the economic sphere. However, according to the legislation, the classification of threats to economic security is provided only within the framework of national security and does not take into account, in general, all components of the economic security of the state. At the same time, the scientific literature offers a sufficient number of different criteria for their classification. Having done their generalization, it is possible to classify the actual threats to the economic security of the state by many criteria. Such a multi-criteria classification makes it possible to comprehensively assess the variety of threats, the scale of their manifestation and the sources of their occurrence, for the adoption of managerial decisions of a biased effect on them, and not only to overcome the consequences of the manifestation of these threats. The process of occurrence of threats is complex and complex. It occurs under the influence of certain factors, phenomena and events that act as catalysts of these threats under certain conditions, which constantly and dynamically change in the external and internal environment. At the same time, each threat has its own special, as a prerequisite for the emergence, and the nature of the manifestation and degree of influence on the indicators of economic security of the state. The classification of actual threats to the economic security of the state, taking into account both traditional, known threats, and new, specific, can be used for their identification, classification, determination of causal relationships, sequence and sources of origin, assessment of the extent of their manifestation in planning and implementation of a set of measures to ensure the country's economic security and, accordingly, in creating the latest effective models of national economic security. ; У сучасних кризових умовах функціонування економіки України, значної її тінізації, корумпованості влади, надмірної боргової залежності держави, низької інноваційної й інвестиційної активності та негативних демографічних тенденцій, виникла невідповідність між існуючою системою економічної безпеки й її механізмом протидії загрозам, деструктивним чинникам небезпеки та існуючими загрозами, і новими, специфічними, які породжені глобалізованим середовищем і зовнішньою агресією. Постало питання про створення нових моделей національної економічної безпеки, що були б ефективними для вирішення завдань захисту від модифікованих традиційних і нових, специфічних загроз. Незважаючи на значні напрацювання теорії економічної безпеки, залишається невирішеною проблема вчасного виявлення, ідентифікації та нейтралізації загроз економічній безпеці держави, зокрема в зв'язку з відсутністю єдиного підходу до їх класифікації та систематизації, перш за все, стосовно модифікованих традиційних і нових, специфічних загроз. Ефективність і результативність вирішення завдань захисту від традиційних і нових загроз обумовлена, перш за все, правильністю їх систематизації й класифікації. У статті здійснено узагальнення наявних в науковій літературі підходів до класифікації загроз економічній безпеці держави та систематизація й класифікація цих загроз в системі економічної безпеки держави, з урахуванням тенденцій сучасного кризового стану економіки України. Стратегією національної безпеки України, яка затверджена Указом Президента України від 26 травня 2015 року № 287/2015 визначені, серед іншого, основні актуальні загрози національній безпеці України в економічній сфері. Але така, згідно із законодавством, класифікація загроз економічній безпеці надається тільки в рамках національної безпеки і не враховує, в цілому, всі складові економічної безпеки держави. У той же час, в науковій літературі пропонується достатня кількість різних критеріїв їх класифікації. Здійснивши їх узагальнення можливо надати класифікацію актуальних загроз економічній безпеці держави за багатьма критеріями. Така багатокритеріальна класифікація дає можливість комплексно оцінити різноманітність загроз, масштаби їх прояву та джерела їх виникнення, для прийняття управлінських рішень упередженого впливу на них, а не лише тільки на подолання наслідків прояву цих загроз. Процес виникнення загроз є комплексним і складним. Він відбувається під впливом певних факторів, явищ і подій, що виступають каталізаторами цих загроз у певних умовах, які постійно й динамічно змінюються в зовнішньому та внутрішньому середовищі. При цьому, кожна загроза має свої особливі, як передумови виникнення, так і характер прояву та ступінь впливу на показники економічної безпеки держави. Надана класифікація актуальних загроз економічній безпеці держави, що враховує, як традиційні, відомі загрози, так і нові, специфічні, може бути використана при їх ідентифікації, класифікації, визначенні причинно-наслідкових зв'язків, послідовності та джерел виникнення, оцінки масштабів їх прояву при плануванні й здійсненні комплексу заходів щодо забезпечення економічної безпеки держави та відповідно при створенні новітніх ефективних моделей національної економічної безпеки.

Long-term foresight of the evolution of the security environment is the basis for further solving the problems of defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. From a scientific view-point, this is a rather difficult problem that can be solved by a systemic representation of the security environment, proceeding from the assumption of the primacy of the interests of military-political forces. If these interests form and determine the security environment and are stable over a sufficiently long-time interval, then we can predict the security environment in the long term based on an analysis of the most generalized interests of military-political forces that we observe today. Applying this concept of foresight, the authors consider the interests of the leading military-political forces: the United States, China, the EU and Russia. The main long-term interest of the United States will remain the preservation of a unipolar world order with its own domination. In accordance with this, the United States is interested in resisting any attempts to increase the influence of other military-political forces. China will be the biggest problem for the United States. China launched a large-scale integration project "One Belt, One Road" aimed at getting closer to the EU and increasing own influence in Europe. If successful, this project will lead to the expulsion of the United States from the Eurasian continent. The interests of the EU have a predominantly economic dimension: access to commodity and consumer markets. At the same time, the interests of the EU are also determined by civilizational proximity to the United States. Russia supported the Chinese integration project. She is interested in strengthening the economy and restoring influence in the post-Soviet space. The interference of the interests of the leading forces paints a contradictory antagonistic picture of the future, which will be determined by the availability of the resources necessary to advance the interests. Today we see a tendency for the US to weaken. But neither China nor Russia will be able to project their strength over the entire Eurasian continent, which determines an increase in the potential for conflict in the future. ; Долгосрочное предвидение развития среды безопасности является базой для дальнейшего решения задач оборонного планирования в Министерстве обороны Украины и Вооруженных Силах Украины. С научной точки зрения это достаточно сложная задача, которую позволяет решить системное представление среды безопасности, исходя из предположения о первичности интересов военно-политических сил. Если эти интересы порождают и определяют среду безопасности и являются стабильными на протяжении достаточно большого временного интервала, то мы можем предсказать среду безопасности в долгосрочной перспективе на основе анализа наиболее обобщенных интересов военно-политических сил, которые мы наблюдаем сегодня.Применяя эту концепцию предвидения, в статье авторы рассматривают интересы ведущих военно-политических сил: США, Китая, ЕС и РФ.Главным долгосрочным интересом США останется сохранение однополюсного мирового порядка с собственным доминированием. В соответствии с этим, США заинтересованы в противодействии любым попыткам увеличить влияние других военно-политических сил. Китай будет самой большой проблемой для США.Китай начал масштабный интеграционный проект "Один пояс, один путь", направленный на сближение с ЕС и усиление влияния в Европе. В случае успеха этот проект приведет к выталкиванию США с Евразийского континента. Интересы ЕС имеют преимущественно экономическое измерение: доступ к сырьевым и потребительским рынкам. Одновременно интересы ЕС определяются цивилизационной близостью с США.Россия поддержала китайский интеграционный проект. Она заинтересована в укреплении экономики и восстановлении влияния на постсоветском пространстве. Интерференция интересов ведущих сил отражает противоречивую антагонистическое картину будущего, которая будет определяться наличием ресурсов, необходимых для продвижения интересов.Сегодня мы видим тенденцию на ослабление США. Но ни Китай, ни Россия не смогут проектировать свою силу на весь Евразийский континент, что определяет повышение конфликтного потенциала в будущем. ; Довгострокове передбачення розвитку безпекового середовища є базою для подальшого вирішення завдань оборонного планування в Міністерстві Оборони України та Збройних Силах України. З наукової точки зору це досить складна задача, яку дозволяє вирішити системне представлення безпекового середовища, виходячи з припущення про первинність інтересів воєнно-політичних сил. Якщо ці інтереси породжують та визначають головні риси безпекового середовища і є сталими впродовж достатньо значущого часового інтервалу, то ми можемо здійснити передбачення безпекового середовища у довгостроковій перспективі на основі аналізу найбільш узагальнених інтересів воєнно-політичних сил, які ми спостерігаємо сьогодні.Застосовуючи цю концепцію передбачення, у статті розглядаються інтереси провідних воєнно-політичних сил світу: США, Китаю, ЕС і РФ.Головним довгостроковим інтересом США залишиться збереження однополюсного світового порядку з власним домінуванням. Інтерференція інтересів провідних сил відображує суперечливу антагоністичну картину майбутнього, яка визначатиметься достатністю ресурсів для просунення інтересів.Сьогодні можна зазначити, що ми бачимо тенденцію на послаблення США. Але ані Китай, ані Росія не зможуть проектувати свою силу на весь Євразійський континент, що визначатиме підвищення конфліктного потенціалу у майбутньому.

Military radio communication systems are the basis of special purpose control systems and the object of the enemy's primary influence. Therefore, the issue of increasing the noise immunity of military radio communication systems is important and needs further research. Thus, the object of the research was chosen to be a military radio communication system. Maintaining a given level of noise immunity for military radio systems is one of the key issues in radio resource management, the effective management of which allows the use of the entire suitable frequency range for the transmission (reception) of electromagnetic energy by radio electronic devices. A number of works have been devoted to the ways search for increasing the noise immunity of military radio communication systems. One such way is to develop new (improve existing) approaches for assessing the effectiveness of military radio interference management. This work solves the problem of improving the method of multicriteria management effectiveness evaluation of the structure and parameters of the military radio systems noise protection. The scientific problem is solved by the devices of multicriteria estimation of the of noise protection level of the military radio communication system, graphic display of the executed and not executed tasks, the aggregation scheme of formation of the integrated estimation of noise protection. The research used scientific methods of analysis and synthesis, also the theory provisions of signal-code structures and the provisions of the complex technical systems theory. The peculiarity of the proposed improvement of the methodology is the multi-criteria assessment of the noise immunity level of the military radio communication system in the conditions of radio electronic conflict. The proposed technique allows: – to evaluate the effectiveness of noise protection management; – to substantiate the optimal configuration of the military radio communication system in solving the problems of noise protection management in the conditions of radio electronic conflict; – to identify the ways to increase noise immunity at the stage of operational management of the military radio communication system in the conditions of electronic conflict. The results of the research should be used in assessing the effectiveness of management of noise protection of military radio communication systems and determining the optimal structure and parameters of military radio systems. ; Системы военной радиосвязи являются основой систем управления специального назначения и являются объектом первоочередного воздействия противника. Поэтому вопрос повышения помехозащищенности систем военной радиосвязи является важным и требует дальнейших исследований. Итак, объектом исследования выбрана система военной радиосвязи. Поддержание заданного уровня помехозащищенности систем военной радиосвязи является одной из ключевых проблем при управлении радиоресурсом, эффективное управление которым позволяет использовать весь пригодный частотный диапазон для передачи (приема) электромагнитной энергии радиоэлектронными средствами. Вопросам поиска путей повышения помехозащищенности систем и средств военной радиосвязи посвящен ряд работ. Одним из таких путей является разработка новых (совершенствование существующих) подходов по оценке эффективности управления средствами помехозащищенности систем военной радиосвязи. В данной работе решена задача по усовершенствованию методики многокритериального оценивания эффективности управления структурой и параметрами помехозащищенности систем военной радиосвязи. Научная задача решена с помощью многокритериальной оценки уровня помехозащищенности системы военной радиосвязи, графического отображения выполненных и невыполненных задач, агрегационной схемы формирования интегрированной оценки помехозащищенности. При исследовании были использованы научные методы анализа и синтеза, а также положения теории сигнально-кодовых конструкций и положения теории сложных технических систем. Особенностью предлагаемого усовершенствования методики заключается в многокритериальной оценке уровня помехозащищенности системы военной радиосвязи и средств радиосвязи в условиях радиоэлектронного конфликта. Предложенная методика позволяет: –оценить эффективность управления средствами помехозащищенности; –обосновать оптимальную конфигурацию системы военной радиосвязи при решении задач управления помехозащищенности в условиях радиоэлектронного конфликта; –определить пути повышения помехозащищенности на этапе оперативного управления системой военной радиосвязи условиях радиоэлектронного конфликта. Результаты исследования целесообразно использовать при оценке эффективности управления средствами помехозащищенности систем военной радиосвязи и определении оптимальной структуры и параметров систем военной радиосвязи. ; Системи військового радіозв'язку є основою систем управління спеціального призначення та є об'єктом першочергового впливу противника. Тому питання підвищення завадозахищеності систем військового радіозв'язку є важливим та потребує подальших досліджень. Отже, об'єктом дослідження обрано систему військового радіозв'язку. Підтримання заданого рівня завадозахищеності систем військового радіозв'язку є однією з ключових проблем при управлінні радіоресурсом, ефективне управління яким дозволяє використовувати весь придатний частотний діапазон для передавання (приймання) електромагнітної енергії радіоелектронними засобами. Питанням пошуку шляхів підвищення завадозахищеності систем та засобів військового радіозв'язку присвячено низку робіт. Одним з таких шляхів є розробка нових (удосконалення існуючих) підходів з оцінювання ефективності управління засобами завадозахисту систем військового радіозв'язку. У даній роботі вирішено завдання з удосконалення методики багатокритеріального оцінювання ефективності управління структурою та параметрами завадозахисту систем військового радіозв'язку. Наукове завдання вирішено за допомогою багатокритеріальної оцінки рівня завадозахисту системи військового радіозв'язку, графічного відображення виконаних та невиконаних завдань, агрегаційної схеми формування інтегрованої оцінки завадозахисту. При дослідженні були використані наукові методи аналізу та синтезу, а також положення теорії сигнально-кодових конструкцій та положення теорії складних технічних систем. Особливість запропонованого удосконалення методики полягає в багатокритеріальній оцінці рівня завадозахищеності системи військового радіозв'язку та засобів радіозв'язку в умовах радіоелектронного конфлікту. Запропонована методика дозволяє: – оцінити ефективність управління засобами завадозахисту; – обґрунтувати оптимальну конфігурацію системи військового радіозв'язку при вирішенні завдань управління завадозахистом в умовах радіоелектронного конфлікту; – визначити шляхи підвищення завадозахищеності на етапі оперативного управління системою військового радіозв'язку в умовах радіоелектронного конфлікту. Результати дослідження доцільно використовувати при оцінці ефективності управління засобами завадозахисту систем військового радіозв'язку та визначенні оптимальної структури та параметрів систем військового радіозв'язку.

The rapid development of modern society requires the creation of new forms of cooperation and mutual understanding and requires new forms of communication, which will be characterized by even greater efficiency, openness, transparency, efficiency and quality. The total penetration of communication into all spheres of public life actualizes its significance and functional role. Modern transformational processes taking place in society necessitate the creation of responsible institutions of civil society, which include public organizations that act as a mediator between the community and the state. The level of public trust in them depends on the effectiveness of communicative activities of NGOs because successful communication is the basis of constructive dialogue between public organizations and society. Understanding the general features and trends of the development of public organizations, as well as the establishment of their effective internal and external communicative activity, require more detailed consideration and detailed study. The paper aims at theoretically substantiating the tools for ensuring the effectiveness of communicative activities of NGOs as a basis for open and rational dialogue in a consolidated society. The issue of improving the communicative interaction of public organizations with government bodies and the media does not disappear from the agenda of either government agencies or public associations. The effectiveness of communication of public organizations in Ukraine depends primarily on the literacy of their communication campaigns, which implies the presence in NGOs of communication strategies, which involve high-level professionals with many years of practical experience. Today, the participation of Ukrainians in the social movement and the trust in the institutions of the third sector and their influence on the development of society and community are growing. The results of the study showed that the efficiency of communicative activities of NGOs directly depends on public confidence in them. Social networks are a unique platform for consolidating different groups of actors based on the commonality of their interests, and as a result of communicative interaction, there is a large-scale synergetic effect. This way of showing civic activity can be considered the most efficient and widespread. The article considers the advantages and risks of the use of social networks by public organizations in the communicative activity of the public sector, outlines several rules of communication in social networks for public organizations. The article states that the effectiveness of communication of NGOs also depends on cooperation with journalists and the choice of audience. The quality of feedback and the level of public trust in NGOs depend on the ability to convey relevant information to the audience in a timely and high-quality manner. We should not underestimate the growing role of public organizations in the consolidation of society, a necessary condition for which is the creation of a single information space. National consolidation will be successful when the state policy in this area is complemented by the activities of civil society institutions, their effective internal and external communication activities. In our opinion, there is a necessity to establish consolidated communication as a process of multifaceted communication within society through various communication channels and tools to strengthen, unite, integrate and pull together society to form a common coherent approach to solving societal problems. Conclusions of the research and prospects for further studies. Effective NGOs, as an element of civil society, are the catalyst for its development. Every NGO, since its inception, seeks to plan its activities in such a way as to achieve its goals in the shortest possible time, to become known, to influence public opinion. This area is an important factor that affects the necessity for communicative interaction between the state and civil society. Among the tools for ensuring the efficiency of communicative activity of NGOs, we consider it appropriate to name: the presence of feedback and the level of public confidence in them; literacy of public communication campaigns; correct use of social networks in the communicative activity of the public sector; establishing active cooperation with journalists; definition of the target audience; use of modern communication formats; selection of communication channels that correspond to the target audience; establishing consolidated communication. Further research in this direction should be aimed, in particular, at an in-depth studying of consolidated communication as a major factor in the consolidation of Ukrainian society. ; Розглянуто особливості комунікативної діяльності громадських організацій у період суспільних трансформацій. Проаналізовано рівень довіри населення до громадських організацій як каталізатора розвитку громадянського суспільства. Встановлено, що ефективність комунікативної діяльності громадських організацій напряму залежить від довіри суспільства до них. Обґрунтовано інструменти забезпечення ефективності комунікативної діяльності громадських організацій як основи для відкритого та раціонального діалогу в консолідованому суспільстві. Зазначено, що важливою умовою національної консолідації має бути налагодження консолідованої комунікації з метою зміцнення, об'єднання, інтеграції та згуртування суспільства.

Предложенная методика позволяет: –оценить эффективность управления средствами помехозащищенности; –обосновать оптимальную конфигурацию системы военной радиосвязи при решении задач управления помехозащищенности в условиях радиоэлектронного конфликта; –определить пути повышения помехозащищенности на этапе оперативного управления системой военной радиосвязи условиях радиоэлектронного конфликта. Результаты исследования целесообразно использовать при оценке эффективности управления средствами помехозащищенности систем военной радиосвязи и определении оптимальной структуры и параметров систем военной радиосвязи. ; Системи військового радіозв'язку є основою систем управління спеціального призначення та є об'єктом першочергового впливу противника. Тому питання підвищення завадозахищеності систем військового радіозв'язку є важливим та потребує подальших досліджень. Отже, об'єктом дослідження обрано систему військового радіозв'язку. Підтримання заданого рівня завадозахищеності систем військового радіозв'язку є однією з ключових проблем при управлінні радіоресурсом, ефективне управління яким дозволяє використовувати весь придатний частотний діапазон для передавання (приймання) електромагнітної енергії радіоелектронними засобами. Питанням пошуку шляхів підвищення завадозахищеності систем та засобів військового радіозв'язку присвячено низку робіт. Одним з таких шляхів є розробка нових (удосконалення існуючих) підходів з оцінювання ефективності управління засобами завадозахисту систем військового радіозв'язку. У даній роботі вирішено завдання з удосконалення методики багатокритеріального оцінювання ефективності управління структурою та параметрами завадозахисту систем військового радіозв'язку. Наукове завдання вирішено за допомогою багатокритеріальної оцінки рівня завадозахисту системи військового радіозв'язку, графічного відображення виконаних та невиконаних завдань, агрегаційної схеми формування інтегрованої оцінки завадозахисту. При дослідженні були використані наукові методи аналізу та синтезу, а також положення теорії сигнально-кодових конструкцій та положення теорії складних технічних систем. Особливість запропонованого удосконалення методики полягає в багатокритеріальній оцінці рівня завадозахищеності системи військового радіозв'язку та засобів радіозв'язку в умовах радіоелектронного конфлікту. Запропонована методика дозволяє: – оцінити ефективність управління засобами завадозахисту; – обґрунтувати оптимальну конфігурацію системи військового радіозв'язку при вирішенні завдань управління завадозахистом в умовах радіоелектронного конфлікту; – визначити шляхи підвищення завадозахищеності на етапі оперативного управління системою військового радіозв'язку в умовах радіоелектронного конфлікту. Результати дослідження доцільно використовувати при оцінці ефективності управління засобами завадозахисту систем військового радіозв'язку та визначенні оптимальної структури та параметрів систем військового радіозв'язку.

Long-term foresight of the evolution of the security environment is the basis for further solving the problems of defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. From a scientific view-point, this is a rather difficult problem that can be solved by a systemic representation of the security environment, proceeding from the assumption of the primacy of the interests of military-political forces. If these interests form and determine the security environment and are stable over a sufficiently long-time interval, then we can predict the security environment in the long term based on an analysis of the most generalized interests of military-political forces that we observe today. Applying this concept of foresight, the authors consider the interests of the leading military-political forces: the United States, China, the EU and Russia. The main long-term interest of the United States will remain the preservation of a unipolar world order with its own domination. In accordance with this, the United States is interested in resisting any attempts to increase the influence of other military-political forces. China will be the biggest problem for the United States. China launched a large-scale integration project "One Belt, One Road" aimed at getting closer to the EU and increasing own influence in Europe. If successful, this project will lead to the expulsion of the United States from the Eurasian continent. The interests of the EU have a predominantly economic dimension: access to commodity and consumer markets. At the same time, the interests of the EU are also determined by civilizational proximity to the United States. Russia supported the Chinese integration project. She is interested in strengthening the economy and restoring influence in the post-Soviet space. The interference of the interests of the leading forces paints a contradictory antagonistic picture of the future, which will be determined by the availability of the resources necessary to advance the interests. Today we see a tendency for the US to weaken. But neither China nor Russia will be able to project their strength over the entire Eurasian continent, which determines an increase in the potential for conflict in the future. ; Долгосрочное предвидение развития среды безопасности является базой для дальнейшего решения задач оборонного планирования в Министерстве обороны Украины и Вооруженных Силах Украины. С научной точки зрения это достаточно сложная задача, которую позволяет решить системное представление среды безопасности, исходя из предположения о первичности интересов военно-политических сил. Если эти интересы порождают и определяют среду безопасности и являются стабильными на протяжении достаточно большого временного интервала, то мы можем предсказать среду безопасности в долгосрочной перспективе на основе анализа наиболее обобщенных интересов военно-политических сил, которые мы наблюдаем сегодня.Применяя эту концепцию предвидения, в статье авторы рассматривают интересы ведущих военно-политических сил: США, Китая, ЕС и РФ.Главным долгосрочным интересом США останется сохранение однополюсного мирового порядка с собственным доминированием. В соответствии с этим, США заинтересованы в противодействии любым попыткам увеличить влияние других военно-политических сил. Китай будет самой большой проблемой для США.Китай начал масштабный интеграционный проект "Один пояс, один путь", направленный на сближение с ЕС и усиление влияния в Европе. В случае успеха этот проект приведет к выталкиванию США с Евразийского континента. Интересы ЕС имеют преимущественно экономическое измерение: доступ к сырьевым и потребительским рынкам. Одновременно интересы ЕС определяются цивилизационной близостью с США.Россия поддержала китайский интеграционный проект. Она заинтересована в укреплении экономики и восстановлении влияния на постсоветском пространстве. Интерференция интересов ведущих сил отражает противоречивую антагонистическое картину будущего, которая будет определяться наличием ресурсов, необходимых для продвижения интересов.Сегодня мы видим тенденцию на ослабление США. Но ни Китай, ни Россия не смогут проектировать свою силу на весь Евразийский континент, что определяет повышение конфликтного потенциала в будущем. ; Довгострокове передбачення розвитку безпекового середовища є базою для подальшого вирішення завдань оборонного планування в Міністерстві Оборони України та Збройних Силах України. Якщо ці інтереси породжують та визначають головні риси безпекового середовища і є сталими впродовж достатньо значущого часового інтервалу, то ми можемо здійснити передбачення безпекового середовища у довгостроковій перспективі на основі аналізу найбільш узагальнених інтересів воєнно-політичних сил, які ми спостерігаємо сьогодні.Застосовуючи цю концепцію передбачення, у статті розглядаються інтереси провідних воєнно-політичних сил світу: США, Китаю, ЕС і РФ.Головним довгостроковим інтересом США залишиться збереження однополюсного світового порядку з власним домінуванням. Інтерференція інтересів провідних сил відображує суперечливу антагоністичну картину майбутнього, яка визначатиметься достатністю ресурсів для просунення інтересів.Сьогодні можна зазначити, що ми бачимо тенденцію на послаблення США. Але ані Китай, ані Росія не зможуть проектувати свою силу на весь Євразійський континент, що визначатиме підвищення конфліктного потенціалу у майбутньому.

The article focuses on security research in cyberspace, in particular in the context of the cyber threat. It is emphasized that under current conditions a number of strategically important objects of economic, infrastructural and defense sectors using information and telecommunication systems are potentially objects of high risk due to consequences and their level of vulnerability to external invasion. The article places emphasis on some discussion among researchers by type of threat. Attention is paid to the belief that, also taking into account the general methodological approaches to the assessment of risks of the proliferation of threats, these threat factors are primarily not threats, but internal factors that contribute to the spread of cyber threats and could be characterized as the ability of the system to counteract the proliferation of these threats or as vulnerability of society. With this as a background of cybercrime, which is typical not only for Ukraine but for the whole world society. It has been pointed out that the Convention on Cybercrime has approached the classification of cybercrime in a rather generalized manner, and that certain actions in cyberspace which clearly cause significant losses to the subjects of information relations have been left out of its attention. Under the contemporary conditions, a special type of cyber threat is the spread of cyberterrorism, the global nature of the technical base of which and its accessibility have determined the special features of this type of terrorism. It was noted that cyberterrorism from cybercrime differs by its openness, when the terrorist's demands are widely covered by the media. Solving the problem of combating cyberterrorism is based on a comprehensive approach and has legal, organizational, psychological and technical components. At the same time, the key problem remains the legal regulation of the use of cyberspace, as well as legal conflicts and gaps in legislation, resulting in an untimely and inadequate response by law enforcement agencies to damage to information, information and telecommunications networks, the reputation of citizens and so on. ; В статье концентрируется внимание на исследовании безопасности в сфере киберпространства, в частности в контексте кибернетической угрозы. Акцентируется, что в современных условиях ряд стратегически важных объектов экономического, инфраструктурного и оборонного секторов, использующих информационно-телекоммуникационные системы, есть потенциально объектами высокого риска из-за последствий и их уровня уязвимости от внешнего вторжения. Отмечается определенная дискуссионность среди исследователей по видам угроз. Акцентируется внимание на убеждении, что, учитывая также общие методологические подходы к оценке рисков распространения угроз, указанные факторы угроз, прежде всего, являются не угрозами, а факторами внутреннего характера, которые способствуют распространению кибернетических угроз и могут характеризоваться как способность системы противодействовать распространению этих угроз или уязвимости общества. Особый акцент сделан на киберпреступности, которая характерна не только для Украины, но и для всего мирового социума. Указано, что Конвенция о киберпреступности достаточно обобщенно подошла к классификации киберпреступности, определенным образом вне ее внимания остались действия в киберпространстве, которые явно причиняют в той или иной степени значительные убытки субъектам информационных отношений. Обозначено, что особым видом киберугрозы в современных условиях является распространение кибертерроризма, глобальный характер технической базы которого и ее доступность определили особенные черты этого вида терроризма. Отмечено, что кибертерроризм от киберпреступности отличается характерной особенностью - его открытостью, когда условия террориста широко освещаются СМИ. Решение проблемы противодействия кибертерроризма основывается на комплексном подходе и имеет правовую, организационную, психологическую и техническую составляющие. Вместе с тем, ключевой проблемой остается правовая регламентация использования киберпространства, а также правовые коллизии и пробелы в законодательстве, следствием чего является несвоевременное и неадекватное реагирование правоохранительных органов на факты причинения вреда информации, информационно-телекоммуникационным сетям, репутации граждан и др. ; У статті зосереджується увага на дослідженні безпеки у сфері кіберпростору, зокрема у контексті кібернетичної загрози. Акцентується, що за сучасних умов низка стратегічно важливих об'єктів економічного, інфраструктурного та оборонного секторів, що використовують інформаційно-телекомунікаційні системи, є потенційно об'єктами високого ризику через наслідки та їх рівень уразливості від зовнішнього вторгнення. Наголошується на певній дискусійності серед дослідників щодо видів внутрішніх загроз. Акцентується увага на переконанні, що враховуючи навіть загальні методологічні підходи до оцінювання ризиків поширення загроз, зазначені фактори внутрішніх загроз, перш за все, є не загрозами, а факторами внутрішнього характеру, що сприяють поширенню кібернетичних загроз і можуть характеризуватися як спроможність системи протидіяти поширенню цих загроз, або як вразливість суспільства. Особливий акцент зроблено на кіберзлочинності, яка є характерною не лише для України, а й для всього світового соціуму. Вказано, що Конвенція про кіберзлочинність достатньо узагальнено підійшла до класифікації кіберзлочинності, певним чином поза її увагою залишились діяння у кіберпросторі, які вочевидь заподіюють в тій чи іншій мірі значні збитки суб'єктам інформаційних відносин. Зауважено, що особливим видом кіберзагрози у сучасних умовах є поширення кібертероризму, глобальний характер технічної бази якого та її доступність визначили особливі риси цього виду тероризму. Наголошено, що кібертероризм від кіберзлочинності відрізняється характерною особливістю - його відкритістю, коли умови терориста широко висвітлюються мас-медіа. Вирішення проблеми протидії кібертероризму ґрунтується на комплексному підході та має правову, організаційну, психологічну та технічну складові. Разом з тим, ключовою проблемою залишається правова регламентація використання кіберпростору, а також правові колізії та прогалини в законодавстві, наслідком чого є несвоєчасне і неадекватне реагування правоохоронних органів на факти заподіяння шкоди інформації, інформаційно-телекомунікаційним мережам, репутації громадян тощо.

Purpose
The purpose of this paper is as follows: First, understanding the nature of the relationship between corporate adoption of the concept of societal responsibility [availability of environmental awareness, clear vision of the impact of societal responsibility on financial performance, managers informing employees of the latest developments in societal responsibility programs, managers' response to their corporate social responsibility (CSR) proposals] in the form of an annual report that supports the success of the company's objectives, the company's management encourages employees to participate collectively in societal responsibility programs and to protect the environment from pollution in the petrochemical industry. Second, understand the nature of the relationship between the dimensions of corporate social responsibility concept (cultural, social, economic, ethical and legal) and protect the environment from pollution in the petrochemical industry. Third, the research also seeks to show the role of societal responsibility and its application in the petrochemical companies to protect the environment from pollution in The Governorate of Alexandria – Egypt, and come out with results and recommendations that could help protect the environment from the forms of environmental pollution resulting from the production processes of this industry.


Design/methodology/approach
The researcher has relied on each of the following approaches: Case study methodology is a research strategy aimed at solving a problem or facing a particular situation. It is based on preliminary hypotheses through full analysis of all data collected and recorded. Which depends on the study of a limited number of cases or vocabulary in-depth comprehensive study through the study of all or a large number of variables overlapping and interrelated and influential on the problem under consideration. Thus, it provides a deep and rich understanding of what is going on around the research and the processes that are related to it, and not only the external or apparent description of the situation or phenomenon; it cares about the total description and looks at the particles, in relation to the whole. Quantitative approach: by giving a numerical description indicating the size or size of the phenomenon or the degree of association with the phenomenon. Other phenomena. Accordingly, the role of the petrochemical companies in Alexandria Governorate, and the social responsibility programs carried out within the governorate in terms of importance, growth and requirements, and the most important characteristics and constraints and components and methods of work and developments have been described. Thus, the researcher can analyze the relationship between CSR and environmental protection from pollution in Alexandria Governorate.


Findings
There is paucity in the studies that dealt with the relationship between CSR and environmental protection against pollution in public organizations. There is agreement among the sample on the importance and feasibility of adopting the concept of social responsibility and placing it at the top of the top management concerns, especially in the field of petrochemical companies. With the need to take concrete implementation measures to support social responsibility programs aimed at serving the community among all stakeholders. The effective implementation of the mechanisms for the implementation of meaningful social responsibility programs requires fundamental changes in management practices, existing organizational structures and the quality of personnel working in the relevant departments, in general, and the social responsibility group, in particular, which may be difficult for political and economic reasons.


Research limitations/implications
Time: The study period was set from 2015 to 2017. Place: The study focuses on the petrochemical companies operating in Alexandria. Humanity: The study focuses on the employees of the petrochemical companies operating in Alexandria Governorate.


Practical implications
The adoption of social responsibility positively affects the protection of the environment from pollution, and this effect shows that the adoption of the concept of corporate social responsibility is influenced by the following factors: increasing the participation of workers with healthy environmental contributions to the productive process; increasing the companies' economic and social activities toward protecting the environment from pollution; increasing the capacity of companies to pay greater costs to preserve the environment; increasing the awareness of green consumers with the products it offers Companies; development of continuous internal work environment companies; and clearly defined strategy followed in social responsibility programs.


Social implications
The social responsibility of the public organizations derives their strength through, first, the keenness of these organizations to analyze the variables of the ethical dimension of social responsibility and their availability, which will lead the organizations to provide their services with the highest quality and sincerity. That this analysis (ethics of individuals) as training members of the social responsibility team to solve problems using brainstorming and provide employees with official data related to improving work (ethics of leadership), such as the identification of business objectives through the participation of managers with subordinates, and the punishment of workers who exhibit immoral behaviors (ethics of productive processes) as a decision-making process to ethical standards regardless of the costs involved. When there is an immoral behavior and managers are responsible for implementing the changes needed to reach the targeted outcomes), second, promote partnerships with other relevant sectors for community service.


Originality/value
According to the results of the previous studies and the applied study results, the researcher would like to submit a mechanism to the directors and heads of the boards of directors of the Egyptian petrochemical companies under study.

Розкрито роль громадського контролю в запобіганні та виявленні корупції у сфері публічних закупівель, доведено наявність законодавчого підґрунтя та баз даних для виявлення, оцінки та усунення корупційних ризиків та фактів корупції в діяльності розпорядників публічних коштів, наведено приклади нормативних документів, які регламентують діяльність громадських рад, впровадження громадського контролю в публічних закупівлях, обов'язковість оприлюднення інформації про публічні фінанси, зазначені причини гальмування розвитку громадського контролю в Україні, зокрема в сфері публічних закупівель, та запропоновано шляхи активізації громадського контролю. Акцентовано на ролі держави при налагодженні ефективної взаємодії влади з інститутами громадянського суспільства, на прикладі двох міністерств доведено недієвість громадських рад як безпосередніх органів громадського контролю при центральних органах виконавчої влади. ; Problem setting. A. Mykhnenko, Yu. Surmin, E. Nevmerzhytskyi, M. Mesiuk and other scientists investigated the issues of civil society development and, accordingly, the introduction of effective public control, including in the public procurement sphere. Scientists consider the influence of civil society on various spheres of state activity, reveal the problems of interaction between government authorities and civil society institutions as well as study the foreign experience of civil society activities and public control. The study of the reasons for the low interaction of government authorities with the public in our country and ways of improving the state-management mechanisms of such interaction are urgent.Highlighting previously unsettled parts of the general problem. In order to reveal the role, possibilities and influence of public control on socio-economic, political and other processes and transformations in the state, including public procurement, it is necessary to clarify and realize the meaning of this concept.The purpose of the research paper is to reveal the role of public control in the fight against corruption, to prove the necessity of creating the proper normative basis for the development of civil society institutions, reporting and accountability to the society for the fulfillment of public duties.Paper main body. It was established that the definition of the term "public control" in the Ukrainian legislation is currently absent. However, the following interpretation can be considered as accurate: public control is one of the types of social control exercised by associations of citizens as well as by citizens themselves. At the same time, it is indisputable from the practice of developed civilized countries that the level of public control is a reflection of democracy in the state, an indicator of the influence of citizens on the management of society and state.The role of public control in preventing and detecting of corruption in the public procurement sphere was disclosed as well as the existence of legislative bases and databases in order to identify, assess and eliminate corruption risks and corruption cases in the activities of public funds managers was proved. Examples of normative documents regulating the activities of public councils, introduction of public control in public procurement, mandatory publication of information on public finances and the reasons for the inhibition of the development of public control in Ukraine, in particular in the public procurement sphere, were provided.It was proved that the work of the public councils needs the assessment and changing of the approaches to the functioning. In order to extend the legitimate rights of civil society institutions to access to public finances, unimpeded attendance at commissions, committees, working groups, etc., it is proposed to supplement the Provision on the Public Council with the following paragraph 6: "Have the right to unimpeded presence (without the right to vote) in the amount not more than two representatives from a public association at meetings of commissions, committees, working groups, etc., whose purpose is the formation, use or distribution of public resources, with the possibility of photo, video or audio fixation of the meeting". The attention is focused on the role of the state in establishing effective cooperation between government authorities and civil society institutes; on the example of the two ministries the ineffectiveness of public councils as direct bodies of public control at the central executive authorities is proved.Conclusions of the research and prospects for further studies. A consistent, powerful and independent cell of adequate interaction, and in some cases, the struggle for democracy, freedom of speech and human rights has not yet been created in Ukraine due to insufficient activity, consciousness, lack of motivation of civil society and despite open access to information sources, the opportunity to influence on socio-economic and political processes in the state. Only by creating favorable conditions for the development of civil society institutions, by establishing effective safeguards for possible abuse by representatives of public entities and by establishing the interaction between government authorities and the public, it is possible to achieve the desired goal: to build a conscious, active and modern civil society, which will ensure the implementation of one of the key functions of a democratic state – public control over socioeconomic processes, including public procurements.
