Quito, Buenos Aires, La Paz und wieder Quito. Die Fernsehbilder scheinen sich zu wiederholen: Massendemonstrationen gegen die Regierung, politisch motivierte Gewalt in den Straßen und Präsidenten, die fluchtartig ihr Amt abgeben oder zum Rücktritt gezwungen werden. Während Afrika als Region der "failed states" gilt, scheint sich Lateinamerika zur Region der "failed presidencies" zu entwickeln. Der vorliegende Beitrag geht den politischen, wirtschaftlichen und sozialen Ursachen für die Krise der politischen Institutionen in Lateinamerika nach und nimmt eine Bewertung vor. Dazu wird auf Umfragedaten des Latinobarómetro zurückgegriffen. Außerdem wird auf die Frage eingegangen, inwieweit der in Lateinamerika vorherrschende Regimetypus der Präsidialdemokratie ursächlich für die politischen Krisen verantwortlich gemacht werden kann oder diese verstärkt. Das Papier zeigt zunächst mögliche Gründe und Ursachen für die Errichtung und die Bewahrung unabhängiger Institutionen in demokratischen Rechtsstaaten auf. Danach werden formelle und behavioralistische Kriterien benannt, anhand derer der Grad der Unabhängigkeit auf einem Kontinuum zwischen den Grenzen vollständig abhängig und vollständig unabhängig beurteilt werden kann.

Institution has been investigated having indirect role on economic growth. This paper aims to evaluate whether the quality of institution matters for economic growth. By applying institution as instrumental variable at Foreign Direct Investment (FDI), quality of institution significantly influence economic growth. This study applies two set of data period, namely 1985-2013 and 2000-2013, available online in the World Bank (WB). The first data set, 1985-2013 is used to estimate the role of financial sector on economic growth, focuses on 67 countries. The second data set, 2000-2013 determine the role of institution on financial sector and economic growth by applying 2SLS estimation method. We define institutional variables as set of indicators: Control of Corruption, Political Stability and Absence of Violence, and Voice and Accountability provide declining impact of FDI to economic growth.

"In his work Toward Perpetual Peace Kant states the famous contention: 'The problem of establishing a state ... is soluble even for a nation of devils (if only they have understanding) ...'. Since we are dealing with human beings we have to ask whether they have enough understanding for building a state - perhaps even a just state. The article states that this depends partially also an local customs and the capacities of men to use the different political institutions. Therefore it takes up parts of the criticisms which the two main protagonists of the capability approach toward justice uttered against Rawls' institutionalist conception of justice, stating that both authors give more something like a completion and necessary 'amendments' of the approach given by Rawls instead of a new and alternative view of justice. Nevertheless, the capability approach offers a way to involve actually living people more immediately and directly into political, legal on moral discourse than a purely Kantian - and also a purely Rawlsian - approach can do."
