This report will look into a selected support measures from the perspective of their implementation so far. Since the implementation of these packages are ongoing the assessment is initial and rapid based on interviews and discussions over telephone. We have tried to assess these support measures from the perspective of their adequacy, delivery and results, and governance. The areas which are covered in this presentation include: i) Operationalisation of the liquidity support through banks; ii) Assessment of BDT 5,000 Crore (Emergency) Incentive Package; iii) Stimulus Package of BDT 20,000 crore Credit Line Support for SMEs; and iv) Relief Packages to Mitigate the Impact of COVID-19.

Around the world, the COVID-19 pandemic has demonstrated the value of effective government intervention. The scale of the economic impact of COVID-19 is unprecedented. Some economies have shrunk by over 10 percent while Myanmar's GDP growth for 2019-20 FY is estimated to drop from the previous estimation at 7 percent to 4.3 percent as "all sectors are hit". Governments from Spain, to Singapore, to South Korea have stepped in with unprecedented interventions to protect citizens from the damaging health and economic effects of the virus. Policies which might have seemed far-fetched less than six months ago, such as social distancing policies and cash transfers, have become widely accepted. In Myanmar, the recently released Overcoming as One: COVID-19 Economic Relief Plan (CERP) sets out the Union government's economic response to COVID-19, ranging from action on personal protective equipment (PPE) procurement to direct cash transfers to households. The CERP outlines an ambitious economic response to COVID-19 and provides a useful tool for cross-government coordination.

The COVID-19, or coronavirus global pandemic has required huge responses from governments all over the world. Timor-Leste has its own unique requirements when addressing an event of this magnitude. The Government of Timor-Leste responded by declaring a state of emergency, which closed schools, suspended public transport and large gatherings, instituted border closures and established requirements for social distancing. While these measures were put in place to prevent the spread of COVID-19, the Government of Timor-Leste also acknowledged the social and economic impact and introduced a number of financial support programs, to not only support citizens as they self-quarantine, but also to boost the economy.

The spread of novel coronavirus COVID-19 has resulted in global pandemics, which was followed by an abrupt economic crisis, as economies stood still in order to overcome the threat to people's lives. In this bulletin, we overview the readiness to the healthcare and economic crisis, the evolution of the pandemic and characteristics of the lockdown for the six countries in the Black Sea Region.

The world is now engaged in containing the COVID-19 breakout and its consequences. In the age of Coronavirus, however, forcibly displaced people should not be left behind: Of the world's 79.5 million forcibly displaced, out of whom 45.7 million are internally displaced people (IDPs), 20.4 million are refugees, and 4.2 are million asylum seekers, all should be at the forefront of the G20's agenda.

The overall objective of this situational and political economy analysis is to contribute to the knowledgebase on the situation of local health governance in the emerging context of a transition into a federal system, while highlighting the underlying political economy which affects the governance of local level health services delivery in the restructured state. The specific objectives are to: Describe and compare local health service delivery and system before and after the adoption of federalism; Assess the current status of local health governance. Examine the underlying political and economic drivers and barriers – interests, incentives, power structures, and relations among and between different actors and institutions – that shape the policy and practice of local health governance, and; Identify opportunities and practical entry points for actions to improve local health governance.

The COVID-19 pandemic, and the ensuing economic shock, has prompted governments all around the globe to act swiftly and decisively to mitigate the health and economic impacts of the crisis. Each country has responded in its own way, and it is useful to look at these different responses to identify good practices. In this issue, we look broadly at countries in Eastern Europe and Central Asia, and present three case studies of Georgia, Moldova, and Serbia respectively, including an analysis of the fiscal measures these countries have taken and an overview of the impacts of the pandemic. Before selecting countries for further investigation, we screened all countries in Eastern Europe and Central Asia based on three indicators. The first two were total COVID-19 cases per million people and total COVID-19 deaths per million people, both of which can be used to measure how well a given country has managed to contain the spread of the virus. The third indicator was the Oxford COVID-19 Government Response Stringency Index, which measures how harsh lockdown measures have been over time and can be used as a proxy for the economic sacrifice made by a given country to contain the virus. The index ranges from 0 (not stringent) to 100 (very stringent). We have taken the average of this index over the period of March to October for each country. The characteristics of a good response to the crisis are a low virus spread with minimal economic sacrifice. You can see how each of the selected countries performed in these three indicators in Table 1.

This thesis analyzes the determinants of youth unemployment and the inequalities regarding entry on the labour market in Algeria, especially in terms of gender.The first research hypothesis holds some individual characteristics as factors predisposing at risk of unemployment. A typology is issued from a sample of unemployed from three regions (Bejaia, Tizi Ouzou and Tlemcen), thanks to a Multiple Correspondence Analysis associated with an Ascending Hierarchical Classification; it reveals that youth unemployment is more urban mainly among women and the higher education graduates. Using a Logit model, we then show that age, human capital and gender affect significantly the likelihood of the active people to be unemployed rather than access employment in the region of Tizi-Ouzou.The second hypothesis is based on the "voluntary" nature of inactivity of women. The results of logistic regression performed on the sample of women in the Tizi-Ouzou region indicate that age, human capital and marital status are the most significant variables in driving women to inactivity.The third hypothesis suggests that discrimination against women is likely to be the cause of gender inequalities on the Algerian labour market. We explore the issue of hiring discrimination through the first correspondence testingconducted in Algeria (Oran). Against conventional wisdom, the analysis of gross and conditional discrimination reveals a marked preference towards female candidates applying for various job positions in the accounting profession. ; Cette thèse analyse les déterminants du chômage des jeunes ainsi que les inégalités d'insertion sur le marché du travail en Algérie, en particulier sous l'angle du genre.La première hypothèse de recherche retient certaines des caractéristiques individuelles comme facteurs prédisposant les actifs au risque de chômage. La typologie dégagée de l'échantillon de chômeurs (Bejaia, Tizi-Ouzou et Tlemcen) à travers l'Analyse des Correspondances Multiples associée à une Classification Ascendante Hiérarchique, révèle un chômage juvénile plutôt urbain se recrutant principalement parmi les femmes et les diplômés de l'enseignement supérieur. Nous montrons ensuite, au moyen d'un modèle Logit, que l'âge, le capital humain ainsi que le genre influent significativement sur la probabilité des actifs d'être au chômage plutôt qu'en emploi dans la wilaya de Tizi-Ouzou.La deuxième hypothèse posée se fonde sur l'aspect « volontaire » de l'inactivité des femmes. Les résultats de la régression logistique réalisée sur l'échantillon des femmes de la région de Tizi-Ouzou indiquent que l'âge, le capital humain ainsi que la situation matrimoniale constituent les variables les plus déterminantes dans l'orientation des femmes vers l'inactivité.La troisième hypothèse suggère que la discrimination à l'égard des femmes est susceptible d'être à l'origine des inégalités de genre constatées sur le marché du travail algérien. Nous explorons la question de la discrimination à l'embauche à travers le tout premier testing réalisé en Algérie (Oran). Contrairement à ce qui est souvent admis, la discrimination brute et conditionnelle révèlent un net favoritisme à l'égard des candidatures féminines pour les différents postes considérés de la profession comptable.

The study aims to analyse the existing resource allocation to education sector and identify what improvements in the allocation and utilization of resources can be made to enable Pakistan to attain the proposed targets of Sustainable Development Goals in education and to implement the Right to Education Act. Utilizing the data of different education financing indicators, the arguments regarding resource allocation in education sector by federal and provincial governments has been built in this study. Moreover, the effectiveness of allocated resources is also part of the discussion. Since the responsibility of education is devolving down to the districts after adopting Local Government Acts in the Punjab and Khyber Pakhtunkhwa, district level financing of education by the district government has also been discussed in this paper. This study attempts to highlight various aspects of funds' utilization and the reasons behind the misallocation of funds within the sector.
