On January 14, 2020 Ankara University of Social Sciences hosted a conference entitled "Energy Policy of Russia: Turkish Stream and Regional Balances". The speakers outlined the main goal, which is to involve Russia in Turkish energy projects, including the Istanbul channel. In this regard, the author tried to research possibilities of Russia's participation in the main Turkish megaproject. For Turkey to attract Russia as a co-investor means to allow the Russian Federation to regulate cargo flows in the Istanbul Canal, which seems completely impossible. In addition, the impossibility of the Russian-Turkish partnership is evidenced by the policy of Turkey itself. Despite financial difficulties, the question of attracting Russian investment has never been raised in Ankara, despite the fact that the Turks are seeking funds for their project everywhere — from Qatar and China to the Benelux countries. One should not forget that starting from 2013, Turkey has consistently put into operation all previously announced projects, and the decision to freeze some of them due to financial difficulties did not affect the Istanbul Canal. The exhaustion of the ideological concept (postponement of its launch until 2025) means that from now on the implementation of the project has moved into a more productive business phase, and the annual construction of canal sections means firm decision to complete the grand plan. At the same time, Russia will not be able to neutralize possible negative consequences by participating in the construction of the canal; it is necessary to look for other ways for cooperation.
The Social Dimension of Internal Colonialism.The Galician case ; La Dimensión Social del Colonialismo Interno. El caso gallego
The thesis of internal colonialism reveals the realities that different populations face, and posits that even populations that are within the core central regions of the capitalist world-system are victims of certain exploitation models more typical of the colonial periphery. This article reviews this thesis about internal colonialism with the aim of freeing it from its rigid structuralism and bringing it closer to other perspectives, such as the post-colonialist and decolonialist views, which could ultimately enhance its usefulness as a theoretical tool. Furthermore, this paper addresses the need for an exploration of the social dimension that accompanies internal colonialism, somewhat neglected by the traditional thesis, in light of a conceptual proposition that emphasizes the genesis and transformation of different colonial identities and highlights internal colonialism as an identity-fixing dispositive. Finally, this paper briefly examines the Galician case of internal colonialism to demonstrate the potential offered by this new theoretical approach. ; La tesis del colonialismo interno ha permitido visibilizar las realidades de una serie de poblaciones que, aun encuadradas en las regiones centrales del sistema-mundo capitalista, son víctimas de ciertos modelos de explotación más propios de la periferia colonial. En este artículo se realiza una revisión de dicha tesis con el objetivo de liberarla de un estructuralismo en exceso rígido y de acercarla a ciertas perspectivas, como la poscolonial y la decolonial, que podrían potenciar su utilidad como herramienta teórica. Para ello, se parte de la necesidad de explorar la dimensión social del colonialismo interno, dejada un tanto de lado por la tesis tradicional, a la luz de una proposición conceptual que atienda más a la génesis y transformación de las distintas identidades coloniales: el colonialismo interno como dispositivo fijador de identidades. Finalmente, se efectúa una breve aproximación al caso gallego con la intención de mostrar la potencialidad de este nuevo enfoque teórico. ; La tesis del colonialismo interno ha permitido visibilizar las realidades de una serie de poblaciones que, aun encuadradas en las regiones centrales del sistema-mundo capitalista, son víctimas de ciertos modelos de explotación más propios de la periferia colonial.
