The incoming Labour Government of 1997 promised a new approach to the conduct of fiscal policy. Two lessons to be learnt from previous experience were: (1) adjust for the cycle and build in a margin for uncertainty; (2) set stable fiscal rules and explain clearly fiscal policy. Although the claims for novelty were exaggerated there was a serious attempt to expand the supporting explanatory material at the time of the Budget and the Pre-Budget Report (which was itself an innovation). It started well, with the most significant tightening of fiscal policy occurring in 1997–8; but it ended with a record postwar deficit, a debt/GDP ratio heading for more than 75 per cent of GDP and the suspension of the fiscal rules. While the Treasury was not alone in failing to forecast the financial crisis and its consequences, doubts about the policy were being raised before 2007. Although the fiscal rules were met over the preceding period and projected to be met in future, a succession of current budget deficits and a tendency, from 2001 onwards, for over-optimism in fiscal projections left the UK less well equipped than it might have been to meet the challenges of the crisis.

AbstractCommunication is central to solving coordination problems in politics. In this paper, we show that both the communication network and what people know about the network structure affect coordination. Increases in the number of connections between people make coordination easier and so does increasing the amount of information people have about the structure. We also demonstrate that highly connected nodes in the network can facilitate coordination, but only if individuals have sufficient knowledge to identify the presence of these nodes. Our results suggest the importance of understanding network knowledge and its effects on behavior.

Objectives: This study investigated the efficiency of a social work care coordination model for stroke patients. Care coordination addresses patient care and treatment resources across the health care system to reduce risk, improve clinical outcomes, and maximize efficiency. Method: A randomly assigned, pre-post experimental design measured medical utilization of 28 patients postrehabilitation hospitalization. The experimental group received individual assessment, problem solving around barriers to services, advocacy, crisis counseling, educational reinforcement to patients and caregivers, brief psychological counseling, and referral. Hospitalization, emergency room, and physician utilization measures were collected 3 months prior to inpatient rehabilitation and compared to utilization during the study. Results: Repeated measures ANOVA showed significant changes for the intervention group in medical utilization. Recipients'care-seeking behavior appeared to change toward more appropriate use of outpatient physicians rather than the emergency room. Conclusions: Care coordination provided by social workers significantly improved stroke patients' medical utilization with significant cost savings.
Ensuring fiscal sustainability in the Member States of the European Union has become an extremely important goal in the current economic context. The formulation of appropriate policies can lead to fiscal consolidation, and the manifestation of a fiscal shock with direct implications on national budgets and can be mitigated by a rational approach. The aim of this paper is to examine issues related to ensuring fiscal sustainability and to identify the necessary fiscal policy instruments in this regard. Using a data set for EU member states for the period 2000–2019, we researched fiscal policy objectives for economic development and the volume of public and private investment. The error correction model (ECM) was used as a derivative of the autoregressive model with distributed lags (ARDL) to assess the short-term variation of Gross Domestic Product under the influence of seven fiscal indicators. The study highlights the aspects of fiscal policies at EU level as well as the correlation between economic development and the fiscal behaviour of the authorities. We contribute to the existing literature by providing empirical evidence on the existence of a direct relationship between economic growth and the volume of private investment. The Economic Partnership Agreements (EPAs) between the EU and African, Caribbean and Pacific (ACP) countries mark a new era in the economic relations between both sides. Reciprocal tariff liberalization will however result in asymmetric market opening by ACP partners, which will entail negative, though small, macroeconomic effects for these countries in the short to medium term. In order to deliver upon the promised tangible benefits of EPAs in the longer term, the EU should implement strong policy responses in three key areas: (i) coping with adjustment costs, (ii) promoting productive development, and (iii) fostering trade-related institutional capacities in the public sector and civil society, including an effective monitoring process for EPA implementation.
