This country operations business plan (COBP) is the first COBP of the country partnership strategy (CPS), 2019–2023 of the Asian Development Bank (ADB) with the Royal Government of Cambodia. The lending assistance program for 2020–2022 is in line with the priorities set in the CPS, 2019–2023, and mainly supports four of the seven operational priorities of ADB's Strategy 2030.2 It is also aligned with the priorities of the Sixth Legislature of the National Assembly's Rectangular Strategy IV, 2019–2023. This COBP includes a mix of project loans, policy-based lending for government-led policy reforms, and other financing modalities to support long-term infrastructure programs. The 2018 debt distress classification of Cambodia is low. In 2020–2022 the sovereign lending program will focus on four pillars: (i) accelerate competitiveness and economic diversification; (ii) strengthen human capital and lifelong learning; (iii) foster green, sustainable, and inclusive development; and (iv) improve governance. The sovereign lending program is strongly aligned with ADB's Strategy 2030 with sector contributions of (i) agriculture, natural resources, and rural development, 22%; (ii) water and other urban infrastructure and services, 20%; (iii) education, 16%; (iv) transport, 15%; (v) public sector management, 12%; (vi) energy, 11%; and (vii) finance, 5%. ADB's private sector operations will continue to invest in the development of infrastructure and financial products using credit enhancement instruments and public private partnership models, where feasible. The country assistance results areas are shown in Appendix 1. A linked document on portfolio performance indicators is in Appendix 2.

14 p. ; Este trabajo constituye un análisis desde la Teoría Política del Discurso (TPD) de la emergencia de las políticas de memoria en Córdoba, en el marco del proceso nacional de implementación de políticas de memoria llevado adelante por los gobiernos de Néstor y Cristina Kirchner. El 22 de marzo de 2006, la Legislatura de la provincia de Córdoba aprobó por unanimidad la ley N.º 9286, conocida como "ley de la memoria", inaugurando una etapa inédita de articulación entre el Estado provincial y los organismos de DD.HH. locales. Un abordaje discursivo habilita en este punto la pregunta por las condiciones que hicieron posible estas políticas, buscando identificar aquellos acontecimientos que dieron lugar a su emergencia. Se parte de afirmar, en base a la bibliografía trabajada, que la articulación política novedosa en torno a la memoria que propuso el kirchnerismo funcionó como condición de posibilidad del proceso de constitución de políticas de memoria provincial, junto con otra condición que es la que será desarrollada en este trabajo: la demanda histórica de los organismos de DD.HH. de Córdoba, que ejercieron presión durante años para que existan políticas de Memoria, Verdad y Justicia. En este sentido, el objetivo de este escrito es dar cuenta de aquellos hitos y momentos que, para este análisis, fueron habilitando un intersticio en el peronismo neoliberal gobernante en Córdoba, en el que fue posible la aprobación e implementación de la "ley de la memoria". --

The Framework Working Contract (FWC) number OC/EFSA/ALPHA/2018/01 between the European Food Safety Authority (EFSA), the contracting authority, and the SIGMA consortium, the contractor, is in force from 23 May 2018 until 22 May 2021. The subject matter of the FWC is the provision of technical support to improve and automatize the collection and reporting to EFSA by the European Union (EU) Member States of data on animal disease outbreaks and surveillance (SIGMA). The contracting authority orders services by sending the contractor Order Forms, which include the technical specifications for the elaboration of the deliverables. In the context of the FWC, the Order Form number 2 (OF2) was signed on the 3rd of August 2018. The CSF & ASF wild boar surveillance database was developed as a tool to integrate ASF data collection, reporting and analysis. The features of this web database aim at supporting the Member States to manage, evaluate and control disease outbreaks in the wild boar population. This report describes the features of the database including the database structure and the tools to evaluate and visualize its content. Several screenshots were included to illustrate the diversity of possible analyses. The technical part of the document details the components and software used on the server (backend) and client side (frontend). Furthermore, the report illustrates the procedures for data import from the Member States and gives an outlook on the possible data flow and data exchange strategies between the CSF & ASF wild boar surveillance database and the EFSA data warehouse.

This study aims to determine the Effect of Budgetary Participation, Organizational Commitment, Professionalism, Leadership Style and Organizational Structure on Managerial Performance of Kendari City Government. This research is a causality research and the object of research is 32 OPD of Kendari City Government. Data collection techniques are done by distributing questionnaires, interviews and collecting documentation. The sample in this study were 139 respondents. Analysis of the data used in this study is a multiple regression analysis method that is processed through AMOS SPSS 22 software. Based on the results of statistical calculations, it shows that jointly budgeting participation, organizational commitment, professionalism, leadership style and organizational structure towards managerial performance of Kendari City Government have a positive and significant effect, the partial effect of positive and significant budgeting participation on managerial performance of Kendari City Government , partial influence Organizational commitment has a positive and significant effect on managerial performance of Kendari City Government, partially professionalism towards managerial performance of Kendari City Government has a positive and significant effect, partially leadership style towards managerial performance of Kendari City Government has a positive and significant effect. Beta standardize value is negative with a value of 0.053 indicating that the partial effect of positive and significant leadership style on managerial performance of Kendari City Government and partially organizational structure on managerial performance of Kendari City Government has a positive and significant effect. This is peculiar because hospitality rarely features at first reception, which forms part of the state's border system. Characteristically, security issues are prioritized, and the first reception system is managed by the member state's security agents, in collaboration with EU and international security agents. In practice, first reception refers to the processes of identification, registration, and classification that irregular migrants go through after having crossed the border without authorization and, often, without identification. Drawing on long-term and multi-sited ethnographic fieldwork in Italy and Malta, this article examines some of the uses of hospitality language by a spectrum of territorial borderworkers operating with state, non-state, security, humanitarian, and activist entities in the two countries that are the object of this study. Discourse analysis yields interesting insights into how the use of the hospitality paradigm and hospitality terminology in first reception is less about hospitality practices and more about power. This data set contains data of five European case studies of narratives of migration and their embedded justice claims within the European Union Migration System of Governance (EUMSG), analyzed within the framework of project GLOBUS. The analysis focuses on the way national newspapers have covered and discussed key political events related to European politics and migration dynamics between 2014 and 2018. The results of this analysis have been published in a special issue of The International Spectator (2019, volume 54, issue 3, pp. 1-106). A corpus of several Italian, French, Hungarian, UK and Norwegian newspapers has been examined. For each national case study data were collected from two weeks before to one week after three key political events between January 2014 – January 2018: • the 2014 European Parliament elections (22-25 May 2014); • the EU-Turkey Statement/agreement/deal (18 March 2016); • a key 'national moment' related to migration within the designated timespan: - the end of the Italian Mare Nostrum operation in the Mediterranean, 21 - 28 November 2016 (Italy); - the French 2017 national elections, 9 - 30 April 2017 (France); - the Hungarian "quota referendum", 17 September - 8 October 2016 (Hungary); - the "Brexit" referendum, 20 - 26 June 2016 (UK); - the "Storskog event", 16 -30 November 2015 (Norway). Moreover, data from a non-politically relevant period ("eventless") were collected to be used as a control and to compare narratives of migration and their (potential) politicisation across different contexts.

Background: Leber congenital amaurosis (LCA) and early-onset retinal dystrophy (EORD), are primary causes of inherited childhood blindness. Both are autosomal recessive diseases, with mutations in more than 25 genes explaining approximately ~70% of cases. However, the genetic cause for many cases remains unclear. Sequencing studies from genetically isolated populations with increased prevalence of a disorder has proven useful for rare variant studies, making Costa Rica an ideal place to study LCA/EORD genetics. Materials and Methods: Twenty-eight affected children (25 LCA, three EORD) and their immediate family members, totaling 52 individuals (30 affected) from 22 families, were sequenced. Whole exome sequencing was performed on all affected individuals. Available parents were analyzed either by whole exome sequencing (WES) or Sanger sequencing to determine transmission. Results: All affected individuals demonstrated compound heterozygous or homozygous mutations in known Inherited Retinal Disease (IRD) associated genes. Twelve variants were identified in at least one individual in three genes, RDH12, RPE65, and USH2A. Four recurrent RPE65 mutations were observed in 97% of individuals and 95% of families. All patients with LCA and two of the three individuals with EORD had biallelic mutations in RPE65; one child with EORD had a homozygous RDH12 mutation. Conclusions: These data suggest that the majority of LCA/EORD in Costa Rica is due to four founder mutations in RPE65 which have been maintained in this genetically isolated population. This finding is of great clinical significance due to the availability of gene therapy recently approved in the US and European Union for patients with biallelic RPE65 defects.

In a state, banking has become one of the most crucial sectors in economic matters. Its role is to stimulate the economic growth in the state, according to Mohammad Hatta, the bank is the principle of improvement in the society if a bank does not exist then there will be no improvement like nowadays. Purpose/Objective study: The research aims to describe and examines issues of the Effect of Foreign Capital Restrictions in the Indonesian Banking Sector in a legal, economic, and political perspective. The study looked from the Conception of Welfare State and the Political Strategy of the Law of Economic Development In the case of Foreign Capital Restrictions in the Indonesian Banking Sector to compete globally.Methodology/Approach: This legal writing is normative juridical research that uses a statute approach and a historical approach to be able to provide solutions to existing legal issues.Findings: The results of the analysis show that the Politics of the law of foreign investment in the banking sector must be referred to Banking Act of 1992 in Article 22-26 before anything happens that endangers the interests of the nation and the State. Also, it needs for regulations from Bank Indonesia to leverage foreign capital in the banking sector that will directly improve the economy in the real sector, in order to anticipate the impact of foreign capital ownership in the future of Indonesian banks.

This essay is motivated by an interest in a particular aspect of Indonesian foreign policy. Indonesia's foreign policy has been called upon to serve the goals of national development. The national development takes place within a regional and global environment. Indonesia's most immediate environment is the sub-region of Southeast Asia, and for that reason the Association of Southeast Asian Nations (ASEAN), which remains the cornerstone of Indonesian foreign policy. ASEAN Community is a continuing process. It will continue topromote the expansion and then deepening of the implementation of ASEAN Community Blueprints beyond 2015. ASEAN Community Vision 2025 was approved and signed at ASEAN Summit Meeting,21 – 22 November 2015 in Kualalumpur, Malaysia. In the mean timefor Indonesia itself, there are some impediments in the implementation of Indonesia's maritime nexus will continue to hedge against the ASEAN Economic Community as well as the major powers interests, especially with RCEP (Regional Comprehensive Economic Partnership led by ASEAN but heavily influence by China and the Trans Pacific Partnership that once led by the United States of America and seems abandon in Donald Trump era. The study reveals that he strategic implication of the above possible development appeals the need of new approaches to Indonesia. Some basic assumptions can be derived from the foregoing examination of Indonesian foreign policy concepts, a changing Asian strategic environment, and uncertainties of interdependence. It may be reasonable to assume that Indonesia has the capability to increasingly strengthen linkages among defense, security, and foreign policy aspects which leads to an adequate Indonesian national security policy.

grant SVV number 260 461 Interests, power, and institutions in political decision-making. ; The elections to the Chamber of Deputies in October 2017 were a turning point for the Czech Pirate Party (called "Piráti"). It was the first time since establishing the party in 2009 that the Pirates entered the lower house of the Czech Parliament. They took the third place with 10.79 % votes and won 22 seats out of 200. Their main programme points came out of typical "pirate policies" like control of power and the powerful ones, simplification of the running of the state through technology , protection of citizens from bullying and defence of freedom as well as basic Pirate principles including liberalism and direct democracy. Their programme was called "New Ideas for the New Age". From a different view, this party presented itself as a watchdog of democracy and as an alternative mostly for liberal voters. This qualitative case study will provide a complex overview of the Pirate phenomenon in the Czech Republic from their establishment to their current role of an opposition party. This article aims to show and describe how the position of the Czech Pirates has varied over time. For this purpose, open data from the Czech Statistical Office (CZSO) and the findings from the Chapel Hill Expert Survey (CHES) dataset will be used. It is possible to say that the Pirates are playing the role of newcomers in the Chamber of Deputies after the 2017 elections, but they are not newcomers in the Czech party system.

In order to identify risk factors for the development of the disease and their characteristics in military personnel with community-acquired pneumonia (CAP), medical documentation was analyzed. A total of 627 case histories were analyzed: Group 1 – 517 sick servicemen of the Armed Forces of Azerbaijan (273 people were stationary and 240 were outpatients); Group 2 – 110 civilian patients. The groups are represented by men comparable in age (p> 0.05). Characteristic risk factors for CAP among military personnel were hypothermia, low adaptation capabilities of the organism, the factor of many children, with low and below average social standards of living (59.6% and 31.8%, respectively, groups, p0,05). Характерными факторами риска внебольничной пневмонии у военнослужащих были переохлаждения, низкие адаптационные возможности организма, фактор многодетности, с низким и ниже среднего социальным уровнем жизни (59,6% и 31,8% соответственно группам, р<0,01), сельский (деревенский) регион проживания, частые респираторные инфекции и фактор курения в анамнезе. Пик заболеваемости ВП с существенным превалированием у военнослужащих по сравнению с гражданскими лицами приходился на возраст 18-22 года (80% и 62% случаев соответственно, р<0,01). У военнослужащих первых 6 месяцев службы отмечались резко сниженные функциональные возможности организма с низкой степенью адаптации (АП 4,1±0,07 и 3,8±0,05 балла соответственно срокам), что способствовало трудной и длительной адаптации к военно-полевым и казарменным условиям и являлось стрессовым фактором риска ВП. Наиболее часто ВП отмечалась у военнослужащих во втором триместре военной службы – 36,4%, т.е. в сроки от 3 до 6 месяцев от начала службы.

The article deals with the analysis of the associative fields of the Ukrainian social and political lexis in the aspect of the language of the reactions. It is written on the basis of the mass free associative experiment conducted with Ukrainian respondents aged 18 – 22. The experiment was organized in Ukraine in 2013-2016. It involved more than 1000 respondents living in 12 regions of Ukraine (eastern, western, southern and northern parts of the country); the stimuli list contained 100 lexical units. More than 33 000 reactions were analyzed with the help of the special computer programme STIMULUS, which is now developed in the first Ukrainian on-line associative tool STIMULUS. The results proved that associative fields are not monolingual, but multilingual structures. The associative fields of the Ukrainian social and political lexis include the reactions in Ukrainian (major part, 80 % at an average), Russian (4 % – 8 %), English (1 % – 2 %), other languages (Arabic, Japanese, Chinese, Italian; less than 0,5 %), symbols (1 % – 2 %) and refusing to respond (3 % – 41 %). There were cases of sudden Ukrainian reactions made by the Russian-speaking Ukrainians on the stimuli прапор "flag", незалежність "independence", національність "nationality", єдність "unity" while other reactions were Russian. The reactions in terms of their language are influenced by the respondents' mother tongue, government language policy, political situation, politics, intercultural communication. The perception of the word semantics may precede the perception of the word language. The perspective of the research is to study the lexis of other thematic groups in the aspect of the language of the reactions.

Боротьба за незалежність України в ХХ столітті стала однією з найбільш велич­них сторінок в історії українського народу. Серед її важливих складових вагоме місце посідає героїчний чин творців і захисників Західно-Української Народної Республіки. Її виникнення у листопаді 1918 р., ухвалення 22 січня 1919 р. вікопомного Акту Злуки Ук­раїнської Народної Республіки і ЗУНР яскраво засвідчили державотворчі й собор­ницькі прагнення української нації, що залишаються актуальними й сьогодні, століття потому, в умовах складних для незалежної держави Україна внутрішніх і зовнішніх викликів.
Саме цими імперативами керувалися учасники міжнародної наукової конфе­ренції "Західно-Українська Народна Республіка: революція, державність, соборність", яка працювала 30–31 жовтня 2018 р. в Інституті українознавства ім. І. Крип'якевича НАН України (м. Львів) та Прикарпатському національному університеті імені Василя Стефаника і була присвячена 100-річчю з часу утворення ЗУНР. Її співорганізаторами ста­ли також Івано-Франківська та Львів­ська обласні ради і державні адміністрації, ака­де­мічні Інститути історії України, політичних і ет­нонаціональних досліджень ім. І. Ф. Ку­раса, народознавства, Український інститут націо­наль­­ної пам'яті, Київський національ­ний університет імені Тараса Шевченка, Національна ака­демія сухопутних військ імені гетьмана Петра Сагайдачного. Представницький характер цього нау­кового форуму був засвідчений широкою географією його учасників, які презентували Рес­публіку Польща, Словацьку Республіку й наукові і навчальні установи з 23 міст України: Киє­ва, Львова, Івано-Франківська, Харкова, Одеси. Ужгорода, Чернівців, Черкас, Луцька, Тер­нопо­ля, Рів­ного, Миколаєва, Вінниці, Кам'янець-Подільського, Кривого Рогу, Маріуполя, Ко­ло­миї, Дрогобича, Мелітополя, Кременця, Галича, Бурштина, Тисмениці. На кон­ференції було заявлено 207 тем доповідей і повідомлень, до участі в її роботі зголо­силося 217 науковців, з них 59 докторів наук, професорів.

В статье рассматриваются взгляды Уолтера Рэли (1552–1618), английского политика, военного деятеля, мыслителя и поэта из круга Кристофера Марло. Предметом статьи является концепция войны, выработанная Рэли и сделанная им отправной точкой в анализе динамики общественной жизни в целом.Рассматривается вопрос о характере возможного влияния социально-философских идей Рэли на мировоззрение Марло, анализируются идеи философских и политических трактатов Рэли, выявляется его место в разработке проблематики войны в философской литературе Ренессанса. Ключевые темы философского творчества Рэли — анализ феноменов войны, политических манипуляций, мотивов политического действия — созвучны сюжетам драматургии Марло, в то же время содержание его рассуждений коренным образом отличается от распространенного в литературе представления о вольнодумстве Марло. Влияние, которое могло испытывать мировоззрение Марло со стороны философских идей Рэли, по нашему мнению, имело направленность, типичную для христианского гуманизма в духе Эразма Роттердамского.В своем трактате Рэли выступает с антивоенных позиций и стремится выявить предпосылки возникновения войн и условия, необходимые для их предотвращения. Среди войн он выделяет, во-первых, «естественные», связанные с борьбой за обладание жизненно важными ресурсами. Некоторые из них — неизбежны, другие — произвольны и, следовательно, могут быть предотвращены. Другой тип войн имеет предпосылки субъективного, социально-психологического порядка. Эти войны, среди которых гражданские и религиозные, противоестественны и чужды разумной природе человека. The objective of this study is to evaluate the bionutritional efficiency and carcass characteristics of confined steers receiving different nitrogen sources associated or not with corn grain processing in the diet. The study used a completely randomized design with a 3?? 2 factorial arrangement. Fifty-three Charolais and Nellore crossbred steers were used, with a mean age of 22 ± 0.23 months and initial weight 250 ± 15.80 kg. The animals were randomly divided into the following treatments: soybean meal + whole corn, soybean meal + milled corn, conventional urea + whole corn, conventional urea + milled corn, slow-release urea + whole corn, and slow-release urea + milled corn. A roughage: concentrate ratio of 50: 50 was used. The steers were confined until reaching a weight of 420 kg. The slaughtering occurred according to the schedule of the commercial slaughterhouse. Feed efficiency was lower in animals receiving slow-release urea than those fed true protein. The steers fed soybean meal presented a higher Kleiber ratio and higher nutritional index compared to those receiving conventional or slow-release urea. The provision of soybean meal promoted higher production of rib meat and meat with a higher L* compared to those receiving urea, and better carcass finish compared to those receiving slow-release urea. Diets with milled corn increased warm and cold carcass yields and decreased weight loss during carcass chilling. Total replacement of soybean meal with conventional or slow-release urea reduced the biological efficiency of steers. The supply of milled corn in the concentrated fraction increased carcass yield.
