AbstractRelationships between nongovernmental organizations (NGOs) and government agencies have been variously described in the nonprofit literature as cooperative, complementary, adversarial, confrontational, or even co‐optive. But how do NGO–government relationships emerge in practice, and is it possible for NGOs to manage multiple strategies of interaction at once? This article examines the experience of three leading NGOs in Mumbai, India, involved in slum and squatter housing. We investigate how they began relating with government agencies during their formative years and the factors that shaped their interactions. We find that NGOs with similar goals end up using very different strategies and tactics to advance their housing agendas. More significant, we observe that NGOs are likely to employ multiple strategies and tactics in their interactions with government. Finally, we find that an analysis of strategies and tactics can be a helpful vehicle for clarifying an organization's theory of change.

This article is to present the principle of open and competitive recruitment for official positions, applicable under the Polish Act on local government employees. The point of departure for the discussion on the provisions of the Act is the Constitution of the Republic of Poland. Not only has the analysis covered the regulation contained in the Act on employees of local government , but also addressed the relationship between the employer's specific obligation to re-employ the employee on the basis of the provisions of the Polish Labour Code and the rule of general recruitment for official positions applicable under the Law on local government employees. These considerations are largely of a practical nature, based in particular on the relevant case-law and on the professional experience of the author herself, who is a local government staff member employed as an attorney-at-law in a local government unit of the regional level.

The way that public procurement activities are organized has an impact on the performance of public institutions. By reviewing the literature on public procurement organization dimensions this study offers a conceptual framework for public procurement organizational design, distinguishing between the macro, micro and process level dimensions. The framework is tested across the procurement departments of 15 local governments in Wales and Italy. We identify six alternative organizational configurations, differing in their level of centralization and their procurement status within the institution. Their suitability and potential for redesign depend on several internal and external contextual factors (goals, government decision, regulation, geographical environment) in line with the contingency view of organizational design.

Despite being known as "Asia's water tower," Yunnan frequently experiences severe droughts which put pressure on local communities and state actors alike. This article examines the institutional arrangements that guide water governance strategies employed by local cadres in Yunnan province, showing how central control mechanisms in the Chinese administrative system undermine effective water governance at the local level. Findings obtained from field research in two counties in Yunnan with different levels of economic development and water resource access show that current institutional arrangements - including those regulating local cadre performance and the procedures to apply for project funding from higher-level governments - hinder the efficient use of infrastructure investment. Instead, provincial and prefectural water bureau officials use their authority to channel funding to those regions with an already positive track record of project applications. (China Q/GIGA)

Local, district, and metropolitan municipalities as spheres of government should deploy a highly competent and professional management corps to address complex integrated development planning demands, local service delivery issues, and various governance-related dynamics (Polo & Kantola, 2019). However, official oversight, performance reports, and media scrutiny regularly reveal that the current South African situation fails to meet these requirements. Corruption, maladministration, political factionalism, and managerial incompetence have led to violent public protests (SACN, 2016). This paper assesses the current competency profile of senior managers in the South African local government sector, focusing on their integrated development planning responsibilities. The methodology followed a qualitative design involving an intensive literature review on international management competency models, document analyses to assess official statutory and regulatory prescriptions for senior managers, and semi-structured interviews with senior managers in sampled municipalities. The study established that most challenges faced by municipalities stem from a lack of senior management competency. This study carried out an assessment of rice marketing in Udu local government area of Delta State. It specifically examined the socio-economic characteristics of the rice marketers in the study area; determined profitability of rice marketing and examined the market structure and conduct for rice in the study area. A multi-stage sampling technique was used to select 70 rice marketers in the study area and structured questionnaire administered on them. Descriptive statistics, gross margin, Gini-coefficient and production function analyses techniques were used to analyse the data collected. The study showed that 78.57% of the respondents belong to the active segment of the population of 40- 49%. The profitability analysis showed that an average marketer incurred an average total variable cost of N3, 015,838.57 per month but earned average revenue of N3, 314,320 per month which indicate that an average marketer earned N298, 481.43 as gross margin. A Gini coefficient of 0.4426 obtained in this study indicates a high level of concentration in the rice market. The result of the production function postulated for rice marketers in the study area reveals that the postulated regressors explained 94.44% in the variation of the regressand.

Prior research has been focused on the financial sustainability in local governments (LGs) although its findings suggested the need to analyze this magnitude in other levels of government because political decisions could be different in each type of public entity. So, FS has also become very relevant in the Regional Government (RGs) context because their public policies affect not only at the regional level but also the local one. Therefore, from a comparative approach, this paper seeks to identify socio-demographic factors which could influence on the financial sustainability, in the Spanish context for both LGs vs. RGS in order to establish public policies to make sustainable public goods and services.
