Simulations are widely used in aviation, medical and military training. Simulation fidelity is an important element of simulation training development. This study explores the reliability of self-evaluation of fidelity and training transfer in comparison to objective performance measures in two experiments. In Experiment 1, fifteen participants (aged 20-32, mean= 23.1) completed a target-tracking task in the HELIFLIGHT simulator at the University of Liverpool. They then underwent training on a desktop-based helicopter simulator with basic visuals and a realistic turbine rotor noise as their only motion cues before being re-tested in HELIFLIGHT. Motion cue fidelity was manipulated to explore effects on subjective post-training ratings of fidelity and self-performance. In Experiment 2, eleven participants (aged 22-27, mean= 24.2) performed a hover task in HELIFLIGHT. As in Experiment 1, they then trained on a desktop-simulator before being retested in HELIFLIGHT. Again, cue fidelity was manipulated to explore effects on ratings of fidelity and self-performance, but also on sensation of presence. In both experiments, subjective post-trial ratings were compared with continuously-sampled objective measures. Both experiments showed that participants benefited from transferrable training from desktop simulator to full flight simulator. However, participants could not always reliably evaluate their own performance (Experiment 1). Additionally, participants could not always reliably judge cue fidelity (Experiment 1), and fidelity judgements did not always correspond with objective performance measures (Experiments 1 and 2). Self-evaluation of training also did not reflect objective measures of performance (Experiments 1 and 2), but participants did report greater subjective presence with multisensory motion cues compared to without. These findings contribute to the exploration of suitable metrics for fidelity, presence and performance evaluation.

This study aims to determine when frailty increases the risks of delirium mortality. Hospital patients falling into the elderly frail or pre-frail category were recruited, some without delirium, some with delirium at admission, and some who developed delirium during admission. We screened for frailty, cognitive status, and co-morbidities whenever possible and extracted drug information and mortality data from electronic health records. Kaplan–Meier estimates of survival probability functions were computed at four times, comparing delirium versus non delirium patients. Differences in survival were assessed by a log-rank test. Independent Cox's regression was carried out to identify significant hazard risks (HR) at 1 month, 6 months, 1 year, and 2 years. Delirium predicted mortality (log-rank test, p < 0.0001) at all four censoring points. Variables with significant HRs were frailty indicators, comorbidities, polypharmacy, and the use of specific drugs. For the delirium cohort, variables with the most significant 2-year hazard risks (HR(95%CI)) were: male gender (0.43 20 (0.26,0.69)), weight loss (0.45 (0.26,0.74)), sit and stand up test (0.67 (0.49,0.92)), readmission within 30 days of discharge (0.50 (0.30,0.80)), cerebrovascular disease (0.45 (0.27,0.76)), head trauma (0.54 22 (0.29,0.98)), number of prescribed drugs (1.10 (1.03,1.18)), and the use of diuretics (0.57 (0.34,0.96)). Hablar de crisis del concesionario no es un tema nuevo aunque resulte de rabiosa actualidad. Desde los inicios de las crisis de las concesiones ferroviarias que fueron las primeras concesionarias de obra pública, el legislador se preocupó de dispensar un tratamiento especial a las situaciones de insolvencia de estas entidades (Ley de 12 de noviembre de 1869). Porque no hay que olvidar que la crisis financiera de una sociedad concesionaria de obra o de servicio público pone en peligro tanto la terminación de la obra (o su conservación) como la continuidad en la prestación del servicio público no sólo por la situación de crisis que atraviesa el concesionario que puede llevar a un eventual incumplimiento de las obligaciones contractuales asumidas sino por el hecho de que los acreedores insatisfechos pueden querer embargar los bienes para poder saldar las deudas pendientes. Hoy ese régimen está derogado y la normativa de cabecera es la Ley 22/2003 Concursal de 9 de julio (en adelante, LC). Ley Concursal no es ni puede ser ajena del todo a la presencia de la Administración Pública en el Concurso. Sin embargo, los problemas que se derivan de las particulares relaciones e intereses que entran en juego cuando se presenta el elemento público no son tratados con la amplitud y cuidado que sería deseable y la regulación se revela inadecuada e insuficiente razón por la cual debería introducirse en una futura reforma legislativa un título en el que se aborde de forma global la problemática que se plantea ante la presencia de la Administración pública en el proceso concursal. Ello permitiría conciliar dos normativas que responden a unos intereses -en realidad- contrapuestos. A todo ello se une el hecho de que una solución liquidativa no es siempre y en todo caso la opción más adecuada. El artículo se ocupa de analizar cómo afecta la declaración de la sociedad concesionaria en el contrato de concesión, centrando la atención en las sociedades concesionarias de autopistas que actualmente están en liquidación.

In dem letztlich gescheiterten Bemühen, seine Existenz zu sichern, zeigt das Osmanische Reich Ähnlichkeiten zum Habsburger- und zum Zarenreich. Einen deutlich imperialen Status besaß das Osmanische Reich vor allem vom 15. bis zum 18. Jahrhundert, während der imperiale Charakter osmanischer Herrschaft im 19. und frühen 20. Jahrhundert weniger ausgeprägt war. Eine islamisch-christliche Konfrontation zur Erklärungsgrundlage des Verständnisses zwischen dem Osmanischen Reich und den anderen europäischen Großmächten machen zu wollen würde in eine Sackgasse führen; so zeigte die von Sultan Abdülhamid II. um 1900 verfolgte Option eines Panislamismus deutlich machtstrategisch-utilitaristische Züge. Nach wie vor wird in der internationalen Geschichtsforschung jedoch debattiert, wie die Elemente einer Gleichrangigkeit oder einer Marginalisierung des Osmanischen Reichs im Verhältnis zu den europäischen Großmächten im späten 19. und frühen 20. Jahrhundert zu bewerten sind. Das imperiale Erbe der Osmanen in Südosteuropa und in den arabischen Nachfolgestaaten ist umstritten und bisher nicht ernsthaft erforscht worden; ob es zu einer Erklärung der heutigen Konfrontation von Islamismus und amerikanischem Imperium beitragen könnte, wäre noch zu untersuchen.

Der Beitrag gibt einen Überblick über die historischen Hintergründe des aktuellen Irakkonflikts im 20. Jahrhundert. Etappen der irakischen Geschichte sind das Ende der osmanischen Herrschaft 1918, die formelle Unabhängigkeit des Landes 1932, der Sturz der Monarchie 1958, der Sturz Präsident Qasims 1963, die Machtübernahme durch die Ba'th-Partei 1968 und schließlich der Beginn der Alleinherrschaft Saddam Husseins 1979. Das Ende des 20. Jahrhunderts im Irak ist geprägt durch die drei Golfkriege: den ersten Golfkrieg 1980-1988 (Angriff auf den Iran), der in einem militärischen Patt endete, den zweiten Golfkrieg 1990/1991, der durch den Angriff des Irak auf Kuwait ausgelöst wurde, und schließlich den aus geostrategischen Gründen geführten dritten Golfkrieg 2003 (Angriff der USA). Dieser langen Blutspur, die sich durch die jüngste Geschichte des Irak zieht, zum Trotz sieht der Verfasser Chancen für eine dauerhafte Zivilisierung und Stabilisierung des politischen Systems im Irak. Ausgehend von der ausführlichen Darstellung der Geschichte der bulgarischen Gewerkschaften im 19. und 20. Jahrhundert stellt der Verfasser des Handbuchartikels im weiteren zunächst Größe und Struktur der Gewerkschaften nach der kommunistischen Machtergreifung von 1944 dar. Danach werden Organisationsaufbau, Programmatik und die Schwerpunkte gewerkschaftlicher Tätigkeit beschrieben. Die inhaltliche Darstellung wird durch Literaturhinweise und die Anschrift des bulgarischen Gewerkschaftsbundes ergänzt. (KS)

The adoption of the Territorial Agenda 2030, some 20 years after the adoption of the European Spatial Development Perspective (ESDP) (European Commission, 1999) presents an opportunity to both look back on what has been achieved and envisage developments for the next 20 years. This paper starts with some personal reflections on the aspirations put forward in the ESDP and some key achievements. The main part of the paper then concentrates on what might be done differently over the next 20 years. It is argued that because the world has changed substantially since 1999 it is time to breathe new life into the original objectives of the ESDP and support them with clear governance and implementation tools. Furthermore, the geographical coverage ought to be extended to cover the Western Balkans. The final section offers an outlook on what we might want to see when looking back again 20 years from now.
