Abstract Global value chains (GVCs) will undergo substantive transformation in the decade ahead, reshaping the global trade and investment landscape. The change will be driven by five major forces: economic governance realignment, the new industrial revolution, the sustainability endeavor, corporate accountability, and resilience-oriented restructuring. All of this will present challenges and opportunities for firms and states alike, leading to an investment-development paradigm shift. This article discusses the five driving forces for the GVC transformation, projects ten broad trends in the evolution of the global trade and investment landscape, and also presents a forward-looking agenda for multi-dimensional research and policy in the decade ahead. It aims at providing a framework for future research that encourages cross-disciplinary collaboration as well as a structured dialogue between academia and policymakers.

John Micklethwait is editor-in-chief of Bloomberg News, and Adrian Wooldridge is political editor of the Economist, and author of their Bagehot column. In their latest book they analyse the disastrous failure of many western countries to control the Coronavirus, and what it exposes about the weaknesses of their systems of government. It is a wake up call to learn from the more successful responses of countries like Singapore or South Korea. What are the lessons in better government the west can now learn from the east? To discuss the UK's capacity to learn such lessons, and the likelihood of its doing so, they are joined by Philip Rycroft CB, former Head of the UK Governance Group in the Cabinet Office, Permanent Secretary in DExEU, and now Visiting Professor at Edinburgh University.

Content curation in contemporary digital platforms leverages both algorithmic decision making and human judgment. As much as algorithm has become an integral part of digital configurations, there are growing concerns about the lack of accountability surrounding algorithm-driven digital services. The issue of algorithmic accountability is attributed not only to intrinsic opacity in computational processes but also to the lack of transparency in platform governance. This article discusses two controversial cases surrounding algorithmic transparency in the South Korean digital environment. It first epitomizes the notion of algorithmic transparency as a prerequisite for accountability. Then, it situates the use of algorithms for online content curation in the South Korean digital environment to illustrate how algorithmic transparency is complicated by sociopolitical conditions. Finally, this research offers several suggestions for promoting a more accountable algorithm society.

This in-depth analysis provides evidence on differences in the practice of supervising large banks in the UK and in the euro area. It identifies the diverging institutional architecture (partially supranationalised vs. national oversight) as a pivotal determinant for a higher effectiveness of supervisory decision making in the UK. The ECB is likely to take a more stringent stance in prudential supervision than UK authorities. The setting of risk weights and the design of macroprudential stress test scenarios document this hypothesis. Extended producer responsibility (EPR) is a proposed policy approach to promoting the circular economy (CE) within the European Union. This research used a policy Delphi to explore perspectives on improving EPR policies to further contribute to the CE goals of the Netherlands. Both the potential improvement and critical reflections discussed by CE and EPR experts and practitioners from this study contribute to a more detailed understanding of the future governance of CE practices. We present various activities to improve EPR and insights from Delphi participants that emerged from the study. This paper shows that whilst actors agree, in essence, that there is a need for modifying EPR, what the specific changes to the form are and to whom the new responsibilities apply is contested.

India's unique federalist structure, often referred to as 'quasi' federalism adversely affects the effective governance of water resources across the country. While the newly formed Jal Shakti Ministry aims to rectify some of the underlying issues, especially the lack of coordination and bulbous bureaucracy, there is still an over emphasis on the supply and exploitation of water resources and not enough attention on the resource itself. The ambiguity on dispute mechanism and politicisation of waters that cross state boundaries adds to the lack of robust water management. We need a better understanding of existing water resources, long term needs and a more integrated approach to water management across the country that also aims to safeguard the interests of the resource, along with the development and human needs.

Verified, fact-based information is presumed to be an important feature in society, for citizens individually and for democratic governance as a whole. During much the 20th century, legacy news media enjoyed a prominent position in attempting to fulfill that role, reporting on happenings near and far. Journalists professionalized over time, developing standards, norms, methods, and networks of sources that enabled them to make knowledge claims (Carlson, 2009). In recent years, journalists have further developed their knowledge-based practices to fit the affordances of digital media platforms, such as sourcing on social media (e.g., Lecheler & Kruikemeier, 2016; Hermida, Lewis, & Zamith, 2014). Journalists' epistemological activities— presumed to provide factual and reliable public information—have made journalism one of the most influential knowledge-producing institutions in society (Ekström & Westlund, 2019a).

Strict containment limits the spread of pandemics but is difficult to achieve when people must continue to work to avoid poverty. A new role is emerging for income support: by enabling people to effectively stay home, it can produce substantial health externalities. We examine this issue using data on human mobility and poverty rates in 729 subnational regions of low- and middle-income countries during the first year of COVID-19. Shelter-in-place orders decrease work-related mobility in general, but much less so in the poorest regions. Emergency income support significantly mitigates this mobility gap between regions. Both are in tune with the UN Sustainable Development Goals, which attempt to involve all members of society in the sustainability path. The reality in EU Member States however, is that community energy still lacks the necessary regulatory framework to compete with large utility companies. This can indicate that the governance framework is lagging behind, still not ready to include communities (collective citizens) as full participants in the energy transition.

This study examines the impact of institutional quality on economic performance in the BRICS countries for the period from 2002 to 2019. The panel data study was estimated using pooled OLS and a fixed effect model. The study employed six institutional quality indicators (Worldwide Governance Indicators) which included voice and accountability, political stability and absence of violence/terrorism, government effectiveness, regulatory quality, rule of law, and control of corruption. The study also controlled for conventional sources of growth, i.e. human capital, physical capital, government expenditure, and inflation. All of these factors were positive and significant in our study. The findings also reveal that government effectiveness, regulatory quality and control of corruption had a positive and significant impact on economic growth in the BRICS countries, whereas other institutional variables turned out to be insignificant.

Meaning-making is the central focus of all ethnographic writing. However, a methodical approach to mean-ing-making remains under-represented in literature and it is undermined in academic discourse. Taking two anecdotes of presenting preliminary senses of the ethnographic field materials of my doctoral research, I explore some issues central to meaning-making processes in ethnographic research on inclusive school governance. The paper argues that rather than adopting the 'phased approach' consisting of 'data gathering' and 'meaning-making', ethnographic research can better interweave these two for revealing a more comprehensive and insider view of reality. Moreover, reflecting on my experience and learning, I emphasize involving participants in the meaning-making process, which is not only desirable but possibly a reasonable option for neophyte ethnog-raphers.

Chapter 3 examines the decisions that inform the BRI's institution building. It explores the tension between strategic and effficiency-oriented concerns, tracing these tensions across three issue areas: tax, trade, and development finance. The chapter shows that, in dealing with challenges, the Chinese government lacks an integral governance framework that systemically coordinates all relevant institutions. Instead, it takes varied institutional approaches to overseeing BRI projects, ranging from bilateral trade agreements to multilateral fijinancial institutions. This raises the question of what is driving China's development of agreements and institutions for the BRI. The chapter argues that China's development of BRI tax initiatives is mostly motivated by efficiency drivers, its trade agreements with key BRI partners by strategic drivers, and its efforts to establish multilateral financial institutions by both drivers.
