Der vorliegende Bericht zum Forschungsvorhaben "Gesamtlärmbewertung - Umsetzungskonzept und Planspiel" mit der Forschungskennzahl 3719 54 101 0 stellt einen Regelungsentwurf zum Schutz der Bevölkerung vor gesundheitsschädlichen Lärmexpositionen vor, der damit erstmals auch eine verbindliche Gesamtlärmbewertung beinhaltet. Der vorgestellte Regelungsentwurf ist das Ergebnis einer umfassenden Diskussion mit Fachleuten im Rahmen eines Fachgesprächs, der Erprobung anhand eines Praxisbeispiels und schließlich der Erprobung der darin enthaltenen Lärmsanierung in einem umfangreichen Planspiel anhand einer fiktiven Kommune unter Beteiligung aller betroffenen Kreise. Der Bericht stellt die fachlichen Grundlagen für den Regelungsentwurf, den Entwurf selbst und den Weg zur Verfeinerung des Entwurfs über Fachgespräch, Praxisbeispiel und Planspiel dar. Wichtige Kritikpunkte und deren Würdigung durch das Forschungskonsortium sowie eine auch daraus abgeleitete Handlungsempfehlung zur Einführung des Entwurfs runden den Bericht ab.

Server und Datenspeicher kommen überwiegend in Rechenzentrum zum Einsatz. Die Funktionen dieser Produktgruppen sind Daten zu verarbeiten, zu speichern und zentral zur Verfügung zu stellen. Der Bedarf an zentraler Verarbeitung und Speicherung von Daten steigt seit Jahren kontinuierlich. Das Potenzial, durch ambitionierte Kriterien die Umwelt zu entlasten, ist groß. Server und Datenspeicher werden rund um die Uhr an jedem Tag im Jahr betrieben. Die Steigerung der Energieeffizienz hat daher einen großen Einfluss auf den Energiebedarf von Rechenzentren, da sie für ca. 60 % des Gesamtenergiebedarfs eines Rechenzentrums verantwortlich sind. Mit diesem Leitfaden sollen Geräte beschafft werden, die energieeffizient, langlebig konstruiert, reparierbar und gut recycelbar sind und damit Treibhausgasemissionen und den Ressourcenverbrauch senken. Der Leitfaden basiert auf den Kriterien des Umweltzeichens Blauer Engel für Server und Datenspeicherprodukte (DE-UZ 213, Ausgabe Januar 2020).

Against the background of the new entries for plastic waste, as implemented into EU-law since 1.1.2021, this implementation guide is aimed at all companies or institutions that deal with plastic waste on a crossborder basis. In particular, this includes waste producers, waste handlers such as sorters and recyclers, transporters and enforcement and control authorities. It is an aid to the correct classification of the new plastic entries in accordance with the VVA and the handling in practice of the definitions explained in more detail in Correspondents' Guidelines No. 12.
